On approval of the Rules for the payment of monetary compensation in the amount of the cost of combined-arms rations in the absence of the possibility of providing meals according to the established standards of basic food rations to military personnel serving under contract in the Ministry of Emergency Situations of the Republic of Kazakhstan

In accordance with paragraph 7 of Article 44 of the Law of the Republic of Kazakhstan "On Military service and the status of military personnel", I ORDER:

     1. To approve the attached Rules for the payment of monetary compensation in the amount of the cost of combined-arms rations in the absence of the possibility of providing meals according to the established standards of basic food rations to military personnel serving under contract in the Ministry of Emergency Situations of the Republic of Kazakhstan.

     2. The Committee on Civil Defense and Military Units of the Ministry of Emergency Situations of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:

     1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

     2) posting of this order on the Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan;

     3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Emergency Situations of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.

     3. Control over the execution of this order is entrusted to the supervising Vice Minister of Emergency Situations of the Republic of Kazakhstan.

     4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules for the payment of monetary compensation in the amount of the cost of combined-arms rations in the absence of the possibility of providing meals according to the established standards of basic food rations to military personnel serving under contract in the Ministry of Emergency Situations of the Republic of Kazakhstan

     1. These Rules apply to the payment of monetary compensation in the amount of the cost of combined-arms rations in the absence of the possibility of providing meals according to the established standards of basic food rations to military personnel serving under a contract with the Ministry of Emergency Situations of the Republic of Kazakhstan (hereinafter referred to as – Rules) determine the procedure for payment of monetary compensation in the amount of the cost of combined-arms rations in the absence of the possibility of providing meals according to the established standards of basic food rations to military personnel undergoing military service under a contract with the Ministry of Emergency Situations of the Republic of Kazakhstan.

     2. Monetary compensation is paid in order to reimburse military personnel for meals, which, in accordance with paragraph 7 of Article 44 of the Law of the Republic of Kazakhstan "On Military Service and the Status of Military Personnel", are provided with meals at the expense of the state.

     If a military serviceman undergoing military service under a contract is on a business trip, with the exception of cases when he is part of a military echelon, a guard to guard and escort military cargo to the place of reception and back, payment of monetary compensation in return for rations is not carried out.

     3. Payment of monetary compensation is carried out at the expense of the republican budget.

     4. The list of military units and subdivisions of the Ministry of Emergency Situations of the Republic of Kazakhstan (hereinafter referred to as the Ministry) in which catering is not provided (hereinafter referred to as the List) is formed in accordance with the annex to these Rules by the Committee on Civil Defense and Military Units of the Ministry.

     5. Payment of monetary compensation is made on the basis of the order of the commander of the military unit no later than 3 working days from the date of its registration, in which the serviceman undergoing military service under the contract is serving. The order specifies the amount of monetary compensation per month for each contract serviceman.

     6. Payment of monetary compensation to a military serviceman undergoing military service under a contract is carried out on the basis of data provided by the personnel service of a military unit to the financial unit of the military unit by the 5th day of the month following the reporting one. These data confirm the fulfillment by military personnel undergoing military service under a contract of military service duties, in which the legislation provides for the provision of food at the expense of the state.

     7. Payment of compensation is made simultaneously with the payment of monetary allowances at the place of military service in the current month for the past month.

     8. Compensation is transferred at the place of military service to the recipients' current accounts opened in organizations licensed to conduct certain types of banking operations.

     9. When a military serviceman undergoing military service under a contract is transferred from one state institution to another, compensation is paid per month of departure to a new place of military service at the former place of military service.
