On approval of the Rules for the technical inspection of reliability and stability of buildings and structures

In accordance with subparagraph 71) of Article 24 and paragraph 4 of Article 60 of the Building Code of the Republic of Kazakhstan, I ORDER:
1. To approve the Rules for the technical inspection of the reliability and stability of buildings and structures.
2. To invalidate the Order of the Minister of National Economy of the Republic of Kazakhstan dated November 19, 2015 No. 702 "On approval of the Rules for the technical inspection of reliability and Stability of buildings and structures" (registered in the Register of State Registration of Regulatory Legal Acts No. 12425).
3. The Committee on Construction and Housing and Communal Services of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan after the day of its first official publication.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.
5. This order will enter into force on July 1, 2026 and is subject to official publication.

Rules for the technical inspection of reliability and stability of buildings and structures
Chapter 1. General provisions
1. These Rules for the technical inspection of the reliability and Stability of Buildings and Structures (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 71) of Article 24 and paragraph 4 of Article 60 of the Building Code of the Republic of Kazakhstan (hereinafter referred to as the Code) and regulate the procedure for the technical inspection of the reliability and stability of buildings and structures.
2. These Rules use the concepts defined by the Code and state regulatory documents in the field of architectural, urban planning and construction activities.
Chapter 2. The procedure for carrying out a technical inspection of the reliability and stability of buildings and structures
Paragraph 1. Organization of technical inspection of reliability and stability of buildings and structures
3. A technical inspection of the reliability and stability of buildings and structures at facilities of all levels of responsibility is carried out in the following cases::
1) detection of defects and damages in critical (load-bearing) elements and joints that pose a risk of destruction, inconsistencies in the quality indicators of the applied building materials, products, structures;
2) consequences of fires and emergencies;
3) issuing acts on the elimination of violations based on the results of state architectural and construction control and supervision;
4) adjustments to the construction project related to changes in the structural scheme of buildings and structures, production technology;
5) expiration of the standard operating life of a building or structure;
6) determining the economic feasibility of major repairs or reconstruction;
7) increasing the normalized natural and climatic impacts (snow, wind impacts);
8) due dates for technical inspection during the technical operation of construction facilities (regularly);
9) conservation or suspension of construction-in-progress facilities for a period of more than six months;
10) expansion, modernization, reconstruction, technical re-equipment, restoration, major repairs and changes in the purpose of the construction site.
4. The technical inspection of the reliability and stability of buildings and structures is carried out by the customer with the involvement of accredited legal entities to carry out expert work on the technical inspection of the reliability and stability of buildings and structures at all levels of responsibility (hereinafter referred to as the organization) and individuals who have a specialist certificate for the right to carry out expert work on the technical inspection of the reliability and stability of buildings and structures, based on the agreement (hereinafter referred to as the specialist).
5. The technical inspection of the reliability and stability of buildings and structures is carried out in accordance with the contract for the technical inspection of the reliability and stability of buildings and structures (hereinafter referred to as the contract) in accordance with the terms of reference.
6. The technical inspection of the reliability and stability of buildings and structures should be carried out by legal entities accredited to carry out expert work on the technical inspection of the reliability and stability of buildings and structures at facilities of the first and second levels of responsibility and consisting of at least three specialists who have a certificate for the right to carry out expert work on the technical inspection of the reliability and stability of buildings and structures at the facilities of the first and second levels of responsibility, as well as one specialist (expert), a certified expert in the examination of design and estimate documentation specializing in the "structural part", a geodetic engineer who carries out activities at facilities of the first and second levels of responsibility. individuals who have a specialist's certificate for the right to carry out expert work on the technical inspection of the reliability and stability of buildings and structures individually carry out a technical inspection at construction sites of the third level of responsibility.
Paragraph 2. Carrying out a technical inspection of the reliability and stability of buildings and structures
7. When conducting a technical inspection of the reliability and stability of buildings and structures, a specialist or organization performs the following functions::
1) requests initial data from the Survey Customer: existing design and estimate documentation, an expert opinion, an opinion on engineering and geological surveys, executive and technical documentation, permits, title documents;
2) conducts a visual inspection with photographic fixation of defects;
3) provides the Customer with a program of actions with the places of necessary openings of load-bearing structures, for the organization and execution by the Customer of all necessary actions to prepare the facility for technical inspection;
4) conducts a preliminary study and analysis of the provided source data;
5) conducts a detailed instrumental examination of the main load-bearing and enclosing structures, including foundations and foundations;
6) when conducting a detailed instrumental examination, an accredited specialized laboratory is involved.;
7) conducts an engineering geodetic survey of the entire surveyed object and its structural elements to identify deviations from regulatory requirements;
8) verifies the quality of building materials, structures and products used at facilities, the organization of their laboratory tests in accordance with standards and other regulatory and technical documents in force in the Republic of Kazakhstan, and the availability of quality assurance documents (technical passports, certificates, laboratory test results, etc.);
9) conducts a study of the survey results;
10) performs a verification calculation of the building (structure) in the recommended software packages, taking into account the survey results and laboratory data;
11) conducts an engineering analysis of all the data obtained (analysis of the initial data, the results of the survey and verification calculations, with the definition of the category of operability of structures);
12) draws up a conclusion based on the results of the engineering analysis of the conducted technical survey with the necessary appendices on the actual data of the facility (plans, sections, executive surveys of load-bearing structures, photo application, laboratory protocols, supporting materials) with conclusions on the results of the conducted technical survey of the reliability and stability of the facility;
13) based on the conclusions drawn, develops recommendations for strengthening (restoring) the necessary structures.;
14) issues to the Customer an opinion on the condition of buildings and structures with conclusions and recommendations for strengthening (restoring) the necessary structures.
8. The customer provides the specialist or organization with full technical assistance in carrying out a technical inspection of the reliability and stability of buildings and structures.
9. When conducting a technical inspection of the reliability and stability of buildings and structures, specialists who have a certificate for the right to implement the reliability and stability of buildings and structures should be instructed on the special safety regulations applicable at this construction site.
10. The duration of expert work on the technical inspection of the reliability and stability of buildings and structures is determined by the contract and does not exceed:
thirty calendar days for technically uncomplicated objects;
sixty calendar days for unique and technically complex facilities of the first and second levels of responsibility;
one hundred and twenty calendar days for unique and technically complex production facilities of the first level of responsibility.
11. A specialist performing a technical inspection of the reliability and stability of buildings and structures is responsible, in accordance with paragraph 11 of Article 60 of the Code, for the quality of the research conducted, the correctness of the decisions made and the completeness of the recommendations developed.
12. When conducting a technical inspection of the reliability and stability of buildings and structures, interference in the professional activities of specialists is not allowed.
Paragraph 3. Requirements for an expert opinion on the technical inspection of reliability and stability of buildings and structures
13. The conclusion on the technical inspection of the reliability and stability of buildings and structures contains:
1) title page (name of the contractor's organization, name and address of the facility, approved by whom, registration number, date);
2) the content of the conclusion (list of sections and appendices with pages);
3) the basis for the technical inspection (number and date of the contract, terms of reference for the technical inspection of reliability and stability of buildings and structures);
4) a list of the initial data provided by the Survey Customer;
5) general description of the site of the surveyed object (description of the site location, climatic conditions, engineering and geological conditions of the site);
6) spatial planning and design solutions (description of the adopted spatial planning and design solutions), information about engineering systems;
7) the results of the examination (description of the examinations carried out, identified defects and violations);
8) the results of the verification calculation (indication of the calculation program used, description of the calculation scheme, load collection table, calculation models of the object, calculation protocol, force schemes in the bearing elements, conclusions on the calculation part);
9) engineering analysis of all received data;
10) withdrawal;
11) recommendations;
12) appendices (photographic materials, conclusion on engineering and geological tests, graphic materials, executive survey, laboratory test reports, executive technical documentation, certificate of accreditation of the contractor's organization, certificates of specialists for the right to carry out expert work on the technical inspection of reliability and stability of buildings and structures).
14. The conclusion on the technical inspection of the reliability and stability of buildings and structures issued by the organization is signed by all certified specialists who conducted the technical inspection, a personal stamp of the specialists is affixed and approved by the first head of the organization.
