Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated February 27, 2026 No. 144. Registered in the Ministry of Justice of the Republic of Kazakhstan on March 2, 2026 No. 38067

In accordance with subparagraph 10) of Article 13 of the Law of the Republic of Kazakhstan "On the Prevention of Offenses" and paragraph 2 of Article 27 of the Law of the Republic of Kazakhstan "On Legal Acts", I ORDER:

1. To approve the Rules, Forms and Types of Involvement of Citizens Participating in the Prevention of Offenses, according to Appendix 1 to this order.

2. To recognize certain orders and structural elements of certain orders as invalid, according to Appendix 2 to this order.

3. The Committee of Administrative Police of the Ministry of Internal Affairs of the Republic of Kazakhstan shall ensure, in accordance with the procedure established by the legislation of the Republic of Kazakhstan:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the placement of this order on the official Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication;

3) within ten calendar days after the state registration of this order, to submit to the Department of Legal and Normative Coordination of the Ministry of Internal Affairs of the Republic of Kazakhstan information on the implementation of the measures provided for in subparagraphs 1) and 2) of this order.

4. The control over the implementation of this order shall be entrusted to the Deputy Minister of Internal Affairs of the Republic of Kazakhstan in charge.

5. This order shall come into force ten calendar days after the day of its first official publication.

Rules, Forms and Types of Involvement of Citizens Participating in the Prevention of Offenses

Chapter 1. General Provisions

1. These Rules, forms and types of involvement of citizens participating in the prevention of offenses (hereinafter referred to as the Rules) are developed in accordance with subparagraph 10) of Article 13 of the Law of the Republic of Kazakhstan "On the Prevention of Offenses" (hereinafter referred to as the Law) and determine the procedure, forms and types of involvement of citizens participating in the prevention of offenses.

2. The involvement of citizens in the prevention of offenses is carried out through the voluntary provision of assistance to the internal affairs bodies in accordance with the Law and other laws of the Republic of Kazakhstan.

Chapter 2. Procedure, forms and types of involvement of citizens participating in the prevention of offenses

3. Citizens exercise their right to participate in the prevention of offenses in accordance with Article 6 of the Law in the following forms:

1) individual;

2) collective.

4. Individual participation of citizens in the prevention of offenses is carried out in the following types:

1) reporting on the facts of offenses that they have become aware of, as well as the causes and conditions that contribute to them;

2) identifying individuals who are subject to preventive registration and conducting individual preventive work with them, with the direct participation of internal affairs officers;

3) preventing offenses among minors and preventing child neglect and homelessness;

4) identifying facts of illegal cultivation and collection of plants containing narcotic substances, as well as wild crops of narcotic-containing plants;

5) identifying places where narcotic drugs and psychotropic substances are consumed, as well as premises that are potentially suitable for these purposes.

5. Citizens participating in the prevention of offenses may, upon agreement among themselves and with the notification of the territorial internal affairs body, collectively participate in the prevention of offenses at their place of residence, work, study, or where their property is located.

6. In addition to the types of assistance specified in paragraph 4 of the Rules, citizens participating in the prevention of offenses collectively participate in:

1) ensuring public order on the streets, squares, train stations, transport highways and other public places, as well as during the holding of various sports, cultural and mass events and entertainment - under the direct supervision of employees of internal affairs;

2) providing emergency assistance to persons affected by accidents, traffic accidents and offenses, as well as those in a helpless state;

3) saving people, property and in maintaining public order in natural disasters and other emergencies;

4) ensuring road safety and preventing traffic accidents;

5) guarding pastures and other places of grazing and cattle;

6) preventing and suppressing the theft of grain products and other agricultural crops;

7) guarding public order on the territory of educational institutions, including dormitories and educational and production workshops;

8) guarding the entrances of multi-storey buildings and the adjacent territory - the institute of concierges.

7. Citizen, who has expressed a desire

In the application, the citizen indicates the form (individual or collective) of participation in the prevention of offenses.

8. The internal affairs unit, upon receipt of the application, checks the citizen's records in the narcological, psychoneurological, and other databases in accordance with the legislation of the Republic of Kazakhstan, and then submits a relevant request to the local executive body of the district (city of regional or republican significance), accompanied by copies of the submitted documents, or refuses the application in writing, indicating the reasons for the decision.

9. The local executive body of the district (city of regional or republican significance) reviews the submitted request within seven working days, registers it, and places it on the register as a public assistant, and informs the relevant internal affairs unit in writing.

10. The following citizens are not allowed to participate in the prevention of offenses:

1) those who have not reached the age of majority;

2) those who are under pre-trial investigation;

3) those who are on the preventive register established by the Law;

4) those who have been administratively sanctioned for a deliberate offense within the year preceding the application;

5) those who are registered with a narcological or psychoneurological dispensary or have been declared legally incapable or legally limited by a court decision.

11. If the application is rejected, the applicant may reapply once the reasons for the rejection have been addressed.

12. Upon receiving information about the registration of a public assistant, the internal affairs unit creates a record file.

One observation file is opened for a team of citizens participating in the prevention of offenses, which is recorded in the register of observation files for public associations participating in the prevention of offenses in accordance with Appendix 1 to these Rules.

13. After registration with the local executive body, a public assistant is issued a public assistant certificate by the management of the territorial body of internal affairs for a period of three years in accordance with Appendix 2 to these Rules.

The registration of public assistant certificates is carried out by the head of the public security unit in the register of citizens participating in the prevention of offenses in accordance with Appendix 3 to these Rules.

14. Public assistants exercise their rights and obligations established by Articles 6 and 46 of the Law.

15. Public assistants participating in the prevention of offenses carry out their activities by:

1) participating in the organization of legal propaganda;

2) participating in the work of advisory and consultative bodies;

3) assisting other subjects of the prevention of offenses;

4) preventing and suppressing offenses.

16. Employees of the public security unit organize legal training on the basis of police district offices by:

1) explaining the rights and obligations of public assistants;

2) informing about the state of the criminal situation and persons who are wanted;

3) instructing on the procedure and rules for conducting individual preventive work with registered persons;

4) explaining the rights to necessary defense, the procedure and limits of measures necessary to stop an illegal attack, detain the offender and bring him to the internal affairs bodies, as well as other norms of criminal, criminal procedural and administrative legislation;

5) instructing on the procedure and rules for providing assistance to citizens who have suffered as a result of emergencies, accidents, and are in a helpless state.

17. Based on the results of preventive measures, the public assistant provides a certificate of the work performed to the internal affairs unit, which is attached to the relevant record file.

18. Information about the activities of a public assistant is summarized on a monthly basis by the internal affairs unit that maintains the records of public assistants, in accordance with Appendix 4 to these Rules.

19. The internal affairs unit to which the public assistant has expressed a desire to assist in the prevention of offenses is responsible for organizing the activities of the public assistant.

20. The grounds for termination of the public assistant's participation in the prevention of offenses are established in paragraph 7 of Article 45 of the Law.

21. Upon termination of the public assistant's participation in the prevention of offenses, the public assistant's identification card is submitted to the territorial internal affairs unit within five working days.

22. In the event of the circumstances specified in paragraph 20 of these Rules, the local executive body of the district (city of regional or republican significance), upon the submission of the relevant internal affairs body, removes the citizen from the register of public assistants.

The preparation of materials on the termination of a citizen's participation in the prevention of offenses is provided by the units of the internal affairs body in which the citizen was registered.

Appendix 2 to the Rules, forms and types of involvement of citizens participating in the prevention of offenses

Sample certificate of a public assistant Note: The public assistant's ID card (hereinafter referred to as the ID card) has a total length of 21 centimeters (hereinafter referred to as cm) and a width of 7 cm when unfolded.

The ID card covers are made of blue vinyl leather.

On the front of the left side of the ID, the words "POLITSIYANYT KOGAMDYK KOMEKSHISI" are placed horizontally one above the other, with a height of 6 mm.

The inside of the ID consists of two identical inserts, each 6.3 cm high and 9.5 cm long. The inserts are printed using typographic methods. The base of the insert is light blue.

On the left insert, which is pasted on the left part of the certificate, there are the following:

in the upper part, in the center of the insert, there is the name of the city or district internal affairs body of the region, the cities of Astana, Almaty, and Shymkent, in the state language, with the letters being 3 mm high;

under the name, there is a dividing line from one edge of the insert to the other;

on the left side of the left insert, there is a printed emblem of a public police assistant, with a depth of 3.5 cm from the left edge of the insert;

on the right side of the emblem, closer to the center of the insert, there is the inscription "No. ____________ KULIGI";

below, there are two lines for writing the last name, first name, and patronymic (if applicable) of the public police assistant, and under the last line, there is the inscription "police's public assistant/police public assistant";

below that, there is a line with the inscriptions "Deiin zaramdy" and "Valid until" at the top and bottom;

closer to the bottom of the insert, there is a line with a break in the center, where the inscription "Head of the City Police Department" is located;

under the right side of the line, there is the inscription "(koly) (tegi, aty-zhoni)" with a 5 mm gap between the words.

On the insert, which is pasted on the right side of the certificate, there are the following:

in the upper part, in the center of the insert, there is the name of the city or district internal affairs body of the region, the cities of Astana, Almaty, and Shymkent, in Russian, with the letters being 3 mm high;

under the name, there is a dividing line from one edge of the insert to the other;

on the right side of the insert, there is a space for a photograph, indicated by a 3 x 4 frame, with the inscription "photo 3 x 4" in the center;

on the right side of the photo frame, at the level of the upper right edge, closer to the center of the insert, there is the inscription "CERTIFICATE No. _________";

below, there are two lines for writing the last name, first name, and patronymic (if applicable) of the public assistant, with the inscription "public assistant of the police" below the last line;

below, at the level of the lower right edge of the photo frame, there is the inscription "M.P.";

below the inscription, there is a line with the inscription "Қоғамдық өзінше қызмет корсету бірлестігі/Объединение общественной самодеятельности";

in the lower part of the insert, there is a line with the inscription "Начальник" on the left side.

Under the line, the inscriptions "GOROP (signature) (surname)" are applied.

The certificate inserts are filled in by computer typing, using standard black fonts without inclination and a laser printer. If this is not possible, the inserts are filled in by handwriting, using a clear and legible handwriting, without any corrections in black ink.

The certificate insert is signed by the head of the local internal affairs department of the region, cities of Astana, Almaty, and Shymkent.

After the signature, the stamp of the city or district authority is placed in the lower right corner of the photographic card.
