On approval of types and description of special uniforms of employees of special state bodies of the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated August 29, 2013 No. 627.
In accordance with paragraph 2 of Article 23 of the Law of the Republic of Kazakhstan dated February 13, 2012 "On Special State bodies of the Republic of Kazakhstan"
I DECREE:
1. To approve the attached types and description of special uniforms of employees of special government agencies of the Republic of Kazakhstan.
2. Special state bodies of the Republic of Kazakhstan should take measures to implement this Decree in stages within the limits of the funds provided in the republican budget for the relevant year, taking into account the period of wear of old models of military uniforms.
3. This Decree shall enter into force from the date of signing.

TYPES AND descriptions of special uniforms of employees of special government agencies of the Republic of Kazakhstan. Concepts used in describing the special form of clothing and insignia
1. The following basic concepts are used in this Decree:
1) ammunition - items of uniform (belts, pouches, unloading vests) that facilitate the carrying of weapons, ammunition and other equipment;
2) special form of clothing – uniforms (uniforms) established by the legislation of the Republic of Kazakhstan and insignia that identify employees as belonging to national security agencies, the State Security Service of the Republic of Kazakhstan, as well as other clothing (uniforms) employees of the national security agencies of the Republic of Kazakhstan;
3) insignia – elements of the equipment of uniforms and other clothing, indicating the personal special ranks of employees, belonging to the types of special state bodies of the Republic of Kazakhstan.

2. Insignia include shoulder badges (shoulder straps, shoulder straps), sleeve badges (patches, chevrons, sewing), on headdresses (cockades, sewing), shoulder straps (stars, stripes), sewing on collars, sleeve cuffs, edging, stripes, as well as personalized, breast and other heraldic signs.
II. Types of special uniforms of employees of special governmental bodies of the Republic of Kazakhstan
3. Types of special forms of clothing: especially solemn, solemn, casual-field, other.

4. Each type of special form of clothing is divided into summer and winter, with the exception of special clothing, for which demi-season clothing is provided.

5. In special state bodies of the Republic of Kazakhstan, graduation badges from military and special educational institutions, class qualification badges, insignia, colors of everyday field uniforms, as well as other clothing (for participation in sports and special events, as well as for maintenance of equipment, weapons, and so on) approved by the first heads of special state bodies of the Republic of Kazakhstan.

III. Description of the special uniform of the staff of the special governmental bodies of the Republic of Kazakhstan Chapter 1. Description of the special uniform of the senior officers
6. A particularly solemn form of clothing:
summer (Figure 1):
the cap is black;
cream-colored uniform with insignia;
trousers in black with cornflower blue stripes and piping;
the shirt is white;
The tie is black;
black loafers.
7. Formal dress:
1) summer (Figure 2):
the cap is black;
steel-colored uniform with insignia;
trousers in black with stripes and cornflower-blue piping;
the shirt is white;
The tie is black;
black loafers;
2) winter (Figure 3):
black astrakhan hat with a visor;
insulated black coat with insignia;
white muffler;
steel-colored uniform with insignia;
trousers in black with stripes and cornflower-blue piping;
the shirt is white;
The tie is black;
insulated black ankle boots;
the gloves are black.
8. Casual field uniform:
1) summer (Figure 11):
a plain-colored or camouflage-colored cap;
T-shirt with short sleeves in monochrome or camouflage colors;
a jacket with insignia and straight-cut trousers in monochrome or camouflage colors;
plain field belt or camouflage pattern;
boots with high-top boots of solid color;
2) winter (Figure 12):
knitted hat in plain color or camouflage colors;
T-shirt with long sleeves in monochrome or camouflage colors;
half-wool sweater with insignia of monochrome color or camouflage coloring;
a jacket with insignia and straight-cut trousers insulated in monochrome or camouflage colors;
insulated gloves in black;
boots with high tops are insulated in a solid color.
8-1. Individual employees of the State Security Service of the Republic of Kazakhstan are given a black beret with a cockade and are given the right to wear it. The procedure for granting the right to wear and the description of the black beret cockade are approved by the Head of the State Security Service of the Republic of Kazakhstan.

Chapter 2. Description of the special uniforms of senior and junior officers, sergeants, privates, cadets
9. Formal dress:

11. Casual field uniform:
1) summer (Figure 11):
a plain-colored or camouflage-colored cap;
T-shirt with short sleeves in monochrome or camouflage colors;
a jacket with insignia and straight-cut trousers in monochrome or camouflage colors;
plain field belt or camouflage pattern;
boots with high-top boots of solid color;
2) winter (Figure 12):
knitted hat in plain color or camouflage colors;
T-shirt with long sleeves in monochrome or camouflage colors;
half-wool sweater with insignia of monochrome color or camouflage coloring;
a jacket with insignia and straight-cut trousers insulated in monochrome or camouflage colors;
insulated gloves in black;
boots with high tops are insulated in a solid color.
IV. Description of the insignia of employees of the special governmental bodies of the Republic of KazakhstaNlave 3. Description of shoulder straps
12. Shoulder straps are divided into:
intended for particularly solemn, ceremonial and casual field uniforms.;
according to the method of fastening, they are sewn.
13. Shoulder straps are worn:
1) on the uniforms of the most solemn uniforms of the highest officers - cream color;
2) on the uniforms and coats of the ceremonial uniforms of the highest, senior and junior officers, sergeants, privates, cadets - steel color.
14. A gold-colored button with a diameter of 14 mm is placed on the shoulder straps at a distance of 10 mm from the upper edge of the shoulder strap to the center of the button.
15. The sizes of shoulder straps are sewn: length 13 cm, width 5 cm.
16. On the field, shoulder straps for a particularly solemn and solemn form of clothing are placed:
1) the image of the national silver-colored pattern:
for senior officers - in the middle, on the right and left edges of the shoulder straps;
for senior and junior officers - on the right and left edges of the shoulder straps;
for sergeants, privates and cadets — in the middle of the shoulder strap;
2) for senior officers, a soaring eagle is embroidered with gilded thread at the bottom of the shoulder strap, the distance from the bottom edge of the shoulder strap to the bottom edge of the eagle is 8 mm;
3) for senior officers — two longitudinal cornflower-blue stripes 2 mm wide, the distance from the edge of the shoulder strap is 14 mm.;
4) for junior officers — one longitudinal cornflower blue stripe 2 mm wide in the middle of the shoulder strap;
5) for sergeants - one transverse cornflower blue stripe 2 mm wide along the lower edge of the shoulder strap, embroidered or metal transverse stripes according to the special rank.
The stripes in the form of a square are located with the top on the longitudinal centerline of the shoulder strap at an upward angle. The width of the wide stripe is 15 mm, the width of the narrow stripe is 7 mm, the length of the stripes is 30 mm, the distance between the stripes is 2 mm, the distance from the lower edge of the shoulder strap to the lower edge of the stripe is 8 mm;
6) for cadets - a cornflower blue stripe 2 mm wide along the lower edge of the shoulder strap, embroidered or metal transverse stripes according to the special rank, as well as an embroidered or metal transverse letter. The height of the letter is 20 mm, the distance from the lower edge of the shoulder strap to the lower edge of the letter is 8 mm. If the letter is used together with the patches, the distance from the upper edge of the letter to the lower edge of the patch is 2 mm.;
7) for privates - one transverse cornflower blue stripe 2 mm wide along the lower edge of the shoulder strap.
17. The edging of shoulder straps for a particularly solemn and solemn form of golden-colored clothing. For senior officers, the edging is made with gilded piping. For senior and junior officers, sergeants, privates, cadets - a golden thread.
18. On the shoulder straps of the highest officers, according to the special rank, stars with a diameter of 25 mm with cornflower-blue edging are embroidered with gilded piping on the longitudinal center line of the shoulder strap, the distance from the lower edge of the shoulder strap to the center of the star is 30 mm (for the special rank "major General" - 55 mm), between the stars along the shoulder straps - 25 mm (Figure 13).
19. Gold-colored metal stars with a diameter of 20 mm are placed on the shoulder straps of senior officers (Figure 14).
The stars are placed according to the special rank:
1) colonels have three stars, of which the bottom two are located on both sides in the middle between the longitudinal center line and the edge of the shoulder strap, the distance from the bottom edge of the shoulder strap to the center of the star is 35 mm, the third star is higher than the first two on the longitudinal center line of the shoulder strap, the distance between the centers of the stars along the shoulder strap is 25 mm;
2) lieutenant colonels have two stars located on both sides in the middle between the longitudinal centerline and the edge of the shoulder strap, the distance from the lower edge of the shoulder strap to the center of the star is 35 mm;
3) majors have one star located on the longitudinal centerline of the shoulder strap, the distance from the lower edge of the shoulder strap to the center of the star is 55 mm.
20. On the shoulder straps of the junior officers are placed
gold-colored metal stars with a diameter of 14 mm (Figure 15).
The stars are placed according to the special rank:
1) captains have four stars, two of which are located on both sides in the middle between the longitudinal center line and the edge of the shoulder strap, the distance from the lower edge of the shoulder strap to the center of the star is 30 mm, the third and fourth stars are on the longitudinal center line of the shoulder strap above the first two, the distance between the centers of the stars along the shoulder strap is 20 mm;
2) senior lieutenants have three stars, of which the lower two are located on both sides in the middle between the longitudinal center line and the edge of the shoulder strap, the distance from the lower edge of the shoulder strap to the center of the star is 30 mm, the third star is on the longitudinal line of the shoulder strap above the first two, the distance between the centers of the stars along the shoulder strap is 25 mm;
3) the lieutenants have two stars located on both sides in the middle between the centerline and the edge of the shoulder strap, the distance from the lower edge of the shoulder strap to the center of the star is 30 mm.
21. Stripes are placed on the shoulder straps of sergeants according to their special rank (Figure 16):
1) Senior sergeants have one wide patch.;
2) Sergeants have three narrow stripes.;
3) junior sergeants have two narrow stripes.
22. Patches are placed on the shoulder straps of cadets above the letter "K" according to the special rank (Figure 17):
1) Senior sergeants have one wide patch.;
2) Sergeants have three narrow stripes.;
3) junior sergeants have two narrow stripes.
23. Rank insignia for special ranks are not indicated on the shoulder straps of privates.
Chapter 4. Description of armband and breast insignia samples
24. Chevrons are standardized sleeve insignia made of fabric, differing in images and inscriptions indicating the relationship to a special service, determining the employee's affiliation to the National Security Committee, the State Security Service.

25. The chevrons sewn on the left sleeve of the uniform (except for the ceremonial shirt) of the staff of the National Security Committee of the Republic of Kazakhstan represent the image of a round shield with a diameter of 70 mm with a central field of turquoise (blue) color and an outer circle of cornflower blue, ringed with golden (yellow) edging (Figure 18).
There is an inscription on the outer circumference of the shield: at the top – "KAZAKHSTAN REPUBLICASY", at the bottom – "ULTTYK KAUIPSIZDIK KOMITI". The inscriptions are made in silver (white) color.
In the middle of the shield is a stylized seven-pointed star of burgundy (dark red) color on a golden (yellow) base with seven obtuse rays.
In the center of the star is a small shield of cornflower blue. The inscription (motto) is applied around the circumference of the shield, ringed with golden (yellow) edging: "NAMYS. AYBYN. OTAN", made in silver (white) color.
In the center of the shield is a stylized image of the vault (skeleton) of a golden (yellow) yurt - shanyrak on a turquoise (blue) background.
It is allowed to use the main elements of the emblem as independent emblems.:
stars with a small shield and a shanyrak, with the motto (the middle emblem);
a small shield with a shanyrak without a motto (small emblem).

26. The chevrons sewn on the left sleeve of the uniforms (except shirts and sweaters) of the State Security Service of the Republic of Kazakhstan are an oval shield with a height of 100 mm and a width of 90 mm with two upper side cutouts, in the center of the shield is an image of a seven-pointed cornflower blue star in a golden (yellow) frame, in white (silver) the field of which is centered on a five-pointed blue star in a golden frame. In the center of the five-pointed star there is a sun and a golden eagle hovering under it. There are laurel branches under the seven-pointed star, and the national ornament is depicted on top. From below, along the inner border of the shield, a blue ribbon in a golden (yellow) frame with triangular cutouts at the ends, the inscription "KAZAKHSTAN REPUBLICS" on the ribbon. There are eleven round rivets in the upper part of the shield border. In the lower part of the border there is an inscription "MEMLEKETTIK KUZET KYZMETI". The background of the armband is steel-colored, the inscriptions and images are embroidered (Figure 19).

28. Armbands for military training courses and special educational institutions are golden–colored braid squares angled down on a cornflower-colored cloth flap.
In accordance with the course of study, angles are placed on the armbands: one, two, three, four, five - for cadets of the 1st, 2nd, 3rd, 4th, and 5th courses, respectively. The width of the braid is 10 mm, the length is 75 mm. The distance between the corners is 2 mm (Figure 21).

Chapter 5. Description of patterns of cockades, buttons, sewing and patches on headdresses and ceremonial uniforms
29. On especially solemn and solemn uniforms of the highest officers (on the collar and cuffs of the sleeves), gold-plated embroidery is performed (Figure 22).
30. On the cap of the highest officers (on the band and visor), gold-plated embroidery is performed.
For especially solemn and solemn uniforms of the highest officers (on the cuffs of the sleeves), the edging is sewn with gilded piping.
For the ceremonial uniform of senior officers, a patch of two golden-colored edging on a cornflower-colored field is sewn (on the sleeve cuffs).
For the ceremonial uniform of junior officers, a patch of one golden edging on a cornflower field is sewn (on the sleeve cuffs).
31. Buttons for formal uniforms are made in diameters: large - 22 mm, small — 14 mm. The button and all the symbols on it are golden in color (Figure 23).
32. The cockade with the emblem for the cap of senior officers (Figure 24) is made of gold-colored non-ferrous metal alloys and represents:
1) for the National Security Committee - a five—pointed golden star, in the center of which is a stylized image of the vault (skeleton) of a golden (yellow) yurt - shanyrak on a turquoise (blue) background;
2) for the State Security Service of the Republic of Kazakhstan - a five-pointed cornflower-blue star, edged with golden color, in the center of which there are images of the sun and a soaring eagle of golden (yellow) color on a turquoise (blue) background.

33. The cockade with the emblem for the doodle cap of senior officers and headdresses of senior and junior officers, sergeants, privates, cadets (Figure 25) is made of gold-colored non-ferrous metal alloys and represents:
1) for the National Security Committee - a five-pointed golden star, in the center of which is a stylized image of the vault (skeleton) of a golden (yellow) yurt - shanyrak on a turquoise (blue) background framed by stylized laurel branches;
2) for the State Security Service of the Republic of Kazakhstan - a five-pointed cornflower-blue star, edged with golden color, in the center of which there are images of the sun and a soaring eagle of golden (yellow) color on a turquoise (blue) background framed by stylized laurel branches.

34. A cockade with an emblem for casual field caps (Figure 26) represents:
1) for the National Security Committee of the Republic of Kazakhstan - an image of a circular shield with a central field and an outer circle ringed with edging. There is an inscription on the outer circumference of the shield: at the top is "KAZAKHSTAN REPUBLICASY", at the bottom is "ULTTYK KAUIPSIZDIK KOMITI", in the middle of the shield is a stylized seven-pointed star with seven obtuse rays. There is a small shield in the center of the ruby star.
The inscription (motto) is applied around the circumference of the shield, ringed with edging: "NAMYS. AYBYN. OTAN." In the center of the shield is a stylized image of the vault (skeleton) of a yurt - shanyrak.
A cockade with a diameter of 45 mm is made using a woven method;
2) for the State Security Service of the Republic of Kazakhstan, a five-pointed star is located in the center, in the middle of which there are images of the sun and a soaring eagle below it.
The badge with the emblem is made in the color of casual field uniforms.

Chapter 6. Description of the patterns of patches for a special rank and badge for everyday field uniforms
35. The breast patches indicating the special rank and the badge for the casual field uniform are rectangular made of woven fabric in the color of the casual field uniform. The width of the patch is 3.5 cm, the length is 13 cm (Figure 27).
On the breast patches, according to the special rank, the:
1) senior officers - a black soaring eagle from the right edge of the patch (the distance from the lower edge of the patch to the edge of the eagle is 10 mm). On the right, black stars are placed symmetrically along one line (the distance from the bottom edge of the patch to the edge of the star is 10 mm) with a diameter of 20 mm.;
2) senior officers — two transverse black stripes 5 mm wide from the right edge of the patch, the distance from the right edge of the patch to the bottom edge of the strip is 15 mm, between the stripes - 3 mm. On the right, black stars with a diameter of 15 mm are placed symmetrically along one line. From the bottom edge of the patch to the edge of the star — 10 mm;
3) junior officers — from the right edge of the patch there is one transverse black stripe 5 mm wide, the distance from the right edge of the patch to the lower edge of the stripe is 15 mm. On the right, black stars with a diameter of 10 mm are placed symmetrically along one line. From the bottom edge of the patch to the edge of the star - 13 mm;
4) sergeants and cadets — cross designations of a special rank and letters. The designations of the special rank in the form of a square are located on the longitudinal centerline of the patch at an angle to the left. The width of the wide square is 15 mm, the width of the narrow square is 7 mm, the distance between the corners is 2 mm, the distance from the bottom edge of the patch to the bottom edge of the square is 5 mm. The height of the letters is 20 mm, the distance from the bottom edge of the stripe to the bottom edge of the letters is 7 mm.
The inscription "KAZAKHSTAN" is written on the badge. The height of the letters is 15 mm (Figure 28).
36. The special rank sleeve patches sewn on the left sleeve of the casual field uniform are a geometric shape in the form of an upward-curved rectangle of woven fabric in the color of the casual field uniform. Patch size: length - 8 cm, width - 2 cm (Figure 29).
On the sleeve patches, according to the special rank, the:
1) senior officers - black stars with a diameter of 20 mm;
2) senior officers - in the center, symmetrically along one line, black stars with a diameter of 17 mm.;
3) junior officers - in the center, symmetrically along one line, black stars with a diameter of 10 mm.;
4) sergeants and cadets - cross designations of a special rank and letters. The designations of the special rank in the form of a square are located on the longitudinal centerline of the patch at an upward angle. The width of the wide square is 10 mm, the width of the narrow square is 5 mm, the distance between the designations of the special rank is 2 mm. The height of the letters is 15 mm.
