On approving the Rules for developing design code
Order of the Acting Minister of Industry and Construction of the Republic of Kazakhstan dated May 22, 2026 No. 256. Registered with the Ministry of Justice of the Republic of Kazakhstan on May 25, 2026 No. 38781
In accordance with subparagraph 35) of Article 24 of the Building Code of the Republic of Kazakhstan, I ORDER:
1. Approve the attached Design Code Development Rules;
2. The Committee on Construction and Housing and Communal Services of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan.
3. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.
4. This order will enter into force on July 1, 2026 and is subject to official publication.

Rules for the development and approval of design code
Chapter 1. General provisions
1. These Rules for the Development and approval of design codes for Settlements (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 35) of Article 24 of the Building Code of the Republic of Kazakhstan (hereinafter referred to as the Code).
2. These Rules regulate the relations that arise between government agencies and organizations of all forms of ownership in the process of forming a harmonious and stylistically unified architectural appearance of settlements, including the placement of landscaping elements.: information and advertising structures, small architectural forms, non-stationary objects, non-stationary commercial objects used for commercial activities and (or) catering, as well as for the organization of landscaping, lighting, facades and fences, taking into account the specifics of the building area.
3. The following concepts are used in these Rules:
1) design code - a set of requirements and rules aimed at forming a harmonious and stylistically unified architectural appearance of settlements, including those related to the placement of landscaping elements, information and advertising structures, small architectural forms, non-stationary objects, non-stationary commercial facilities used for commercial activities and (or) catering, landscaping, lighting, facades, and fences that take into account the specifics of the building area;
2) the architectural appearance of a locality (component parts of a locality) is a spatial and compositional solution of the territory, in which the location of construction sites, all building elements, landscaping and the environment is aimed at forming a holistic aesthetic architecture, comfortable, accessible and safe environment.;
3) landscaping elements - decorative, technical, planning, structural devices, landscaping elements, various types of equipment and decoration, including facades of buildings, structures, structures, small architectural forms, non-capital non-stationary structures and structures, information boards and signs used as integral parts of landscaping;
4) small architectural forms - objects of a decorative nature and practical use (sculptures, with the exception of monumental art structures, installed to perpetuate the memory of outstanding personalities, significant historical events, fountains, flower vases, pavilions, gazebos, benches, urns, equipment and structures for children's games and adult recreation);
5) a non-stationary commercial facility is a temporary structure or temporary structure that is loosely connected to the ground, regardless of whether or not there is a connection (technological connection) to engineering and technical support networks, including an automated device or vehicle;
6) advertising structures are structures, various kinds of three-dimensional or planar structures, including screens and electronic displays, lighting structures, and other means used for the distribution and (or) placement of advertising;
Chapter 2. The procedure for developing and approving design code
4. The design code is developed in order to form a harmonious and stylistically unified architectural appearance of settlements (placement of landscaping elements, information and advertising structures, small architectural forms, non-stationary objects).
5. The design code is developed taking into account historical, landscape-natural, functional, local features and modern needs of residents and guests of the settlement.
6. The design code of the locality is developed in two stages:
The first stage (analytical) is the analysis and assessment of architectural and stylistic characteristics, the formation of a map of problem areas of the settlement.;
The second stage (project) is the development of the text part of the design code and the graphic album of standards.
7. The analytical stage is developed in order to identify areas of visual imbalance and form a map of problem areas of the settlement, based on a comprehensive analysis of the spatial composition of the settlement and includes:
analysis of the architectural and planning structure of the territory;
assessment of the stylistic characteristics of the existing building;
study of visual perception of streets and public spaces;
analysis of the condition of building facades, landscaping elements, advertising and information structures;
identification of sites with a violation of the compositional integrity of the territory;
identification of areas of increased visual load;
assessment of the color, material and light characteristics of the building;
photo-fixing of the territory's objects;
formation of cartographic materials reflecting problem areas of visual space.
8. The project stage is developed in order to develop normative and stylistic solutions based on the results of the analytical stage, as well as taking into account the provisions of the Joint Venture of the Republic of Kazakhstan 3.01-105-2013 "Improvement of territories of settlements", SN RK 3.01-05-2013 "Improvement of territories of settlements", books 4 and catalogues 1, 2, 3, 4 MD RK 3.01-10-2022 "The standard of integrated urban development" and includes:
formation of the concept of the exterior appearance of streets, highways, tourist routes, and other territories of the settlement;
development of the principles of architectural and landscape space;
establishment of requirements for the design of facades of buildings and structures;
definition of standards for the placement of signage, advertising and information structures;
development of recommendations on the use of color solutions, finishing materials and lighting;
formation of requirements for the improvement of public spaces;
development of standard architectural solutions for the elements of the territory;
preparation of a graphic album of design code standards;
justification of design decisions from the point of view of the spatial composition of the settlement.
9. The organization of the design code development is carried out by the local executive body in the field of architecture and urban planning.
10. The design code is coordinated with authorized local executive bodies in the field of architecture, urban planning and urban studies, public organizations and associations in the field of architecture and urban studies, the population and developers.
11. After public discussion and approval, the draft design code is approved by local executive authorities, in accordance with subparagraph 32) of paragraph 2 of Article 28, subparagraph 17) of paragraph 1 of Article 29, subparagraph 15) of paragraph 2 of Article 29, subparagraph 18) of paragraph 3 of Article 29 of the Code.
