Resolution of the Government of the Republic of Kazakhstan dated January 29, 2026, No. 48

In accordance with Article 24 of the Constitutional Law of the Republic of Kazakhstan “On the Government of the Republic of Kazakhstan” and subparagraph 4) of Article 11 of the Law of the Republic of Kazakhstan “On State Property,” the Government of the Republic of Kazakhstan RESOLVES:

1. To establish the Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan (hereinafter referred to as the Committee).

2. Liquidate the state institution “Management of the Specialized Security Service of the Ministry of Internal Affairs of the Republic of Kazakhstan (Astana city).”

3. Designate the Committee as the authorized body responsible for managing the relevant sector (area) of public administration in relation to the state institutions specified in the appendix to this resolution.

4. Approve the attached amendments and additions to be made to certain decisions of the Government of the Republic of Kazakhstan.

5. The Ministry of Internal Affairs of the Republic of Kazakhstan, together with the Committee for State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan, shall take measures arising from this resolution in accordance with the legislation of the Republic of Kazakhstan.

6. This resolution shall enter into force on the date of its signing.

Appendix to Resolution No. 48 of the Government of the Republic of Kazakhstan dated January 29, 2026

The list of state institutions for which the Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan has been designated as the authorized body responsible for managing the relevant sector (area) of public administration:

1. The Department of the Specialized Security Service for the Protection of Diplomatic Missions of the Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

2. The Department of the Specialized Security Service for the Protection of Government Institutions of the Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. Department of the Specialized Security Service of the City of Astana, Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

4. Department of the Specialized Security Service of the Akmola Region, Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

5. Department of the Specialized Security Service of the Aktobe Region, Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

6. Department of the Specialized Security Service of the City of Almaty, Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

7. The Department of the Specialized Security Service of the Almaty Region and the Zhetysu Region of the Committee for Control over Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

8. The Department of the Specialized Security Service of the Atyrau Region of the Committee for Control over Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

9. The Department of the Specialized Security Service of the East Kazakhstan Region and the Abay Region of the Committee for Control over Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

10. The Department of the Specialized Security Service of the Zhambyl Region of the Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

17. The Department of the Specialized Security Service of the Pavlodar Region of the Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

18. The Department of the Specialized Security Service of the North Kazakhstan Region of the Committee for Monitoring Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

19. The Department of the Specialized Security Service of the City of Shymkent and the Turkestan Region of the Committee for the Control of Security Activities of the Ministry of Internal Affairs of the Republic of Kazakhstan.

Amendments and additions to be made to certain decisions of the Government of the Republic of Kazakhstan

1. In Resolution No. 607 of the Government of the Republic of Kazakhstan dated June 22, 2005, “Issues Concerning the Ministry of Internal Affairs of the Republic of Kazakhstan”:

in the Regulations on the Ministry of Internal Affairs of the Republic of Kazakhstan, approved by the said resolution:

paragraph 2 should be amended as follows:

2. The Ministry has the following departments:

1) The Main Command of the National Guard of the Republic of Kazakhstan;2) The Committee of the Penal System;3) The Committee of the Administrative Police;4) The Committee of the Migration Service;5) The Committee for Combating Drug Crime;6) The Committee for Coordinating Preventive Work;7) The Committee for Monitoring Security Activities.

In the list of state institutions under the jurisdiction of the Ministry and its departments:

in the section “1. Ministry of Internal Affairs of the Republic of Kazakhstan”:

delete lines with serial numbers 7, 8, 9, 32, 33, 34, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47 and 48.

add the following section:
