On further measures to implement Kazakhstan's Development Strategy until 2030

On August 15, 2003, President Nazarbayev N.A. signed Decree approving the Government's Program for 2003-2006.
This Program has been developed in accordance with the Constitution of the Republic of Kazakhstan, according to which each new Government must clearly outline the main directions of its activities. It should be noted that the development of this document was carried out in conditions when the provisions of the previous Government Program were being implemented. Therefore, one of the main conditions for the development of the new Program was the principle of maintaining continuity in the coverage of the main areas of economic policy. In particular, this concerns the development of the social sphere.
The purpose and objectives of the Government's Program, its main directions and priorities are aimed at further implementation Strategy 2030, the achievement of the target indicators of the Strategic Development Plan of the country until 2010, as well as the solution of urgent problems posed by the Head of State to the Government.
The main purpose of the Program is to ensure:
increasing the standard of living of the population in all regions on the basis of socio-political stability, sustainable and progressive socio-economic development;
strengthening economic and environmental security;
reducing systemic risks;
development of international cooperation.
Based on this, the Government has set the following priorities in its Program for 2003-2006::
reducing differences in the level of socio-economic development of the country's regions, reducing poverty and unemployment;
implementation of the State agri-food program and qualitative improvement of living conditions in the village;
implementation of the country's Industrial and Innovative Development Strategy;
environmental quality stabilization;
creation of a modern and effective system for the development of science, education, culture and professional qualifications of the population; development of small and medium-sized businesses;
development of industrial and social infrastructure;
further improvement of pension and social security of the population;
salary increase for civil servants and public sector employees;
further development of the capital.
The implementation of the above-mentioned priorities and other tasks will ensure:
real growth of the average annual gross domestic product by 7-7.5%, including industrial production by 9-9.5%;
The level of gross domestic product per capita should be increased in 2006 to the equivalent of 2,600 US dollars.;
The average annual inflation rate is no more than 4.5-5.5%;
reducing the proportion of the population with incomes below the subsistence level to 20%.
In general, the implementation of the measures outlined in the Government's Program will give a progressive and purposeful character to socio-economic processes aimed at achieving a higher level of development of the country.
