On improving the structure of central executive bodies and reducing the number of government agencies
Decree of the President of the Republic of Kazakhstan dated October 29, 1996 No. 3168
In accordance with subparagraph 3) of Article 44 of the Constitution of the Republic of Kazakhstan K951000_ and in order to increase the efficiency of the public administration system and save funds from the national and local budgets, I hereby decree:
1. Aԥcra:
1) The State Committee of the Republic of Kazakhstan for Cooperation with the Countries of the Commonwealth of Independent States, with the transfer of its functions and powers to manage property and affairs to the Ministry of Foreign Affairs of the Republic of Kazakhstan;
2) The National Patent Office of the Republic of Kazakhstan with the transfer of its functions, powers to manage property and affairs to the Ministry of Industry and Trade of the Republic of Kazakhstan;
3) The State Inspectorate for the Control of the Rational Use of Non-ferrous and Ferrous Metals of the Republic of Kazakhstan with the transfer of its functions, powers to manage property and affairs to the Ministry of Industry and Trade of the Republic of Kazakhstan;
4) The General Administration of Archives and Documentation of the Republic of Kazakhstan with the transfer of its functions, powers to manage property and affairs to the Central State Archive of the Republic of Kazakhstan;
5) The Committee for Supervision of the Safe Conduct of Work in Industry and Mining Supervision of the Republic of Kazakhstan with the transfer of its functions, powers to manage property and affairs to the State Committee of the Republic of Kazakhstan for Emergency Situations;
6) The state-owned Kazakhkino Company under the Ministry of Culture of the Republic of Kazakhstan, with the transfer of functions and powers to manage property and affairs to the Ministry of Culture of the Republic of Kazakhstan;
7) The Main Directorate of Geodesy and Cartography of the Republic of Kazakhstan with the transfer of its functions, powers for the management of property and affairs to the State Committee of the Republic of Kazakhstan on Land Relations and Land Management;
8) The Forestry Committee of the Republic of Kazakhstan with the transfer of its functions, powers to manage property and affairs to the Ministry of Agriculture of the Republic of Kazakhstan.
2. Reorganize the State Committee of the Republic of Kazakhstan on Statistics and Analysis into the National Statistical Agency of the Republic of Kazakhstan.
3. To establish, on January 1, 1997, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan with the transfer to it of powers to manage the property and affairs of subordinates of the Ministry of Labor of the Republic of Kazakhstan and the Ministry of Social Protection of the Population of the Republic of Kazakhstan.
4. To reduce By January 1, 1997 the staff of the Administration Of The President Of The Republic Of Kazakhstan, the offices of the Chambers Of the Parliament Of The Republic Of Kazakhstan, the Government Of The Republic Of Kazakhstan, the Constitutional Council Of The Republic Of Kazakhstan, the Accounting Committee For Control Over the Execution of the Republican Budget, the Supreme Court Of The Republic Of Kazakhstan, The Prosecutor General's Office Of The Republic Of Kazakhstan, The National Agency For Press And Mass Media Of The Republic Of Kazakhstan, The National Security of the Republic of Kazakhstan, the State Investigative Committee of the Republic of Kazakhstan, The State Committee for the Protection of the State Border of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan and other ministries, state committees, departments increased by an average of 20%, and the offices of local representative bodies, courts, local executive bodies and prosecutor's offices - by 10%.
5. To establish that dismissed employees are provided with social guarantees and compensations in accordance with the current legislation in connection with a reduction in the number of staff of state bodies of the Republic of Kazakhstan.
6. In paragraph 1 of Decree of the President of the Republic of Kazakhstan dated October 19, 1995 n 2542 U952542_ "on the structure of the Government of the Republic of Kazakhstan", delete the words "State Committee of the Republic of Kazakhstan for Cooperation with the countries of the Commonwealth of Independent States", "State Committee of the Republic of Kazakhstan on Statistics and Analysis".
7. The Government of the Republic of Kazakhstan:
1) Ensure a reduction in the number of employees of central and local executive bodies;
2) approve the regulations on the newly formed central executive bodies reorganized in accordance with this Decree;
3) to ensure control over the expenditure of funds allocated from the state budget for the maintenance of state bodies;
4) when developing the republican budget for 1997, take into account the reduction in the number and maintenance costs of government agencies;
5) to develop and submit for consideration by the President and Parliament of the Republic of Kazakhstan proposals on bringing current legislation in line with this Decree;
6) to bring previously issued acts of the Government of the Republic of Kazakhstan in accordance with this Decree.
8. This Decree comes into force from the date of publication.
