On improving the structure of the central executive bodies of the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated October 19, 1995 N 2541
In order to bring the system of central executive bodies of the Republic of Kazakhstan into line with the Constitution of the Republic of Kazakhstan, improve the structure and increase the efficiency of its functioning, I hereby decree:
1. Abolish:
1) The State Financial Control Committee of the Republic of Kazakhstan;
2) The State Commission of the Republic of Kazakhstan for Emergency Situations;
3) The Committee on Defense Industry under the Cabinet of Ministers of the Republic of Kazakhstan; <*>
4) Committee on Vocational and Technical Education under the Ministry of Education of the Republic of Kazakhstan;
5) The Leasing Department under the State Committee of the Republic of Kazakhstan for State Property Management;
6) The Civil Defense Headquarters of the Republic of Kazakhstan. The footnote. In subparagraph 3), the words - by Decree of the President of the Republic of Kazakhstan dated January 16, 1996, No. 2774 were deleted.
2. Form:
1) The State Committee of the Republic of Kazakhstan for Emergency Situations with the transfer to it of powers to manage the property and affairs of the abolished State Commission of the Republic of Kazakhstan for Emergency Situations and the Civil Defense Headquarters of the Republic of Kazakhstan;
2) The Financial and Currency Control Committee under the Ministry of Finance of the Republic of Kazakhstan, with the transfer to it of powers to manage the property and affairs of the abolished State Financial Control Committee of the Republic of Kazakhstan;
3) The Treasury under the Ministry of Finance of the Republic of Kazakhstan, having transferred the cash settlement centers of the National Bank of the Republic of Kazakhstan to its jurisdiction.
3. Reorganize:
1) The Customs Committee under the Cabinet of Ministers of the Republic of Kazakhstan to the Customs Committee of the Republic of Kazakhstan;
2) The National Patent Office under the Cabinet of Ministers of the Republic of Kazakhstan to the National Patent Office of the Republic of Kazakhstan;
3) The Committee on the Use of Foreign Capital under the Cabinet of Ministers of the Republic of Kazakhstan to the Committee on the Use of Foreign Capital under the Ministry of Finance of the Republic of Kazakhstan;
4) The Committee on State Material Reserves under the Cabinet of Ministers of the Republic of Kazakhstan to the Committee on State Material Reserves of the Republic of Kazakhstan;
5) The Committee on Standardization, Metrology and Certification under the Cabinet of Ministers of the Republic of Kazakhstan to the Committee on Standardization, Metrology and Certification of the Republic of Kazakhstan;
6) The Committee for Supervision of Safe Conduct of Work in Industry and Mining Supervision under the Cabinet of Ministers of the Republic of Kazakhstan to the Committee for Supervision of Safe Conduct of Work in Industry and Mining Supervision of the Republic of Kazakhstan;
7) The Committee on Water Resources under the Cabinet of Ministers of the Republic of Kazakhstan to the Committee on Water Resources of the Republic of Kazakhstan;
8) The Main Directorate for Hydrometeorology under the Cabinet of Ministers of the Republic of Kazakhstan to the Main Directorate for Hydrometeorology of the Republic of Kazakhstan;
9) The Main Administration of Archives and Documentation under the Cabinet of Ministers of the Republic of Kazakhstan to the Main Administration of Archives and Documentation of the Republic of Kazakhstan;
10) The Main Directorate of Geodesy and Cartography under the Cabinet of Ministers of the Republic of Kazakhstan to the Main Directorate of Geodesy and Cartography of the Republic of Kazakhstan;
11) The Atomic Energy Agency of the Republic of Kazakhstan to the Atomic Energy Agency under the Ministry of Science and New Technologies of the Republic of Kazakhstan;
12) The National Aerospace Agency under the Cabinet of Ministers of the Republic of Kazakhstan to the National Aerospace Agency under the Ministry of Science and New Technologies of the Republic of Kazakhstan;
13) The Agency for Enterprise Reorganization under the Ministry of Economy of the Republic of Kazakhstan to the Agency for Enterprise Reorganization under the State Committee of the Republic of Kazakhstan for State Property Management;
14) Insurance Department of the Ministry of Finance of the Republic of Kazakhstan in the State Insurance Supervision of the Republic of Kazakhstan;
15) The Ministry of Ecology and Bioresources of the Republic of Kazakhstan by separating the Forestry Committee of the Republic of Kazakhstan from it;
16) The Kazakhkino State Campaign under the Cabinet of Ministers of the Republic of Kazakhstan to the Kazakhkino State Company under the Ministry of Culture of the Republic of Kazakhstan.
4. To establish that dismissed employees of ministries, state committees and other central executive bodies of the Republic of Kazakhstan are provided with social guarantees and compensations in accordance with the current legislation.
5. To the Government of the Republic of Kazakhstan before January 1, 1996:
1) to develop and submit for approval a salary scheme for employees of central and local executive bodies;
2) approve the standard structure of the office of akims of the regions and the city of Almaty and the list of their independent executive bodies, taking into account the economy of the regions;
3) ensure a reduction in the number of employees of central executive bodies by at least twenty percent, and of local bodies by ten percent;
4) approve the structure and maximum number of the central office of ministries, state committees and other central executive bodies, as well as other standards for central and local executive bodies;
5) approve the regulations on the newly formed central executive bodies reorganized in accordance with this Decree;
6) jointly with the National Bank of the Republic of Kazakhstan to ensure control over the expenditure of public funds allocated for the maintenance of central and local executive bodies;
7) submit proposals to the President of the Republic of Kazakhstan on bringing previously issued acts of the President into line with this Decree; 8) bring previously issued acts of the Government into line with this Decree.
6. This Decree comes into force from the date of publication.
