On measures for further improvement of the public administration system

Decree of the President of the Republic of Kazakhstan dated December 25, 2025 No. 1139.

In accordance with subparagraph 21) of Article 44 of the Constitution of the Republic of Kazakhstan, in order to increase the effectiveness of the public administration system, I HEREBY DECREE:

     1. Transfer to the National Security Committee of the Republic of Kazakhstan the functions and powers of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan for the implementation of state control in the field of informatization in terms of information security of critical information and communication infrastructure facilities.

     2. To determine the National Security Committee of the Republic of Kazakhstan as the legal successor of the rights and obligations of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan in accordance with the transferred functions and powers.

     3. The Government of the Republic of Kazakhstan, together with the National Security Committee of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:

     1) development of necessary legislative amendments;

     2) taking other measures to implement this Decree.

     4. The National Security Committee of the Republic of Kazakhstan should submit for consideration by the President of the Republic of Kazakhstan a draft Decree of the President of the Republic of Kazakhstan "On amendments and additions to the Regulations on the National Security Committee of the Republic of Kazakhstan".

     5. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     6. This Decree shall enter into force from the date of its signing.
