On measures to create and ensure the activities of the social and entrepreneurial corporations "Ertis", "Ontustik" and "Zhetisu"

In order to increase the effectiveness of regional development within the framework of industrial and innovation policy, I HEREBY DECREE:
1. The Government of the Republic of Kazakhstan, in accordance with the procedure established by law: 1) to establish joint-stock companies with one hundred percent state participation in their authorized capitals - the National Company Social and Entrepreneurial Corporation Ertis (hereinafter referred to as JSC NC SEC Ertis) with a location in the city of Semipalatinsk, the National Company Social and Entrepreneurial Corporation Ontustik (hereinafter referred to as JSC NC SEC Ontustik) with its location in Shymkent and the National Company Socio-Entrepreneurial Corporation Zhetisu (hereinafter referred to as - JSC NC SEC Zhetisu) with a location in the city of Taldykorgan.; 2) to determine the main subject of the activities of JSC NC SEC Ertis, JSC NCSEC Ontustik and JSC NC SEC Zhetisu to promote the economic development of East Kazakhstan, Pavlodar, South Kazakhstan, Zhambyl, Kyzylorda, Almaty regions and Almaty city by consolidating the efforts of the public and private sectors, the creation of a single economic market based on the cluster approach, the formation of a favorable economic environment for attracting investment and innovation, participation in the development and implementation of programs aimed at the social development of regions, as well as exploration, extraction and processing of minerals, including common ones, with the exception of the following minerals: gas (except methane extracted from coal seams), oil, uranium; 3) approve memoranda on the basic principles of the activities of JSC NC SEC Ertis, JSC NCSEC Ontustik and JSC "NC "SEC "Zhetisu"; 4) ensure the transfer of state assets necessary for the activities of JSC "NC "SEC "Ertis", JSC "NC "SEC "Ontustik" and JSC "NC "SEC "Zhetisu", including land plots and objects of republican, communal ownership, including in payment for their authorized capital;
5) make appropriate amendments and additions to regulatory legal acts;
6) take other measures resulting from this Decree. The footnote. Paragraph 1 as amended by Decree of the President of the Republic of Kazakhstan dated 07/20/2008 N 632.
2. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
3. This Decree shall enter into force from the date of signing.
