On measures to implement the Constitution of the Republic of Kazakhstan, adopted on March 15, 2026
Decree of the President of the Republic of Kazakhstan dated March 17, 2026 No. 1206.
In connection with the adoption of the Constitution of the Republic of Kazakhstan at the republican referendum on March 15, 2026, I HEREBY DECREE:
1. To publish the text of the Constitution of the Republic of Kazakhstan, adopted at the republican referendum on March 15, 2026 (hereinafter referred to as the Constitution of the Republic of Kazakhstan), in the periodicals Egemen Kazakhstan and Kazakhstanskaya Pravda.
2. To transfer the original of the Constitution of the Republic of Kazakhstan, adopted at the republican referendum on August 30, 1995, for storage in the Archive of the President of the Republic of Kazakhstan.
3. To establish that the original Constitution of the Republic of Kazakhstan is kept by the President of the Republic of Kazakhstan.
4. The Central Commission of the Referendum should ensure that the text of the Constitution of the Republic of Kazakhstan is sent to the republican state enterprise on the right of economic management "Institute of Legislation and Legal Information of the Republic of Kazakhstan" of the Ministry of Justice of the Republic of Kazakhstan for placement in the Reference Control Bank of regulatory legal acts of the Republic of Kazakhstan.
5. To determine that, in accordance with the legislative initiative of the President of the Republic of Kazakhstan, the following amendments will be submitted for consideration by the Mazhilis of the Parliament of the Republic of Kazakhstan:
1) the draft Constitutional Law "On the President of the Republic of Kazakhstan";
2) the draft Constitutional Law "On Kazakhstan Halyk Kenesi".
6. The Administration of the President of the Republic of Kazakhstan, together with interested state bodies, shall ensure the development and submission to the President of the Republic of Kazakhstan of draft legislative acts provided for in paragraph 5 of this Decree.
7. To determine that, in accordance with the legislative initiative of the Government of the Republic of Kazakhstan, the following amendments will be submitted for consideration by the Mazhilis of the Parliament of the Republic of Kazakhstan:
1. Draft Constitutional Law "On the Status of the Capital of the Republic of Kazakhstan";
2. The draft Constitutional Law "On the administrative-territorial structure of the Republic of Kazakhstan".
8. The Government of the Republic of Kazakhstan, central and local state bodies of the Republic of Kazakhstan should take the necessary measures to bring regulatory legal acts in line with the Constitution of the Republic of Kazakhstan.
9. The Government of the Republic of Kazakhstan has until April 7, 2026 to approve a plan to promote the Constitution of the Republic of Kazakhstan.
10. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
11. This Decree shall enter into force from the date of its signing.
