On measures to improve the efficiency of work on attracting investments into the country's economy

Decree of the President of the Republic of Kazakhstan dated December 4, 2023 No. 404.

 In order to ensure high rates of economic growth and real diversification of the national economy through the implementation of investment projects implemented by domestic and foreign investors, by increasing the level of coordination and control of activities for their effective and efficient support in accordance with subparagraph 22) of Article 46 of the Constitution of the Republic of Kazakhstan, I DECREE:

     The footnote. The preamble as amended by the Decree of the President of the Republic of Kazakhstan dated 07/01/2026 No. 1337.

     1. Determine the following powers of the Investment Attraction Council (Investment Headquarters):

     1) make decisions that are binding on central and local government agencies, as well as quasi-public sector entities;

     2) develop temporary regulatory legal acts having the force of law, adopted by the Government of the Republic of Kazakhstan in accordance with Article 60 of the Constitution of the Republic of Kazakhstan;

     3) submit proposals to the President of the Republic of Kazakhstan and the Prime Minister of the Republic of Kazakhstan on bringing to disciplinary responsibility, including dismissal from their positions of heads of central and local government bodies, as well as quasi-public sector entities for non-fulfillment or improper execution of decisions of the Investment Headquarters.

     2. Establish personal responsibility:

     1) the Chairman and members of the Investment Staff for improving the investment climate, as well as the timely implementation of investment projects with the provision to the President of the Republic of Kazakhstan at least once a quarter of a report on the work carried out;

     2) heads of central and local government agencies, as well as quasi-public sector entities for non-fulfillment or improper execution of decisions of the Investment Headquarters.

     3. The Government of the Republic of Kazakhstan shall promptly take measures arising from this Decree.

     4. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

     5. This Decree shall enter into force from the date of signing.
