On measures to improve the system of public administration of science in the Republic of Kazakhstan
Decree of the President of the Republic of Kazakhstan dated March 11, 1996 No. 2895.
In order to improve the system of public administration of science, strengthen its role in the socio-economic transformations of the country and provide state support to scientists, I decree:
1. To accept the proposals of the leadership of the National Academy of Sciences of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan on the unification of the National Academy of Sciences, the Kazakh Academy of Agricultural Sciences and the Ministry of Science and New Technologies of the Republic of Kazakhstan into a central executive body within the Government of the Republic of Kazakhstan - the Ministry of Science - the Academy of Sciences of the Republic of Kazakhstan.
2. To establish that the Ministry of Science is the Academy of Sciences of the Republic of Kazakhstan:
It is a single government body in the field of science and technology, implementing the state scientific and technical policy.;
provides financing of targeted programs of fundamental and applied scientific and technical research on a competitive basis with the state independent scientific expertise.;
It is headed by the Minister of Science, the President of the Academy of Sciences, appointed with the consent of the majority of the members of the National Academy of Sciences and the Kazakh Academy of Agricultural Sciences of the Republic of Kazakhstan, who are valid at the time of the issuance of this Decree, by the President of the Republic on the proposal of the Prime Minister of the Republic of Kazakhstan; in case of a two-fold rejection of the submitted candidacy, the President of the Republic of Kazakhstan appoints the Minister of Science, the President of the Academy of Sciences of the Republic of Kazakhstan.
3. To establish that one third of the board of the Ministry of Science - the Academy of Sciences of the Republic of Kazakhstan is formed from among the members of these academies of sciences who are valid at the time of publication of this Decree.

6. Invalidate:
Decrees of the President of the Republic of Kazakhstan dated February 9, 1994 No. 1556 "On the status of the National Academy of Sciences of the Republic of Kazakhstan and measures of state support for scientists" and December 14, 1990 No. 139 "On the organization of the Kazakh Academy of Agricultural Sciences".
7. To the Government of the Republic of Kazakhstan:
to establish lifetime scholarships of the President of the Republic of Kazakhstan to full members of the National Academy of Sciences and the Kazakh Academy of Agricultural Sciences of the Republic of Kazakhstan, elected at the time of entry into force of this Decree;
to decide on the celebration of the 50th anniversary of the establishment of the National Academy of Sciences of the Republic of Kazakhstan;
to form, taking into account the opinion of the scientific community, from among the leading scientists and specialists in various fields of knowledge, the Supreme Scientific and Technical Council under the Ministry of Science - the Academy of Sciences of the Republic of Kazakhstan;
to determine the procedure for financing fundamental research programs, ensuring state control over the rational use of budgetary funds allocated for these purposes.;
to submit to the Parliament of the Republic of Kazakhstan a draft of a new version of the Law of the Republic of Kazakhstan "On Science and the State Scientific and Technical Policy of the Republic of Kazakhstan";
to present proposals for the support of scientists and specialists who have made an outstanding contribution to the development of science and technology, as well as talented young scientists;
ensure that the legal acts on the National Academy of Sciences of the Republic of Kazakhstan and the Kazakh Academy of Agricultural Sciences are brought into line with the Constitution and civil legislation of the Republic of Kazakhstan, and take other measures to reorganize the National Academy of Sciences and the Kazakh Academy of Agricultural Sciences of the Republic of Kazakhstan.
8. This Decree comes into force from the date of signing.
