On measures to optimize the staffing of bodies maintained at the expense of the state budget and estimates (budget) of the National Bank of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated September 27, 2010 No. 1072

 In order to further improve the public administration system in the Republic of Kazakhstan

I DECREE:      

1. Starting from November 1, 2010, reduce by 15 percent the staffing limits of the bodies of the Republic of Kazakhstan maintained at the expense of the state budget and the budget estimates of the National Bank of the Republic of Kazakhstan: the offices of the Chambers of the Parliament of the Republic of Kazakhstan; the Office of the Constitutional Council of the Republic of Kazakhstan; the Department for Ensuring the Activities of Courts under the Supreme Court of the Republic of Kazakhstan (the Office of the Supreme Court Of the Republic of Kazakhstan), its territorial bodies (court offices) in the regions, the capital and cities of republican significance;      the Office of the Central Election Commission of the Republic of Kazakhstan; the National Center for Human Rights; state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, their departments, territorial divisions; central executive bodies, their departments, territorial divisions; local executive bodies; internal affairs bodies of the Republic of Kazakhstan; bodies for the prevention and elimination of emergency situations, state fire protection services of the Ministry of Emergency Situations of the Republic of Kazakhstan;      as well as judges of regional and equivalent courts, district and equivalent courts of the Republic of Kazakhstan, with the exception of the bodies listed in paragraphs 5 (secret), 5-1 (secret) of this Decree.

2. The state bodies listed in paragraph 1 of this Decree: 1) to carry out work on notifying employees and reducing staff numbers in accordance with the legislation of the Republic of Kazakhstan by November 1, 2010; 2) to bring their acts in line with this Decree.      

3. To establish that the heads of bodies maintained at the expense of the state budget and estimates (budget) of the National Bank of the Republic of Kazakhstan, after carrying out the measures provided for by this Decree, have the right to independently make decisions on reducing the number of employees of state bodies and their territorial divisions and use the funds of the state budget and estimates (budget) of the National Bank of the Republic of Kazakhstan, released as a result of their decisions to reduce staff numbers, in accordance with the procedure established by the Government of the Russian Federation., installed Decree of the President of the Republic of Kazakhstan dated March 29, 2007 No. 304 "On some measures for further administrative reform".      Paragraph 4 is effective from November 1, 2010.      

4. 6. The Government of the Republic of Kazakhstan shall take the measures resulting from this Decree.      

7. This Decree shall enter into force from the date of signature, with the exception of paragraph 4, which shall enter into force on November 1, 2010.
