On measures to organize a unified system of state regulation of the financial market

Decree of the President of the Republic of Kazakhstan dated July 11, 2001 No. 654

In order to increase the effectiveness of the system of state regulation of the financial market of the Republic of Kazakhstan and supervision of the relations developing in it, in accordance with subparagraph 9) Article 19 of the Constitutional Law of the Republic of Kazakhstan dated December 26, 1995 "On the President of the Republic of Kazakhstan"

I decree:      

1. To abolish the National Securities Commission of the Republic of Kazakhstan with the transfer of its functions and powers to the National Bank of the Republic of Kazakhstan.    

2. The Government of the Republic of Kazakhstan:      

1) transfer the property of the National Securities Commission of the Republic of Kazakhstan to the National Bank of the Republic of Kazakhstan within one month in accordance with the procedure established by law.;      

2) jointly with the National Bank of the Republic of Kazakhstan to develop a draft law on the organization of a unified system of state regulation of the financial market and supervision of the relations developing on it and submit the said bill to the Mazhilis of the Parliament of the Republic of Kazakhstan by October 1, 2001; Z030474      

3) to bring previously issued acts of the Government of the Republic of Kazakhstan in accordance with this Decree.      

3. The Government of the Republic of Kazakhstan and the National Bank of the Republic of Kazakhstan shall take other necessary measures arising from this Decree.      

4. (Paragraph 4 became invalid by Decree of the President of the Republic of Kazakhstan dated December 31, 2003 No. 1271 (effective January 1, 2004)      

5. Invalidate Decree of the President of the Republic of Kazakhstan dated November 13, 1997 No. 3755 "On approval of the Regulations on the National Commission of the Republic of Kazakhstan on Securities" (SAPP of the Republic of Kazakhstan, 1997, No. 50, Article 463; 2000, No. 54, Article 593).      

6. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.      

7. This Decree comes into force on July 1, 2001.
