Amendment to articles 25 and 26 of the Convention
1. On November 28, 2003, the Parties The Conventions on the Protection and Use of Transboundary Watercourses and International Lakes, on the proposal of the Government of Switzerland dated August 20, 2003, amended articles 25 and 26 of the Convention by adopting decision III/1 (see MP.WAT/2003/4). 2. This decision, including the text of the amendment, is contained in the annex below.

Amendment to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes
The Meeting of the Parties, Expressing its firm belief that cooperation between States adjacent to transboundary watercourses and international lakes contributes to peace and security and sustainable management of water resources and serves the common good, desiring to promote cooperation within river basins worldwide and to share experiences with other regions of the world, desiring therefore to enable States, located outside the UNECE region, become Parties to the Convention, what is already provided for in other UNECE environmental conventions (for example, the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters and the Convention on Environmental Impact Assessment in a Transboundary Context), as well as in accordance with the Protocol on Civil Liability and Compensation for damage caused by the transboundary effects of industrial accidents on transboundary waters, 1. Adopts the following amendments to the Convention, (a) In article 25, after paragraph 2, add a new paragraph to read as follows: "3. Any other State not mentioned in paragraph 2 that is a Member of the United Nations may accede to the Convention with the consent of the Meeting of the Parties. In its instrument of accession, such a State shall make a declaration indicating that consent to its accession to the Convention has been received from the Meeting of the Parties, and indicate the date of receipt of consent. Any such request for accession by Members of the United Nations shall not be considered for approval by the Meeting of the Parties until this paragraph enters into force for all States and organizations that were Parties to the Convention as of November 28, 2003." and renumber the remaining paragraphs accordingly; (b) In paragraph 3 of article 26, after "referred to in article 23", add "or in paragraph 3 of Article 25"; 2. Calls upon the Parties to the Convention to deposit their instruments of acceptance of the amendment as soon as possible; 3. Urges any State or organization that ratifies, accepts or approves the Convention to simultaneously ratify, accept or approve the above-mentioned amendment; 4. Calls upon States located outside the UNECE region, in particular those bordering it, to accede to the Convention and, to this end, seek the approval of the Meeting of the Parties; 5. Invites interested States - Members of the United Nations to participate in its meetings as observers and to participate in activities under the Convention's work programme; 6. Invites States bordering the UNECE region that have not yet carried out technical cooperation and have not concluded bilateral or multilateral agreements with the UNECE riparian member States to do so without delay in accordance with the provisions of Part II of the Convention.
