Protocol on Amendments and Additions to the Agreement on the Basic Principles of Military-Technical Cooperation between the States Parties to the Collective Security Treaty of May 15, 1992
The member States of the Collective Security Treaty Organization, hereinafter referred to as the Parties, guided by the provisions of the Concept of Collective Security and the Main Provisions of the Coalition Strategy of the States Parties to the Collective Security Treaty of May 15, 1992 (hereinafter referred to as the - Agreement) They agreed that their armed forces are part of the forces and means of the collective security system and can be included in coalition (regional) groups of forces in order to implement article 4 of the Treaty, striving to increase the effectiveness of cooperation within the framework of the Agreement on the Basic Principles of Military-Technical Cooperation between the States parties to the Treaty (hereinafter referred to as the Agreement). about the following:
Article 1
Article 2 of the Agreement should be worded as follows: Supplies of military products on preferential terms are carried out by the Parties in the interests of their national armed forces for the practical implementation of the Collective Security Treaty of May 15, 1992, unless otherwise stipulated by relevant international treaties. These supplies are made in accordance with the regulatory legal acts of the Parties under separate contracts (agreements) concluded between their subjects of military-technical cooperation.
Article 2
The first paragraph of Article 6 of the Agreement should be worded as follows: The Parties will not sell or transfer military products supplied on preferential terms under the contracts (agreements) specified in Article 2 of this Agreement to foreign states, individuals and legal entities or international organizations without the prior written consent of the Party that supplied military products.
Article 3
To supplement the Agreement with a new article number 10 in the following wording, renumbering the subsequent articles accordingly: The Parties will provide military and technical assistance to either Side as soon as possible in the event of a situation that is considered by the Collective Security Council to be a threat of aggression against that Party, or when a participating State exercises its right to individual or collective self-defense in accordance with Article 51 of the UN Charter., or when a participating State has become the target of acts of terrorism or other threats to its sovereignty and territorial integrity. The financial and economic conditions for the provision of military-technical assistance will be determined on a case-by-case basis based on the capabilities available to the Parties. Military-technical assistance in the form of supplies of military products is carried out on the basis of relevant contracts (agreements).
Article 4
This Protocol is an integral part of the Agreement.
Article 5
This Protocol shall enter into force in accordance with the procedure provided for in article 14 (in the new numbering) The Agreement, but not before the entry into force for these States of the Protocol on the Procedure for Monitoring the Intended Use of Military Products Supplied under the Agreement on the Basic Principles of Military-Technical Cooperation between the States parties to the Collective Security Treaty of May 15, 1992.
Done in one original copy in Russian. The original copy is kept at the Secretariat of the Collective Security Treaty Organization, which will send a certified copy to each signatory State of this Protocol.
