On ratification of the Protocol on Amendments to the Collective Security Treaty of May 15, 1992

To ratify the Protocol on Amendments to the Collective Security Treaty of May 15, 1992, signed in Moscow on December 10, 2010.

PROTOCOL on Amendments to the Collective Security Treaty of May 15, 1992

Participating States The Collective Security Treaty (hereinafter referred to as the Treaty), signed in Tashkent on May 15, 1992 and entered into force on April 20, 1994, and the Protocol on the Extension of the Collective Security Treaty of May 15, 1992, signed in Moscow on April 2, 1999 and entered into force on March 22, 2000, proceeding from the desire to develop cooperation within the framework of the Collective Security Treaty Organization, in accordance with article 9 of the Treaty, have agreed on the following: 1. Make the following changes to the Agreement: a) to state the second paragraph of Article 2 in the following wording: "In the event of a threat to the security, stability, territorial integrity and sovereignty of one or more Participating States, or a threat to international peace and security, the Participating States shall immediately activate a mechanism for joint consultations in order to coordinate their positions, develop and take measures to assist such participating States in order to eliminate the threat."; b) in article 3, the words "and the Commander-in-Chief of the United The Armed Forces of the Commonwealth of Independent States" should be deleted; c) article 4 should be worded as follows:
"Article 4
If one of the Participating States is subjected to aggression (an armed attack threatening security, stability, territorial integrity and sovereignty), this will be considered by the Participating States as aggression (an armed attack threatening security, stability, territorial integrity and sovereignty) against all States Parties to this Treaty. In the event of aggression (an armed attack threatening security, stability, territorial integrity and sovereignty) against any of the participating States, all other Participating States, at the request of that participating State, will immediately provide it with the necessary assistance, including military assistance, as well as support with the means at their disposal in the exercise of the right to collective defense. in accordance with Article 51 of the UN Charter. The Participating States will immediately notify the United Nations Security Council of the measures taken pursuant to this article. In implementing these measures, the Participating States will adhere to the relevant provisions of the UN Charter."; d) delete the second sentence in Article 5; e) amend Article 6 to read as follows:
"Article 6
The decision on the use of the forces and means of the collective security system in accordance with articles 2 and 4 of this Treaty shall be taken by the heads of the participating States. The use of the forces and means of the collective security system outside the territory of the participating States may be carried out solely in the interests of international security in accordance with the UN Charter and the legislation of the States Parties to this Treaty."; (e) To formulate the second sentence of the third paragraph of article 11 as follows: "The instruments of ratification shall be deposited with the Secretary General of the Collective Security Council (Collective Security Treaty Organization), who is hereby appointed as the depositary.". 2. This Protocol, which is an integral part of the Treaty, shall enter into force on the date of receipt by the depositary of the last written notification that the signatory States have completed the internal procedures necessary for its entry into force.
Done in Moscow on December 10, 2010, in one original copy in the Russian language. The original copy is kept at the Secretariat of the Collective Security Treaty Organization, which will send a certified copy to each signatory State of this Protocol.
