On ratification of the Protocol on Amendments to the Nakhichevan Agreement on the Establishment of the Cooperation Council of Turkic-speaking States
The Law of the Republic of Kazakhstan dated May 23, 2025 No. 191-VIII SAM.
To ratify the Protocol on Amendments to the Nakhichevan Agreement on the Establishment of the Cooperation Council of Turkic-speaking States, signed in Samarkand on November 11, 2022, with the following interpretative declaration on article 10 of the Protocol:
"Granting observer status at the Organization of Turkic States to entities specified in article 10 of the Protocol on Amendments to the Nakhichevan Agreement on the Establishment of the Cooperation Council of Turkic-speaking States is not an act of recognition by the Republic of Kazakhstan of such entities either as States or as other subjects of international law.
The Republic of Kazakhstan reserves the right to decide on the participation of representatives of such entities in events within the framework of the Organization of Turkic States held in the Republic of Kazakhstan.".

PROTOCOL ON AMENDMENTS TO THE NAKHICHEVAN AGREEMENT ON THE ESTABLISHMENT OF THE COOPERATION COUNCIL OF TURKIC-SPEAKING STATES
The Republic of Azerbaijan, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Turkey and the Republic of Uzbekistan, hereinafter referred to as the "Parties",
Referring to Article 21 of the Nakhichevan Agreement on the Establishment of the Cooperation Council of Turkic-speaking States, concluded in Nakhichevan on October 3, 2009, hereinafter referred to as the "Agreement",
Emphasizing the significant political and socio-economic progress achieved by the Turkic States in recent decades.,
Emphasizing the evolution of relations in the Turkic world and the common will of the Turkic States to further deepen comprehensive cooperation within the framework of the Agreement.,
Highly appreciating the outstanding achievements of the Cooperation Council of Turkic-speaking States and its institutional development since its establishment, and underlining their commitment to further enhance the organization's role in ensuring joint and coordinated actions in the Turkic world and in international forums,
Taking into account the Decision of the Council of Heads of State to change the name of the "Cooperation Council of Turkic-speaking States" to the "Organization of Turkic States" dated November 12, 2021,
have agreed on the following.:
Article 1
The name of the Agreement should be worded as follows:
"Nakhichevan Agreement on the establishment of the Organization of Turkic States".
Article 2
Article 1 of the Agreement should be worded as follows:
"Organization of Turkic States
The Parties establish an international organization, the Organization of Turkic States (hereinafter referred to as the Organization).
Article 3
The abbreviation "CCSTG" should be replaced by the abbreviation "OTG" throughout the text of the Agreement.
Article 4
Replace the words "Turkic-speaking States" with the words "Turkic States", as appropriate, throughout the text of the Agreement.
Article 5
Article 4 of the Agreement should be worded as follows:
"Related and affiliated organizations of OTG.
The Parliamentary Assembly of the Turkic States (TURKPA), as a sister organization to the OTG, acts in accordance with the Istanbul Agreement of November 21, 2008 to deepen cooperation between the parliaments of the Turkic States.
TURKSOY, as a sister organization, as well as the Turkic Academy and the Foundation of Turkic Culture and Heritage, as affiliated organizations of the OTG, carry out cultural, scientific and educational cooperation activities within their mandates, disseminate and popularize the common values of the Turkic world, as well as protect and promote Turkic culture and heritage.
The Parties may establish other organizations and institutions to implement the objectives and objectives of this Agreement.".
Article 6
In part three of Article 5 and part four of Article 6 of the Agreement, add the words "and informal" after the word "extraordinary" and replace the word "meetings" with the word "meetings".
Article 7
In the second part of Article 7 of the Agreement, the words "accept the CFM and approve the SGG" should be replaced by the words "approve the CFM and accept the SGG".
Article 8
Article 8 of the Agreement should be worded as follows:
"The Presidency
The party hosting the next meeting of the CCG is the Chairman of the CCG until the next regular meeting of the CCG.".
Article 9
In the second part of Article 9 of the Agreement, the word "to be approved (accepted)" is replaced by the word "to be approved".
Article 10.
Article 16 of the Agreement should be worded as follows:
"Observers and partners
Observer and partner status at the OTG may be granted to States, international organizations, and other entities.
The procedure and procedures for the presentation of such statuses are established by the Rules of Procedure of the OTG."
Article 11
In Article 18 of the Agreement, the words "adopted by the CFM and approved by the SGG" are replaced by the words "approved by the CFM and adopted by the SGG".
Article 12
In the second part of Article 22 of the Agreement, the word "third" should be replaced by the word "last".
Article 13.
1. This Protocol is an integral part of the Agreement.
2. This Protocol shall enter into force on the thirtieth day after the receipt by the depositary of the last written notification on the completion of the internal procedures necessary for its entry into force.
3. The Ministry of Foreign Affairs of the Republic of Turkey is the depositary of this Protocol. The original copy of this Protocol shall be kept by the depositary, who shall send a certified copy to each signatory party.
Done in Samarkand on November 11, 2022, in one original copy in the Azerbaijani, Kazakh, Kyrgyz, Turkish, Uzbek and English languages, all texts being equally authentic. In case of discrepancies between the texts of this Protocol, the parties shall refer to the English text.
