On ratification of the Protocol to the Agreement of September 24, 1993 "On Collective Peacekeeping Forces and joint Measures for their logistical support"

To ratify the Protocol to the Agreement of September 24, 1993 "On Collective Peacekeeping forces and joint measures for their logistical support", signed in Almaty on February 10, 1995.

to the Agreement of September 24, 1993 "On Collective
peacekeeping forces and joint measures for their logistical support-
technical support"
Member States of the Commonwealth of Independent States,
Guided by the Agreement on Collective Peacekeeping Forces and Joint Measures for their Logistical Support dated September 24, 1993, hereinafter referred to as the Agreement, in order to expand the powers (functions) of the Commander of the Collective Peacekeeping Forces in the Republic of Tajikistan to manage the allocated military units and subunits, agreed as follows:
1. To establish that the Commander of the Collective Peacekeeping Forces in the Republic of Tajikistan is guided in his activities by the Regulations on the Joint Command of the Collective Peacekeeping Forces approved by the said Agreement.
2. To formulate the fifth paragraph of paragraph 3 of section II of the Regulations on the Joint Command of the Collective Peacekeeping Forces as follows: "independent decision-making in a specific situation during operations (combat operations), followed by a report to the heads of State and defense ministers of the participating States."
3. Add the following paragraphs to paragraph 3 of section II of the Regulations on the Joint Command of Collective Peacekeeping Forces after the eleventh paragraph: "continuous interaction with representatives of the UN, OSCE and other international organizations missions when they are in the conflict zone, as well as with the Permanent Advisory Commission on Peacekeeping under the Council of Foreign Ministers of the Commonwealth of Independent States; determining the procedure for visits by representatives of the UN, OSCE and other international organizations engaged in peacekeeping activities, at their request, to military contingents of Collective Peacekeeping forces in the conflict zone; providing representatives of the UN, OSCE and other international organizations engaged in peacekeeping activities with information on the combat and numerical strength of Collective Peacekeeping Forces, their deployment, tasks and methods of performing these tasks to the extent necessary for them (representatives) to perform their functional duties; participation in decision-making on the provision and distribution of humanitarian aid to the population, its delivery, and security; coordination with the Ministries of Defense of the participating States Agreements on the selection and placement of officers intended to man the Collective Peacekeeping Forces from the battalion commander and above."
4. This Protocol shall enter into force in the manner prescribed by
Article 14 of the Agreement.
Done in Almaty on February 10, 1995, in one original copy in the Russian language. The original copy is kept in the Archive The Government of the Republic of Belarus, which will send a certified copy of this Protocol to each signatory State. For the Republic of Azerbaijan
