Resolution of the Government of the Republic of Kazakhstan dated July 10, 2026 No. 604.

In accordance with subparagraph 4) of Article 11 of the Law of the Republic of Kazakhstan "On State Property", the Government of the Republic of Kazakhstan DECIDES:

1. Reorganize legal entities in accordance with Appendix 1 to this resolution.

2. To liquidate legal entities in accordance with Appendix 2 to this resolution.

3. To invalidate certain decisions of the Government of the Republic of Kazakhstan in accordance with Appendix 3 to this resolution.

4. The Ministries of Artificial Intelligence and Digital Development, Culture and Information, Education, Health, Energy, together with the State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, ensure the adoption of measures arising from this resolution.

5. To approve the attached amendments to some decisions of the Government of the Republic of Kazakhstan and orders of the Prime Minister of the Republic of Kazakhstan.

6. Control over the implementation of this resolution is entrusted to the Office of the Government of the Republic of Kazakhstan.

7. This resolution shall enter into force on September 1, 2026, with the exception of:

paragraph 2 of Annex 1 and paragraph 2 of Annex 2 to this resolution, paragraph of the eighth paragraph 1, paragraph of the eighth paragraph 2, paragraph of the fifteenth paragraph 4, paragraphs of the fifth, seventh, twelfth, fifteenth paragraph 7 of the amendments, which will enter into force on January 1, 2027;

paragraph 4 of Annex 1, paragraph 1 of Annex 2, Annex 3 to this resolution, paragraphs of the fourth, fifth paragraph 1, paragraphs of the sixth, twelfth paragraph 2, paragraphs of the sixth, seventeenth paragraph 4, paragraph of the fifth paragraph 6, paragraphs of the fourth, fourteenth paragraph 7, paragraph of the fourth paragraph 9, paragraph of the fourth paragraph 10 amendments, which will enter into force on July 1, 2027;

paragraphs 1 and 11 of Annex 1 to this resolution, paragraph of the thirteenth paragraph 1, paragraph of the tenth paragraph 2, paragraphs of the fourth, eighth, tenth, fourteenth paragraph 4, paragraph of the fourth paragraph 8 of the amendments, which will enter into force on March 1, 2028.

Appendix 1 to Resolution No. 604 of the Government of the Republic of Kazakhstan dated July 10, 2026

List of legal entities subject to reorganization

The footnote. The list as amended by the Resolution of the Government of the Republic of Kazakhstan dated 07/27/2026 No. 659 .

1. To transform the Limited Liability Partnership "Institute of Space Engineering and Technologies" of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan into the joint-stock company "Institute of Space Engineering and Technologies" of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

2. To join the Republican state-owned enterprise "Classical Music Ensemble "Camerata of Kazakhstan" of the Committee of Culture of the Ministry of Culture and Information of the Republic of Kazakhstan to the republican state-owned enterprise "Kazakh State Academic Philharmonic named after Zhambyl" of the Committee of Culture of the Ministry of Culture and Information of the Republic of Kazakhstan.

3. The Republican State-owned enterprise "State Collection of unique Bowed Musical Instruments" of the Culture Committee of the Ministry of Culture and Information of the Republic of Kazakhstan should be joined to the Republican state-owned enterprise "Central State Museum of the Republic of Kazakhstan" of the Culture Committee of the Ministry of Culture and Information of the Republic of Kazakhstan.

4. To join the non-profit Joint Stock Company "State Center for Support of National Cinema" of the Ministry of Culture and Information of the Republic of Kazakhstan to the Joint Stock Company "Kazakhfilm named after Shaken Aimanov" of the Ministry of Culture and Information of the Republic of Kazakhstan.

5. The Republican state Institution "Republican Library for Blind and Visually Impaired Citizens" of the Committee of Archives, Documentation and Book Business of the Ministry of Culture and Information of the Republic of Kazakhstan should be joined to the republican state institution "National Library of the Republic of Kazakhstan" of the Committee of Archives, Documentation and Book Business of the Ministry of Culture and Information of the Republic of Kazakhstan.

6. To join the Republican state institution "Institute of Early Childhood Development" of the Ministry of Education of the Republic of Kazakhstan to the republican state enterprise on the right of economic management "National Academy of Education named after I. Altynsarin" of the Ministry of Education of the Republic of Kazakhstan.

7. To join the Republican state institution "National Scientific and Practical Center for the Development of special and Inclusive Education" of the Ministry of Education of the Republic of Kazakhstan to the republican state enterprise on the right of economic management "National Academy of Education named after I. Altynsarin" of the Ministry of Education of the Republic of Kazakhstan.

8. To join the Republican state-owned enterprise "Republican Educational and Methodological Center for Additional Education" of the Ministry of Education of the Republic of Kazakhstan to the republican state enterprise on the right of economic management "National Academy of Education named after I. Altynsarin" of the Ministry of Education of the Republic of Kazakhstan.

9. To join the Republican state enterprise with the right of economic management "Republican Blood Center" of the Ministry of Health of the Republic of Kazakhstan to the republican state enterprise with the right of economic management "Scientific and Production Center of Transfusiology" of the Ministry of Health of the Republic of Kazakhstan.

10. To join the Republican state Enterprise with the right of economic management "Alatau Children's Clinical Sanatorium" of the Ministry of Health of the Republic of Kazakhstan to the republican state Enterprise with the right of economic management "Scientific Research Institute of Balneology and Medical Rehabilitation" of the Ministry of Health of the Republic of Kazakhstan.

11. To join the Joint-Stock Company "Institute of Space Engineering and Technologies" of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan to the Joint-stock company "National Company "Kazakhstan Garysh Sapary" of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan after the execution of the event provided for in paragraph 1 of this list.
