On some issues of regulating the export of blanks and ingots from non-ferrous metals

In accordance with subparagraph 11) of paragraph 1 of Article 6 and subparagraph 1) paragraph 2 of Article 22 of the Law of the Republic of Kazakhstan "On National Security of the Republic of Kazakhstan", Article 29 of the Treaty on the Eurasian Economic Union, as well as Section 10 of Annex 7 to the Treaty on the Eurasian Economic Union, I ORDER:
1. To impose a ban for a period of six months on the export from the territory of the Republic of Kazakhstan by all means of transport of blanks and ingots of non-ferrous metals according to the codes of the commodity nomenclature of foreign economic activity of the Eurasian Economic Union 7402 00 000 0 - unrefined copper, copper anodes for electrolytic refining, 7403 13 000 0 - blanks for rolling, 7403 29 000 0 - copper alloys other (except ligatures of heading 7405), 7413 00 000 - twisted wire, cables, braided cords and similar articles of copper without electrical insulation, 7413 00 000 1 - made of refined copper, 7413 00 000 8 - other, 7601 20 200 9 - other, 7801 91 000 0 - containing antimony as the element predominant in weight among other elements, 7801 99 100 0 - for refining, containing 0.02 wt.% or more of silver (rough lead, or werkbley), 7801 99 900 0 - other stuff.
2. The Industry Committee of the Ministry of Industry and Construction of the Republic of Kazakhstan, the Ministry of Transport of the Republic of Kazakhstan, as well as the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, within their competence, ensure control over the implementation of paragraph 1 of this order in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
3. The Committee of Industry of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan;
3) informing the Eurasian Economic Commission about the introduction of the ban specified in paragraph 1 of this order.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.
5. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.
