On some issues of regulating the export of steel billets

In accordance with subparagraph 11) of paragraph 1 of Article 6 and subparagraph 1) paragraph 2 of Article 22 of the Law of the Republic of Kazakhstan "On National Security of the Republic of Kazakhstan", Article 29 of the Treaty on the Eurasian Economic Union, as well as Section 10 of Annex 7 to the Treaty on the Eurasian Economic Union, I ORDER:
1. To impose a ban for a period of six months on the export by all means of transport from the territory of the Republic of Kazakhstan of steel billets according to the codes of the commodity nomenclature of foreign economic activity of the Eurasian Economic Union 7206 - iron and unalloyed steel in ingots or other primary forms (except iron of heading 7203), 7207 - semi-finished products of iron or unalloyed steel, 7218 - corrosion-resistant steel in ingots or other primary forms, semi-finished products made of corrosion-resistant steel, 7224 - other types of alloy steels in ingots or other primary forms, semi-finished products from other types of alloy steels.
The ban established by part one of this paragraph does not apply to the export of steel blanks produced by the blast furnace converter method in the presence of an exclusive license issued in accordance with Resolution of the Government of the Republic of Kazakhstan dated March 27, 2026 No. 194 "On certain issues of granting the exclusive right to export certain types of steel blanks produced by the blast furnace converter method".
2. The Industry Committee of the Ministry of Industry and Construction of the Republic of Kazakhstan, the Ministry of Transport of the Republic of Kazakhstan, as well as the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, within their competence, ensure control over the implementation of paragraph 1 of this order in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
3. The Committee of Industry of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting of this order on the Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan after its official publication;
3) informing the Eurasian Economic Commission about the introduction of the ban specified in paragraph 1 of this order.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.
5. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.
