On some issues of regulating the import of certain types of building materials from third countries into the territory of the Republic of Kazakhstan

In accordance with paragraph 2 of Article 17 and paragraph 1 of Article 18 of the Law of the Republic of Kazakhstan "On Regulation of Trading Activities", subparagraph 11) of paragraph 1 of Article 6 and subparagraph 1) paragraph 2 of Article 22 of the Law of the Republic of Kazakhstan "On National Security of the Republic of Kazakhstan", Article 47 of the Treaty on the Eurasian Economic Union, as well as Section 10 of Annex 7 to the said Treaty, I ORDER:
1. To impose a ban for a period of six months on the import of certain types of building materials from third countries into the territory of the Republic of Kazakhstan by all modes of transport:
codes of the commodity nomenclature of Foreign Economic Activity of the Eurasian Economic Union (hereinafter referred to as the EAEU HS Code) 2523290000 – Portland cement, alumina cement, slag cement, supersulfate cement and similar hydraulic cements, unpainted or painted, ready-made or in the form of clinkers, other, 2523900000 - Portland cement, alumina cement, slag cement, supersulfate cement and similar hydraulic cements, unpainted or painted, ready-made or in the form of clinkers, other hydraulic cements;
EAEU HS Code 3824509000 - ready-made binders for the production of casting molds or casting rods; chemical products and preparations, chemical or related industries (including preparations consisting of mixtures of natural products), not elsewhere specified or included, refractory mortars and concretes, other;
EAEU HS codes 6801000000 - paving stones, curbs and paving slabs made of natural stone (other than slate), 6802230000 - processed stone (other than slate) for monuments or construction, and products made from it, other than goods of heading 6801; mosaic cubes and similar products made of natural stone (including slate) whether or not based on a base; granules, crumbs and powder of natural stone (including slate), artificially colored, granite, 6802931000 - stone processed (other than slate) for monuments or construction, and articles made from it, other than goods of heading 6801; mosaic cubes and similar articles of natural stone (including slate), whether or not based; granules, crumbs and powder of natural stone (including slate), artificially colored: polished, decorated or otherwise worked granite, other than carved, with a net weight of 10 kg or more, 6802939000 - processed stone (other than slate) for monuments or construction, and articles thereof, other than goods of heading 6801; mosaic cubes and similar articles of natural stone (including slate), whether or not based; granules, crumbs and powder of natural stone (including slate), artificially colored, granite, other;
EAEU HS Code 6809110000 - plates, sheets, panels, tiles and similar products, without ornaments made of gypsum or mixtures based on it, coated or reinforced only with paper or cardboard;
EAEU HS codes 7003 - cast and rolled glass, sheet or profiled, having or not having an absorbing, reflecting or non-reflecting layer, but not processed in any other way, 7004 - drawn and blown glass, in sheets, having or not having an absorbing, reflecting or non-reflecting layer, but not processed in any other way-or in any other way, 7005 - thermally polished glass and glass with a polished or polished surface, in sheets, having or not having an absorbing, reflecting or non-reflecting layer, but not otherwise processed.
2. To notify the Committee of Industry of the Ministry of Industry and Construction of the Republic of Kazakhstan:
1) The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan on ensuring control over the implementation of paragraph 1 of this order;
2) The Committee of Railway and Water Transport of the Ministry of Transport of the Republic of Kazakhstan and the National Company Kazakhstan Temir Zholy Joint Stock Company (by agreement) on the application of measures to implement paragraph 1 of this order in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
3) The Ministry of Trade and Integration of the Republic of Kazakhstan on the need to inform the Eurasian Economic Commission in the prescribed manner about the introduction of the ban specified in paragraph 1 of this order.
3. The Committee of Industry of the Ministry of Industry and Construction of the Republic of Kazakhstan, in accordance with the procedure established by law, shall ensure:
the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
posting of this order on the Internet resource of the Ministry of Industry and Construction of the Republic of Kazakhstan.
4. Control over the execution of this order is entrusted to the supervising Vice Minister of Industry and Construction of the Republic of Kazakhstan.
5. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.
