Resolution of the Government of the Republic of Kazakhstan dated July 27, 2026 No. 659

THE Government of the Republic of Kazakhstan DECIDES:

In accordance with paragraph 1 of Article 122 and paragraph 2 of Article 166 of the Law of the Republic of Kazakhstan "On State Property", the Government of the Republic of Kazakhstan DECIDES:

1. Transfer to the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan the rights of ownership and use of state blocks of shares and participation shares of legal entities in accordance with the annex to this resolution.

2. To approve the attached amendments and additions to some decisions of the Government of the Republic of Kazakhstan.

3. The State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan, together with the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, take the necessary measures arising from this resolution.

4. This resolution shall enter into force from the date of its signing.

Amendments and additions to some decisions of the Government of the Republic of Kazakhstan

1. In the Resolution of the Government of the Republic of Kazakhstan dated May 27, 1999 No. 659 "On the transfer of rights to own and use State blocks of shares and State shares in organizations owned by the Republic":

in the list of state blocks of shares and state participation shares in republican-owned organizations, the right of ownership and use of which is transferred to line ministries and other government agencies, approved by the said resolution:

add the following lines to the section "To the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan", serial numbers 376-7, 376-8, 376-9, 376-10, 376-11, 376-12, 376-13 and 376-14 as follows:

"376-7. Joint Stock Company "Kazakh-Russian Joint Venture "Baiterek".

376-8. Joint Stock Company "Republican Center for Space Communications".

376-9. Joint Stock Company "National Company "Kazakhstan Garysh Sapary".

376-10. Joint Stock Company "National Center for Space Research and Technology".

376-11. Limited Liability Partnership "Galam".

376-12. Limited Liability Partnership "V.G. Fesenkov Astrophysical Institute".

376-13. Limited Liability Partnership "Ionosphere Institute".

2. In the Resolution of the Government of the Republic of Kazakhstan dated October 9, 2025 No. 846 "On measures to implement the Decree of the President of the Republic of Kazakhstan dated September 18, 2025 No. 997 "On measures to further improve the public administration system":

Paragraph 2 should be worded as follows:

"2. To determine the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan as the authorized body for the management of the relevant branch (sphere) of public administration in relation to republican legal entities in accordance with Appendix 1 to this resolution.";

Annex 1 to the said resolution should be amended in accordance with annex 1 to these amendments and additions.;

in the Regulation on the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, approved by the said resolution:

The list of organizations under the jurisdiction of the Ministry and its departments should be redrafted in accordance with Appendix 2 to these amendments and additions.

3. In the Resolution of the Government of the Republic of Kazakhstan dated July 10, 2026 No. 604 "On certain issues of public administration":

in the list of legal entities subject to reorganization in accordance with Appendix 1 to the said resolution:

Paragraph 1 should be worded as follows:

"1. ""Institute of Space Engineering and Technologies" Limited Liability Company of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan to transform into joint-stock company "Institute of Space Engineering and Technologies" of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.";

Paragraph 11 should be worded as follows:

"11. """Institute of Space Engineering and Technologies" Joint-Stock Company of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan to join the Joint-stock company "National Company "Kazakhstan Garysh Sapary" of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan after the execution of the action provided for in paragraph 1 of this list.";

amendments to certain decisions of the Government of the Republic of Kazakhstan and orders of the Prime Minister of the Republic of Kazakhstan approved by the said resolution:

in paragraph 2:

Paragraphs nine and ten should be worded as follows:

"in the section "To the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan":

Delete paragraph 376-14;

in paragraph 8:

The fourth paragraph should be worded as follows:

"in the section "Limited liability partnerships", sub-paragraph 4) of paragraph 1 should be deleted."
