On strengthening the institution of the Assembly of Peoples of Kazakhstan

Comment by the Secretariat of the Assembly of the Peoples of Kazakhstan of the Administration of the President of the Republic of Kazakhstan to the Decree of the President of the Republic of Kazakhstan dated April 23, 2005 No. 1561

On the eve of the Holiday of the Unity of the People of Kazakhstan, the President of the Republic of Kazakhstan signed a Decree "On strengthening the institution of the Assembly of the Peoples of Kazakhstan."      The decree was prepared in accordance with the instruction of the Head of State on further improvement and expansion of the activities of the Assembly of the Peoples of Kazakhstan.      

The formation of the Kazakh identity, the participation of the Assembly of the Peoples of Kazakhstan in the processes of democratization of society and its improvement as an institution of interethnic relations require the mobilization of state and public resources. The decree defines measures to enhance the status of the working bodies of the Assembly and small assemblies. These measures reflect the current state of society and the assembly itself, and are aimed at expanding its activities and protecting the interests of national cultural associations in the republic.      

The decree also provides for an increase in the status of the heads of the working bodies of small assemblies, who are also deputy chairmen of small assemblies. The tasks and activities of the Assembly as a whole, as well as the rights and duties of its members, are being expanded and specified.      

The Head of State instructed the Government to establish a research center on interethnic relations. This measure provides for a systematic study, research and monitoring of the problems of interethnic and interfaith relations in the republic, their further development and strengthening.      

In general, the decree significantly enhances the role of the Assembly as an active public institution in the development of language policy in general, support for national media and theaters, folk art, the creation of programs and projects to strengthen interethnic relations, civil peace and harmony.
