On the abolition of the Ministry of Press and Mass Media of the Republic of Kazakhstan and the formation of the National Agency for Press and Mass Media of the Republic of Kazakhstan

On the abolition of the Ministry of Press and Mass Media of the Republic of Kazakhstan and the formation of the National Agency for Press and Mass Media of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated October 14, 1995 N 2519

 

In order to strengthen freedom of the press, state support for newspapers and magazines, and book publishing, in accordance with paragraphs 3, 21 of Article 44 of the Constitution of the Republic of Kazakhstan decides:      

1. To abolish the Ministry of Press and Mass Information of the Republic of Kazakhstan.      

2. To establish the National Agency for Press and Mass Information of the Republic of Kazakhstan, which:      

1) is a state body accountable to the President of the Republic of Kazakhstan and is not part of the Government;      

2) ensures the formation of a unified information space of the Republic of Kazakhstan, implements state policy in the field of mass media, printing, broadcasting and book publishing;      

3) has the authority to manage the property and affairs of the abolished Ministry of Press and Mass Media of the Republic of Kazakhstan.      

 

3. To establish that the Chairman of the National Agency for Press and Mass Media Affairs of the Republic of Kazakhstan is appointed and dismissed by the President of the Republic of Kazakhstan.      

 

4. In order to comply with the requirements set out in subparagraph 2) Paragraph 1 of this Decree aims to empower the National Agency for Press and Mass Media of the Republic of Kazakhstan with the following powers:      

1) performing the functions of a single customer and executor of orders for state needs for the production of socially significant literature;      

2) development and implementation of investment policy on issues under the jurisdiction of the National Agency for Press and Mass Media of the Republic of Kazakhstan;      

3) development and implementation of state programs for the development of information infrastructure;      

4) preparation of proposals for improving legislation in the field of the press and mass media;      

5) participation in the protection of state secrets in the press and other mass media.      

 

5. To the Government of the Republic of Kazakhstan:      

1) transfer to the National Agency for Press and Mass Media of the Republic of Kazakhstan the budget appropriations provided for 1995 for the Ministry of Press and Mass Media of the Republic of Kazakhstan;      

2) to make a decision on endowing the National Agency for Press and Mass Information of the Republic of Kazakhstan with the functions of a subject of state ownership and a subject of management of republican book, newspaper and magazine publishing houses, printing and other state enterprises of the Ministry of Press and Mass Information of the Republic of Kazakhstan;      

3) transfer to the National Agency for Press and Mass Information of the Republic of Kazakhstan the rights of the founder of all state-owned newspapers and magazines.      

 

6. Within one month from the date of entry into force of this Decree, the Chairman of the National Agency for Press and Mass Media of the Republic of Kazakhstan shall submit to the President of the Republic of Kazakhstan for consideration the Regulations on the National Agency for Press and Mass Media of the Republic of Kazakhstan.      

 

7. To assist the central executive bodies, akims of the regions and the city of Almaty in resolving issues related to the formation and activities of the National Agency for Press and Mass Media of the Republic of Kazakhstan.      8. This Decree comes into force from the date of publication.
