Introduction

     Domestic policy is a critically important area of public policy aimed at consolidating and strengthening State institutions for the sustainable progress of the country.

     Fundamental shifts are taking place in the world due to geopolitical, economic, climatic, demographic and migration factors. A new technological order is being formed based on large-scale digitalization and the use of artificial intelligence. These processes have a definite impact on the social structures of modern societies, including Kazakhstan.

     In the context of the comprehensive modernization of our country, it is necessary to adopt a separate conceptual document systematizing the basic principles, values and directions of domestic policy.

     Kazakhstan is carrying out large-scale reforms in all spheres of life. A new economic policy is being implemented aimed at improving the well-being of citizens, maintaining a leading role in the region and strengthening its position in the international arena.

     Major transformations are being carried out in the social and humanitarian sphere. Science, education, and culture are proclaimed as the three key pillars contributing to the formation of a progressive nation.

     Of particular importance are issues of digital sovereignty, personal data protection, information security, and responsible use of artificial intelligence in the interests of society and citizens.

     The key event in the country's recent history was the national referendum of 2026, which resulted in the adoption of the New Constitution of the Republic of Kazakhstan.

     Its entry into force was a historic milestone and marked the transition to a modern and dynamic state-political model and serves as a solid foundation for the formation of a new social ethic.

     In the preamble, as well as in the key sections and articles of the Basic Law, our identity, social values and state principles are clearly expressed, which we must firmly follow. Our New Constitution reflects the image of the future of Kazakhstan, a technologically advanced, progressive state capable of adapting to any global challenges.

     At the new stage of the country's systemic modernization, the key tasks in the field of domestic policy are the promotion and protection of constitutional values and principles.

     This document will contribute to the formation of a common vision of the country's development prospects by the state and society.

     The regulatory and legal framework of the document consists of the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, decrees of the President of the Republic of Kazakhstan, and other regulatory legal acts of the Republic of Kazakhstan.

     The document was developed on the basis of the President's Messages to the people of Kazakhstan and speeches by the President of the Republic of Kazakhstan, the National Development Plan of the Republic of Kazakhstan until 2029, taking into account proposals from members of the National Kurultai, government agencies, public and scientific organizations.

     The basic principles, values, and directions presented are framework principles, defining only key guidelines and approaches to organizing the work of government agencies in the field of domestic policy.

Chapter 1. Objectives and principles of internal policy

     1. The purpose of the internal policy

     The purpose of domestic policy is to strengthen the statehood and unity of the nation, promote and protect constitutional values and principles, and ensure socio-political stability for the sustainable development of the country.

     The central idea is to build a Just Kazakhstan, an open, strong and prosperous country of equal opportunities, a progressive and responsible society.

     For its systematic implementation, the following principles of domestic policy are formulated: "Law and Order"; "A listening state"; "Different opinions – a united nation"; "A strong President – An Influential Kurultai – An Accountable Government"; "Adal Azamat"; "Clean Kazakhstan".

     These principles of state-building are universal in nature and are aimed at further consolidating the nation in the context of a broad public dialogue.

     2. Principles of internal policy

     The principle of "Law and Order"

     The principle of "Law and Order" is the foundation of the rule of law and the basic condition for ensuring public and individual security of citizens.

     Equality of all before the law, the relentlessness of punishment, and a high legal culture are the basis and measure of justice in society.

     This principle is implemented through the effective work of courts and law enforcement agencies, improving law enforcement practices through the introduction of digital technologies, artificial intelligence, and increasing public confidence in the law enforcement system. Special attention is paid to ensuring the rule of law in the digital space and protecting citizens from cyber threats.

     Ensuring law and order requires joint efforts of government agencies and citizens.

     The "Hearing State" principle

     The principle of the "Listening State" is a timely and fair response to the requests of citizens, a constant and systematic dialogue between the state and society.

     In practice, this principle is implemented through direct dialogue: meetings of heads of government agencies with the public, expert platforms, representative and advisory bodies. Existing digital communication channels are also being introduced: the open government portal, the E-petition online petition institute, and the E-Otinish citizens' appeals portal.

     Such open and focused work helps to strengthen trust between government institutions and society.

     The principle of "Different opinions – one nation"

     The principle of "Different opinions – one nation" means that all key decisions are made within the framework of an inclusive approach, taking into account public opinion and in the interests of the country.

     In practice, this principle is implemented through citizens' voting in elections and referendums, the activities of dialogue platforms and advisory bodies, and the constant study of public opinion.

     Fair and effective government decisions based on the consolidated positions of citizens contribute to strengthening democratic foundations and sustainable development of the country.

     The Principle Of "Strong President – Influential Kurultai – Accountable Government"

     The principle of "Strong President – Influential Kurultai – Accountable Government" presupposes the harmonious interaction of these institutions of power.

     The Institute of the Presidency is a key element of the public administration system and a center for strategic decision-making. The Head of state initiates reforms and defines the main directions of the state's domestic and foreign policy.

     The Kurultai represents the interests of citizens, enacts laws, and ensures a comprehensive discussion of current issues of society.

     The Government, heading the system of executive bodies, is responsible for the effective implementation of reforms.

     This management model creates a new institutional design of a fair state structure with an optimal balance between the branches of government.

     The principle of "Adal Azamat"

     "Adal Azamat" is a principle that provides for the formation and rooting in society of a progressive model of citizens' behavior. "Adal Azamat" is a collective image of a law–abiding, educated, patriotic, responsible citizen who through hard work achieves well-deserved success and recognition in society.

     The principle of "Adal Azamat" begins with the family, which acts as the basis for personality formation, the bearer of the values of mutual responsibility, mutual respect and continuity of generations.

     In practice, this principle is implemented through the educational process in educational institutions, extensive educational work, cultural, humanitarian, environmental projects, legislative initiatives, and the promotion of a healthy lifestyle.

     The Adal Azamat principle defines the values and ideals on which a progressive and just society is based.

     The principle of "Clean Kazakhstan"

     The principle of "Pure Kazakhstan" sets a common creative logic of thinking for all citizens.

     The observance of cleanliness and order, the preservation of historical and cultural heritage, and respect for the environment should become integral features of the national character.

     In practice, this principle is embodied in the nationwide project "Clean Kazakhstan", which unites the efforts of the state and society to clean, green and beautify cities and villages, improve the ecological environment, combat vandalism and lack of culture.

     "Clean Kazakhstan" is a principle that increases the responsibility of citizens and forms a new ethic in society.

     Thus, these principles of domestic policy define common guidelines for state building.

     "Law and Order" is the foundation of a State governed by the rule of law.

     The "hearing state" is an instrument of interaction.

     "Different opinions – one nation" is a method of mutual understanding.

     "A strong President is an Influential Kurultai– An Accountable Government" is a management model.

     "Adal azamat" is a way of thinking.

     "Pure Kazakhstan" – ethics of behavior.

     Together, they form a single formula for the Kazakh way of life and the image of the country's future – a Just Kazakhstan.

     A just Kazakhstan is a unitary state with the unconditional rule of law, strong democratic institutions, and inviolability of constitutional human and civil rights and freedoms.

     A just Kazakhstan is a society of hardworking citizens who realize their high responsibility to future generations and make a significant contribution to the development of the country. It is a progressive society that, based on a historical foundation, strives forward. Kazakhstan declares itself in the future as a technologically advanced nation.

     Fair Kazakhstan is a country of opportunities for comfortable living, career building and doing business. It is a country with a dynamically developing economy based on comprehensive innovations, large-scale digitalization and the worldwide introduction of artificial intelligence technology. This is a country where the main priority is to increase the welfare and quality of life of its citizens.

     Fair Kazakhstan is a regional point of attraction for investments and human capital. It is a middle Power that successfully promotes its national interests, strives for peace and friendship with all countries, and advocates the formation of a just and sustainable world order.

Chapter 2. National values and symbols

     1. National values

     Interpersonal and social interaction in any society is always based on certain common values.

     To this end, the National Kurultai initiated the compilation of a list of key national values, which included: Independence and patriotism, unity and solidarity, justice and responsibility, law and order, diligence and professionalism, creativity and innovation. Based on suggestions from experts and citizens, the results of a systematic study of public opinion and interdisciplinary research, this list harmoniously combines traditional, universal and modern values.

     This system of values, enshrined in the country's Constitution, is universal for all citizens of Kazakhstan, regardless of political and ideological views, economic and cultural factors, and social status.

     The system of universal social values is the basis of work in the field of domestic policy.

     Independence and patriotism

     The independence and sovereignty of Kazakhstan is a fundamental value reflecting our right to resolve our internal and external issues independently. This is a sacred symbol of the unity of our people and our statehood, which is succinctly conveyed by the words of the President: "The sovereignty and independence of the country is our most important, sacred value."

     Kazakh patriotism includes respect for the state, symbols, national culture, respect for nature, historical and moral values, and taking responsibility for the present and future of one's Homeland. The patriotism of citizens should be manifested through creative participation in the socio-economic and cultural life of the country, following the national interests of Kazakhstan.

     Independence and creative patriotism are inseparable from each other and form the foundation of the value system of our society. The achievements of independence can be preserved and multiplied only through the creative activity of the state and responsible patriotic citizens.

     Unity and solidarity

     Unity and solidarity are values without which stability and harmony in society are impossible, and they become even more relevant in the face of new challenges.

     The policy of preserving and strengthening national unity is based on the formula "Unity in diversity."

     The unity of the people is based on a common historical destiny, civic values and national identity, adherence to healthy traditions, equality of all citizens before the law, rejection of destructive, radical and alien views to our society.

     Solidarity is a sense of community among citizens that emphasizes the importance of mutual support and responsibility to achieve common goals.

     The values of unity and solidarity play a special role in the systemic modernization of the country, expanding the base of public support for reforms and the participation of citizens in solving strategic development tasks.

     Justice and responsibility

     Justice and responsibility are interrelated concepts that strengthen mutual respect for human dignity, trust and harmony in society.

     Awareness by every citizen of his significant role and personal responsibility, his rights and duties is one of the fundamental conditions for the formation of a truly stable, dynamically developing and harmonious society.

Solidarity is a sense of community among citizens that emphasizes the importance of mutual support and responsibility to achieve common goals.

     The values of unity and solidarity play a special role in the systemic modernization of the country, expanding the base of public support for reforms and the participation of citizens in solving strategic development tasks.

     Justice and responsibility

     Justice and responsibility are interrelated concepts that strengthen mutual respect for human dignity, trust and harmony in society.

     Awareness by every citizen of his significant role and personal responsibility, his rights and duties is one of the fundamental conditions for the formation of a truly stable, dynamically developing and harmonious society.

     The values of justice and responsibility mean that only through the joint efforts of the state and citizens can a Just Kazakhstan be built.

     Law and Order

     Ensuring order and security, and the urgency of punishing offenses are the basic functions of the State.

     The society develops "zero tolerance" for any offenses, immunity to antisocial behavior, and rejection of all forms of aggression and violence.

     It is important that every citizen understands that strict observance of law and order is the key to his personal well-being, public morality and the progress of the country.

     The rule of law and the rule of law is the foundation of a stable and prosperous State.

     Hard work and professionalism

     In society, especially among the younger generation, the formula "Responsible person – Honest work – Well-deserved success" is consolidated. This means that only a responsible, hardworking, dedicated professional can achieve real success in life.

     It is necessary to raise the prestige of working professions, to form a respectful attitude towards people of work and personal professionalism, and to counteract dependent attitudes.

     Cultivating the values of hard work and professionalism is important not only for the economic growth of the country, but also for the formation of a progressive and competitive nation.

     Creation and innovation

     Creation and innovation are the key to the country's competitiveness in the post–industrial world, in which ideas and innovations, digital technologies and artificial intelligence are the main driving force.

     To build a progressive society, it is important that our citizens embody openness to change, creativity, and creative thinking.

     The cult of knowledge, education, sanity and pragmatism should become an integral part of the public mentality, a key factor in the personal growth of citizens.

     An important role in promoting the values of creativity and innovation is played by educational activities and the consistent elevation of the status of scientists and educators in society.

     The formation of a reading nation is one of the important conditions for strengthening the intellectual and cultural potential of society and the development of human capital.

     The establishment of values of creativity and innovation in society today is one of the key conditions for Kazakhstan's future transformation into a technologically advanced country.

     2. National symbols

     The National Flag, the National Coat of Arms, and the National Anthem are state symbols embodying the independence and Sovereignty of the Republic of Kazakhstan. The national currency tenge serves as a symbol of economic independence.

     It is also a common international practice to compile a list of national symbols reflecting the historical and cultural characteristics of the country.

     National symbols express the associative image of the country, confirm the continuity of the thousand-year history of the Great Steppe, contribute to strengthening national identity and preserving historical and cultural heritage.

     For this purpose, the following list of national symbols is being defined:

     The national motto is "Alga, Kazakhstan!";

     The national color is sky turquoise, golden;

     The national symbol is the book - "Words of Edification" by Abai;

     The national symbol of unity is shanyrak;

     The national symbol is a musical instrument-the dombra;

     The national symbol is the tulip plant (kyzgaldak);

     the national sign of domestic production is "Kazakhstan zhasalgan","made in Kazakhstan";

     The national hashtag is #Qazaqstan, #Kazakhstan.

     This list of national symbols serves as the basis for the formation of a unified system of symbols and branding of the country.

     National symbols are intended to become the basic elements of a national identity: government agencies, administrative-territorial units, educational, cultural and sports institutions, and civil society institutions.

     National symbols can be used in practice during solemn, socio-political, humanitarian, cultural and mass events.

Chapter 3. Priority directions of domestic policy

     The priority directions of the domestic policy are:

     1) public dialogue;

     2) policy in the field of interethnic relations;

     3) Religious policy;

     4) Cultural and humanitarian policy;

     5) Family policy;

     6) Youth policy;

     7) Information policy;

     Public dialogue

     An open and permanent public dialogue requires:

     improving the mechanisms of interaction between the State and all institutions of civil society;

     creation of legal, economic and other necessary conditions for the development of civil society institutions;

     high degree of involvement of citizens and civil society institutions in the decision-making process;

     development of Kazakhstan's Halyk Kenesi as the highest advisory body representing the interests of the people of the Republic of Kazakhstan;

     improving the activities of public councils and other advisory bodies under central and local government agencies;

     ensuring transparency and information openness of the work of government agencies;

     constant monitoring of public opinion.

     Interethnic relations policy

     To ensure the effectiveness of State policy in the field of interethnic relations, it is necessary:

     cultivating the values of unity and solidarity in society;

     strengthening interethnic harmony and tolerance in society;

     categorical rejection of any form of discrimination based on ethnicity, race and other grounds;

     effective interaction of government agencies, organizations and civil society institutions in the field of interethnic relations;

     qualitative monitoring and analysis of the state of interethnic relations

     Religious policy

     To ensure the effectiveness of state policy in the field of religion, it is necessary:

     constant promotion of secular principles of state development, including ensuring the secular nature of the education and upbringing system;

     strengthening interfaith harmony and interreligious tolerance in society;

     preventing the use of religion for destructive purposes and preventing the imposition of religious beliefs;

     countering the propaganda of religious radicalism and extremism;

     increasing religious literacy of the population and building sustainable immunity to destructive ideologies in the digital environment;

     qualitative monitoring and analysis of the state of the religious sphere

     Cultural and humanitarian policy

     To ensure the effectiveness of state policy in the cultural and humanitarian sphere, it is necessary:

     promotion of the values of creativity and innovation in society, the cult of knowledge, popularization of science;

     improving the legal, financial, political, digital, information and environmental literacy of society;

     development of the state language and its consolidating potential;

     creating conditions for the development of languages of all ethnic groups of Kazakhstan;

     development of scientific, technical, and artistic creativity, as well as support for creative industries;

     preservation of the historical, cultural and documentary heritage of the country;

     improvement of procedures in the field of onomastics and historical and cultural monumental art;

     the inadmissibility of politicization of the language sphere, issues of history and onomastics.

     Family policy

     To ensure the effectiveness of family policy, it is necessary:

     strengthening the traditional institution of the family and supporting family values;

     promoting the idea of responsible parenting;

     prevention and counteraction to domestic violence, ensuring the safety of women and children;

     improving the regulatory framework in the field of family policy

     Youth policy

     To ensure the effectiveness of youth policy, it is necessary:

     creating conditions for the growth of the intellectual and personal potential of young people, their social and economic activity;

     developing a system of patriotic education, cultivating respect for state symbols, strengthening the ideology of responsible citizenship and a sense of belonging to the fate of the Motherland;

     encouraging youth participation in volunteer and other socially significant projects;

     promotion of creative values and positive attitudes among young people;

     countering deviant behaviors: drug addiction, alcoholism, ludomania, aggression and domestic violence, vandalism, waste;

     active involvement of youth representatives in the process of developing and implementing state youth policy.

     Information policy

     To ensure the effectiveness of the information policy, it is required:

     increasing the competitiveness of domestic mass media;

improving the regulatory framework in the field of family policy

     Youth policy

     To ensure the effectiveness of youth policy, it is necessary:

     creating conditions for the growth of the intellectual and personal potential of young people, their social and economic activity;

     developing a system of patriotic education, cultivating respect for state symbols, strengthening the ideology of responsible citizenship and a sense of belonging to the fate of the Motherland;

     encouraging youth participation in volunteer and other socially significant projects;

     promotion of creative values and positive attitudes among young people;

     countering deviant behaviors: drug addiction, alcoholism, ludomania, aggression and domestic violence, vandalism, waste;

     active involvement of youth representatives in the process of developing and implementing state youth policy.

     Information policy

     To ensure the effectiveness of the information policy, it is required:

     increasing the competitiveness of domestic mass media;

     development of high-quality educational, popular science and educational content;

     improving the procedure for interaction of government agencies with the media;

     promotion of generally accepted principles of journalistic ethics, countering illegal actions in the information space;

     countering the spread of destructive ideology and propaganda, fakes and false information;

     improving the regulatory framework in the field of mass media

Chapter 4. The institutional framework for the implementation of domestic policy

     The Administration of the President of the Republic of Kazakhstan is responsible for coordinating work in the field of domestic policy.

     The Government of the Republic of Kazakhstan, represented by the Government Staff, the Ministry of Culture and Information, the Ministry of Science and Higher Education, the Ministry of Education, the Ministry of Tourism and Sports, the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Justice, the Ministry of Ecology and Natural Resources, the Ministry of Labor and Social Protection of the Population and their territorial divisions, As Well As The Agency of The Republic of Kazakhstan For Civil Service Affairs And Its territorial divisions.

     At the local level, the implementation of internal policy is the responsibility of mayors at all levels, as well as deputy mayors for internal policy and other authorized local executive bodies.

     An important place in the implementation of domestic policy is given to Kazakhstan Halyk Kenesi, public councils at all levels and other consultative and advisory bodies under the President, the Kurultai, the Government of the Republic of Kazakhstan and local executive bodies.

     Deputies of the Kurultai of the Republic of Kazakhstan and maslikhats of all levels, the Commissioner for Human Rights, the Commissioner for Children's Rights, the Commissioner for Family Affairs, the Commissioner for the Rights of Socially Vulnerable Segments of the Population, political parties, the media, and non-governmental organizations are also involved in the implementation of domestic policy in certain areas within their competencies and powers., scientific, creative, professional associations and unions.

Conclusion

     The basic principles, values, and directions of domestic policy are of a national nature and must necessarily be taken into account in the work of all government agencies.

     Representative approaches provide guidance in making key government decisions of a socio-political, economic and social nature.

     The implementation of the provisions of this document will contribute to strengthening internal political stability, ensuring sustainable progress of society and the state, and building a Just Kazakhstan in which every citizen is part of a united, responsible and progressive nation.
