On the approval of the list of international commodity exchanges where the purchase and sale of goods are carried out as part of financing individuals and legal entities as a trade intermediary through the provision of commercial credit on the terms of subsequent sale of the goods to a third party

Resolution of the Government of the Republic of Kazakhstan dated April 13, 2026, No. 260

In accordance with part two of paragraph 3 of Article 41 of the Law of the Republic of Kazakhstan “On Banks and Banking Activities in the Republic of Kazakhstan,” the Government of the Republic of Kazakhstan RESOLVES:

     1. Approve the following list of international commodity exchanges where the purchase and sale of goods are carried out as part of financing individuals and legal entities as a trading intermediary through the provision of a commercial loan on the condition that the goods are subsequently sold to a third party:

     1) Australian Securities Exchange;

     2) Bursa Malaysia;

     3) CME Group;

     4) Dalian Commodity Exchange;

     5) European Exchange (Eurex);

     6) Hong Kong Exchanges and Clearing.

7) ICE Futures Europe;8) ICE Futures U. S.;9) Korea Exchange;10) London Metal Exchange;11) LSE Group;12) NYSE Euronext;13) Shanghai Futures Exchange;14) Singapore Exchange;15) Tokyo Commodity Exchange.

16) Zhengzhou Commodity Exchange.

     2. The authorized body responsible for regulating, monitoring, and supervising the financial market and financial organizations shall, on a semi‑annual basis, monitor the compliance of international commodity exchanges included in the list specified in paragraph 1 of this resolution with the criteria established by Part One of paragraph 3 of Article 41 of the Law of the Republic of Kazakhstan “On Banks and Banking Activities in the Republic of Kazakhstan”.

3. Repeal the Decree of the Government of the Republic of Kazakhstan dated July 24, 2015, No. 584 “On Approval of the List of International Commodity Exchanges Where Goods Are Purchased and Sold as Part of Financing Individuals and Legal Entities as Trade Intermediaries by Providing Commercial Credit on the Terms of Subsequent Sale of Goods to a Third Party”.

4. This Decree shall enter into force ten calendar days after the date of its first official publication.
