On the approval of the list of projects that do not require the development of a feasibility study

Resolution No. 362 of the Government of the Republic of Kazakhstan dated May 4, 2026.

In accordance with paragraph 1-1 of Article 149 of the Budget Code of the Republic of Kazakhstan, the Government of the Republic of Kazakhstan RESOLVES:

     1. To approve the attached list of projects that do not require the development of a feasibility study.

     2. To declare certain decisions of the Government of the Republic of Kazakhstan invalid, in accordance with the appendix to this resolution.

     3. This resolution shall enter into force on the day following its first official publication.

List of projects not requiring the development of a feasibility study

     1. Projects involving the construction of facilities based on standard designs, standard design solutions, reuse projects, and technically simple facilities.

     2. Projects involving the construction of socio‑cultural, public, and administrative facilities, as well as the provision of infrastructure, including:

     1) the construction of general education schools and boarding institutions with a capacity of up to 3,000 students inclusive;

     2) the construction of preschool institutions with a capacity of up to 500 places inclusive;

3) construction of vocational lyceums with a capacity of up to 600 places inclusive;

4) construction of boarding schools attached to existing schools with a capacity of up to 900 students inclusive;

5) construction of boarding schools for children with disabilities (visually impaired, deaf and hard‑of‑hearing, with speech disorders) with a capacity of up to 500 places inclusive;

6) construction of specialized round‑the‑clock sanatorium children’s institutions.

7) construction of student dormitories with a capacity of up to 1,000 beds at higher education institutions;

8) construction of gyms and workshops at general education schools;

9) construction of facilities for orphaned children;

10) construction of psychoneurological hospitals with a capacity of up to 300 beds inclusive;

11) construction of medical outpatient clinics;

12) construction of medical stations.

13) construction of paramedical and obstetric stations;

14) construction of multidisciplinary hospitals with a capacity of up to 180 beds, including a maternity ward;

15) construction of multidisciplinary hospitals and perinatal centers with a capacity of up to 300 beds, including;

16) construction of multidisciplinary children's hospitals with a capacity of up to 200 beds, including;

17) construction of rural hospitals with a capacity of up to 100 beds, including.

18) construction of maternity hospitals with a capacity of up to 60 beds inclusive;

19) construction of district and rural polyclinics with a capacity of up to 250 visits per shift inclusive;

20) construction of city polyclinics with a capacity of up to 500 visits per shift inclusive;

21) construction of tuberculosis dispensaries with a capacity of up to 100 beds and 150 visits per shift inclusive.

22) construction of blood centers with a collection capacity of up to 20,000 liters per year, inclusive;

23) construction and reconstruction of oncology service facilities;

24) construction of hospitals with a capacity of up to 60 beds, including outpatient clinics with a capacity of up to 100 visits per shift;

25) construction of a rehabilitation center for children with disabilities and (or) persons with disabilities, with a design capacity of up to 50 beds.

26) construction of residential buildings and dormitories, including on the territory of military camps;

27) construction and reconstruction of cultural facilities (libraries, museums, cultural centers, clubs) with a capacity of up to 400 seats inclusive;

28) construction and reconstruction of buildings of archival institutions with a storage capacity of up to 1,000,000 units (regional archives) or up to 1,000,000 units (district archives);

29) construction of multifunctional public buildings, as well as free‑standing administrative, office, management, and cultural and educational buildings (with a simultaneous occupancy of no more than 100 people) up to and including 3 storeys in height — for areas with typical geological conditions.

30) construction of multifunctional public buildings, as well as free‑standing administrative, service, management, and cultural and educational buildings up to 2 storeys inclusive — for areas with increased seismic activity (7 points or more) or other special geological (hydrogeological) and geotechnical conditions requiring special design solutions and measures during construction;

31) construction of buildings to accommodate territorial units of tax authorities, centers for receiving and processing information from tax authorities;

32) construction of buildings to accommodate territorial units of the treasury.

33) construction of extensions to administrative and utility buildings;

34) construction and reconstruction of court buildings (general, including military);

35) construction of public service centers (with a simultaneous occupancy of up to 300 people inclusive) up to 5 storeys high inclusive;

36) construction of specialized public service centers for vehicle registration and issuance of...

37) construction of sports and entertainment buildings and covered structures with halls having a capacity of up to 300 spectator seats, including those for areas with normal geological conditions;

     38) construction of sports and health complexes in districts and cities of republican and regional significance, with a capacity of up to 320 people, including;

     39) construction of sea and river terminals (excluding floating piers and piers) with waiting areas having a capacity of up to 75 people, including.

40) construction of separate single‑storey (above‑ground or underground) parking garages with a capacity of up to 100 vehicles inclusive;

41) reconstruction and restoration of water management systems and structures;

42) reconstruction and restoration of hydraulic reclamation system facilities;

43) bank protection, dredging and channel straightening works on water bodies.

44) construction and reconstruction of boiler houses with a design capacity of up to 50 Gcal/hour inclusive, including on the territory of military settlements;

45) construction and reconstruction of electric lighting for streets and roads in populated areas;

46) construction and reconstruction of electrical networks in rural populated areas and in mass residential development areas in cities of regional and republican significance.

     47) construction and reconstruction of distribution networks and water supply and sanitation facilities, electricity supply up to 220 kW inclusive, gas supply and heat supply to microdistricts, individual districts and residential areas of cities, as well as settlements with a population of up to 25,000 inhabitants;

     48) construction and reconstruction of inter-settlement gas pipelines, gas pipelines (supply), branch pipelines and automated gas distribution stations provided for by approved regional gasification schemes;

49) construction and reconstruction of irrigation water supply facilities;

50) construction of bridges up to and including 100 linear meters on local roads;

51) reconstruction and restoration of facilities of the state nature reserve fund included in the list of facilities of the state nature reserve fund of republican significance, approved by the resolution of the Government of the Republic of Kazakhstan.

52) fishery reclamation of water bodies, clearing of channels, riverbeds and river mouths, restoration of spawning grounds for valuable fish species.

3. Projects involving the construction of facilities for the Armed Forces of the Republic of Kazakhstan, prosecutor’s offices, civil defense bodies, special state bodies, other troops and military formations, as well as facilities of the law enforcement and penal system of the Republic of Kazakhstan.

 The specified projects also include facilities designed to ensure the protection of consumer rights, the sanitary and epidemiological well‑being of the population, the conduct of forensic medical examinations, as well as the provision of fire, phytosanitary, veterinary and other types of safety, including:

     1) the construction and reconstruction of buildings (complexes) and structures to accommodate line, district, and operational units, city departments and departments;

     2) the construction and reconstruction of buildings of prosecutor’s offices;

     3) the construction of nurseries and forest seed production facilities.

4) the construction of service cordons for the state forest protection service and state inspectors of environmental protection institutions;

5) the construction of checkpoints for organizations engaged in forestry and environmental protection institutions;

6) the construction of fire observation towers for organizations engaged in forestry and environmental protection institutions;

7) the construction of fire‑chemical stations for environmental protection institutions.

8) construction of sheds for storing fire‑fighting equipment for organizations engaged in forestry and environmental protection institutions;

9) construction of facilities to accommodate military personnel of the National Guard of the Republic of Kazakhstan responsible for guarding correctional institutions;

10) construction of a veterinary laboratory for the study of genetically modified organisms;

11) construction of detention centres for illegal migrants;

12) construction of a cynological centre, a centre for canine services.

13) construction of specialized correctional facilities;

14) construction of special detention facilities for persons subjected to administrative arrest;

15) construction of investigative detention facilities;

16) construction of a veterinary laboratory for diagnosing animal diseases and determining the food safety of products and raw materials of animal origin;

17) construction of slaughterhouses and meat processing facilities;

18) construction of veterinary stations and veterinary facilities.

19) construction of veterinary facilities for the production and/or storage of veterinary medicines;

20) construction of veterinary hospitals, pharmacies, and clinics;

21) construction of facilities for the disposal of biological waste (Becker pits);

22) construction of veterinary and sanitary checkpoints with disinfection barriers;

23) construction of an artificial insemination station;

24) construction of veterinary facilities.

25) construction of quarantine laboratories;

     26) construction of laboratories for seed quality testing;

     27) construction of a fire station with 2, 4, 6, and 8 shifts, inclusive;

     28) construction of military camps, including for rescue centers and civil defense military units;

     29) construction of border departments (offices) for the Border Service of the National Security Committee of the Republic of Kazakhstan.

30) construction of commandant’s offices;

31) construction of checkpoints;

32) construction of multi‑purpose warehouses and warehouses for material and technical and combat equipment, civil defence equipment, and state material reserves;

33) construction of service and technical buildings for military institutions;

34) construction of medical aid points for the Border Service of the National Security Committee of the Republic of Kazakhstan.

35) construction of a parking lot for aviation equipment of the Aviation Service of the National Security Committee of the Republic of Kazakhstan;

36) construction of helipads for the Border Service of the National Security Committee of the Republic of Kazakhstan;

37) construction of a storage facility for 16, 24, and 32 units of wheeled (tracked) equipment, including;

38) construction of a warehouse with a capacity of 16 and 20 railway cars.

39) construction of technical maintenance and repair points for 2 and 4 posts;

40) construction of a battery charging station;

41) construction of a control and technical point;

42) construction of a vehicle refueling station;

43) construction of a bathhouse and laundry complex with a capacity of up to 40 people per shift, inclusive, on the territory of the military camp.

44) construction of a hospital with a capacity of up to 250 beds inclusive;

45) construction of a headquarters;

46) construction of barracks with a capacity of up to 600 beds inclusive;

47) construction of educational buildings;

48) construction of canteens with a capacity of up to 150 seats inclusive;

49) construction of parade grounds with a tribune;

50) construction of obstacle courses.

51) construction of guardhouses and guard camps;

52) construction of sports complexes serving up to 240 people per day, including on the territory of military camps;

53) construction of sports grounds on the territory of military camps;

54) construction of fuel and lubricant refueling points with an oil dispenser;

55) construction of complexes for separate radar companies.

56) construction of aviation guidance points;

57) construction of buildings for the aviation technical and operational unit, including rescue aviation;

58) construction of hangars, including for rescue aviation;

59) construction of vehicle parks;

60) construction of an airborne complex;

61) construction of fire‑technical laboratories.

62) construction of buildings for medical and disaster centers, and for medical and psychological rehabilitation;

63) construction of sheds and garage boxes for equipment of firefighting services and professional emergency and rescue services and units;

64) construction of automated observation points (posts, stations) for monitoring mudflow, flood, and snow avalanche conditions;

65) construction of an earthquake forecast network for observation.

66) construction of parking areas for aviation equipment and helicopter pads, including those for rescue aviation;

67) construction of protective structures (shelters, anti‑radiation shelters);

68) construction of urban and suburban reserve Civil Defense command posts;

69) construction of reserve command posts.

70) construction of indoor sports arenas, training centers, training grounds, and complexes for the training, retraining, and professional development of firefighters, rescuers, and professional emergency and rescue services and units;

71) construction of separate buildings (complexes) to house rescue stations, piers, and posts of water rescue services, professional emergency and rescue services, and units;

72) construction of taxiways for aviation, including rescue aviation.

73) construction of buildings and structures for housing territorial bodies responsible for consumer protection, research centers, centers for sanitary and epidemiological examination, disinfection and anti‑plague stations;

74) construction of forensic medicine centers and morgues;

75) construction of military infirmaries;

76) construction of guardhouses;

77) construction of a command and control center.

78) construction of buildings for training and simulation centers for aviation, tank, and infantry combat vehicles;

79) construction of perimeter fencing around buildings and structures;

80) construction of chemical laboratories for environmental monitoring;

81) construction of facilities for the hydrometeorological observation network;

82) construction and reconstruction of administrative buildings for environmental protection agencies (offices);

83) construction of a visitor center for an environmental protection agency.

84) construction of forensic examination centers;

85) construction of a facility for basing ships and boats;

86) drilling and reconstruction of water intake and water‑draining wells;

87) construction of field training centers;

88) construction, expansion.

89) construction of road checkpoints along the State Border section;

     90) construction of complexes of buildings and structures to accommodate radio technical units and operational points of the Border Service of the National Security Committee of the Republic of Kazakhstan;

     91) construction (equipping) of video surveillance systems and alarm systems for protecting extended sections of border departments (units) and other facilities of the Border Service of the National Security Committee of the Republic of Kazakhstan;

     92) construction of technical observation posts for border departments (units) of the Border Service of the National Security Committee.

93) construction of departments;94) construction and reconstruction of facilities for the production of immunobiological preparations;95) for official use;96) for official use.

4. Projects involving the construction and reconstruction of existing sections of public highways, runways, access roads to operating airfields, air terminals, and air navigation facilities, including:

1) the reconstruction of existing sections of public roads;2) the reconstruction of runways at existing airfields and airports;3) the reconstruction of access roads to existing airfields, airports, and air navigation facilities;4) the construction of railway stations with a capacity of up to 100 passengers per day inclusive;5) the construction of bus stations with waiting rooms for up to 75 people inclusive.

6) the construction of airport terminals and air terminals designed to serve air passengers, with a capacity of up to 75 passengers per hour inclusive;

7) the construction of highways along the section of the state border;

8) the construction of access roads to historical and cultural heritage sites included in the State List of Historical and Cultural Monuments of International, Republican and Local Significance, as well as to sites of national importance and tourist attractions;

9) the construction and reconstruction of access roads to specially protected natural areas.

5. Projects involving the enhancement of the seismic resistance of buildings and structures.

     6. Projects involving the construction of facilities in the field of emergency prevention and response, including:

     1) the construction of control centers;

     2) the construction of mudflow protection structures;

     3) the construction of temporary helicopter pads in mountainous areas;

     4) the construction of mudflow test sites;

     5) the construction of avalanche protection structures in avalanche‑prone areas;

6) construction of anti‑landslide structures in landslide‑prone areas;

7) construction of integrated monitoring stations for hazardous natural phenomena and installation of warning systems in the channels of mountain rivers;

8) phytomelioration works aimed at preventing mudflows, snow avalanches, and landslide processes;

9) construction of transformer substations;

10) construction of communication posts and hubs.

11) construction of antenna mast for radio equipment antennas;

12) construction of temporary engineering flood protection structures;

13) construction and reconstruction of flood dams;

14) construction of facilities involving engineering work to ensure the capacity of river channels.

7. Projects involving the construction of facilities pursuant to a decision (order) of the President of the Republic of Kazakhstan.

8. Projects involving the construction (reconstruction) of industrial, production, and civilian facilities, with a standard construction duration of less than 36 (thirty‑six) months, including:

     1) socio‑cultural, public, and administrative facilities, housing, as well as the provision of engineering infrastructure;

2) the Armed Forces, prosecutorial bodies, civil defense agencies, special state bodies, other troops and military formations of the Republic of Kazakhstan, law enforcement and penal systems, as well as for the protection of consumer rights and ensuring sanitary and epidemiological well‑being, forensic medical examination, fire safety, phytosanitary, veterinary and other types of safety;

3) existing sections of public highways, runways, access roads to operational airfields, air terminals and air navigation facilities.

4) access roads to specially protected natural areas;

5) in the field of prevention and elimination of emergency situations;

6) industrial and production purposes;

7) municipal services;

8) healthcare.
