     In order to implement Article 33 of the Constitutional Law of the Republic of Kazakhstan dated December 26, 1995 "On the President of the Republic of Kazakhstan", I HEREBY DECREE:

           1. To establish the republican state institution "Central Communications Service" under the President of the Republic of Kazakhstan in Astana (hereinafter referred to as the institution).

     2. Establish the staffing of the institution in the amount of 43 units.      

3. To determine the Administration of the President of the Republic of Kazakhstan as the authorized body in relation to the institution.      

4. To establish that the director of the institution is appointed and dismissed by the President of the Republic of Kazakhstan.      

5. The Government of the Republic of Kazakhstan: 1) to liquidate the republican state institution "Communications Center" of the Office of the Prime Minister of the Republic of Kazakhstan, with the transfer of its property to the institution; 2) to develop and submit for approval the charter of the institution within one month; 3) to ensure the state registration of the institution; 4) to take other measures arising from of this Decree.      

6. The Office of the President of the Republic of Kazakhstan, together with the Ministry of Finance of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, ensure the allocation of premises for the institution.      

7. To make additions to the following decrees of the President of the Republic of Kazakhstan: 1) in Decree of the President of the Republic of Kazakhstan dated December 29, 1999 No. 317 "On approval of the Register of Positions of Political Civil Servants and the Rules for imposing Disciplinary penalties on political civil servants" (SAPP of the Republic of Kazakhstan, 1999, No. 58, art. 559; 2002, No. 18, art. 196; No. 32, art. 339; 2003, No. 20, Article 201; 2004, No. 19, Article 234; No. 21, Article 265; No. 33, Article 439; 2005, No. 27, Article 329; No. 30, Article 380; 2006, No. 23, Article 229; No. 39, Article 429; 2007, No. 43, Article 499; 2008, No. 9, Article 89; 2010, No. 2, Article 12; No. 51, Article 466; 2011, No. 19, Article 229; No. 37, Article 438; 2012, No. 35, Article 457): in In the register of positions of political civil servants approved by the above-mentioned Decree: after the line "Director of the Nazarbayev Center, his deputies", add the following line: "Director of the Central Communications Service, his deputies"; 2) in Decree of the President of the Republic of Kazakhstan dated March 29, 2002 No. 828 "On certain issues of personnel policy in the system of public authorities" (SAPP of the Republic of Kazakhstan, 2004, No. 17, Article 212; No. 21, Article 265; 2005, No. 29, Article 362; 2006, No. 23, Article 229; 2007, No. 42, Article 479; 2009, No. 34, Article 321; 2010, No. 51, Article 466; 2011, No. 39, Article 472; No. 41, Article 518; No. 48, art. 646; No. 51, art. 685; 2012, No. 35, art. 457): in The list of positions of political civil servants and other officials appointed by the President of the Republic of Kazakhstan or in agreement with him, elected on his proposal, as well as appointed in agreement with the Administration of the President of the Republic of Kazakhstan, approved by the above-mentioned Decree: after the line: "Director    President, Head of the Head of the Nazarbayev Chancellery of the Administration of the Center                     Add the following line to the President:      "Director    The President is the Head of the "Administration Service".      Central communications"      

8. This Decree shall enter into force from the date of signing.
