For preliminary consideration and preparation of proposals for awarding, assistance in implementing the legislation on state awards of the Republic of Kazakhstan and in accordance with Article 7 of the Decree of the President of the Republic of Kazakhstan, which has the force of Law, dated December 12, 1995 "On State Awards of the Republic of Kazakhstan", I hereby decree:      

1. To establish a Commission on State Awards under the President of the Republic of Kazakhstan.    

2. abrogated by Decree of the President of the Republic of Kazakhstan dated 29.03.2002 N 829 (not received by the RCPI).      

3. To approve the Regulations on the State Awards Commission under the President of the Republic of Kazakhstan (attached).      

4. To invalidate the Decree of the President of the Kazakh SSR dated October 28, 1991 No. 486 "On the Commission under the President of the Kazakh Soviet Socialist Republic on State Awards" and Decree of the President of the Republic of Kazakhstan dated April 21, 1995 No. 2226 "On changes in the composition of the Commission under the President of the Republic of Kazakhstan on State Awards".      

5. This Decree comes into force from the date of signing.

Position

about the Commission on State Awards under the President of the Republic of Kazakhstan

     1. The Commission on State Awards under the President of the Republic of Kazakhstan (hereinafter referred to as the Commission) is formed from among representatives of state bodies, organizations of the Republic of Kazakhstan, cultural figures for preliminary consideration and preparation of proposals on award issues, assistance in the implementation of award legislation.      

2. The Commission is an advisory body under the President of the Republic of Kazakhstan and consists of the chairman, deputy, secretary and 6-8 members of the commission, approved by the Head of State.

3. The Commission is responsible for:      

1) consideration of proposals for the approval and abolition of state awards of the Republic of Kazakhstan, draft laws of the Republic of Kazakhstan and other regulatory legal acts on awards, submissions on awarding state awards of the Republic of Kazakhstan and the deprivation of state awards of the Republic of Kazakhstan, petitions for the restoration of rights to awards, the issuance of duplicates of state awards and documents to them;      

2) participation in monitoring compliance with the legislation on state awards of the Republic of Kazakhstan, studying and summarizing the award policy.      

4. The Commission has the right to:      

1) submit proposals to the President of the Republic of Kazakhstan on the approval and abolition of state awards of the Republic of Kazakhstan, conclusions on draft regulatory legal acts on award issues, recommendations on improving the practice of applying award legislation;      

2) to give opinions on representations on awarding state awards of the Republic of Kazakhstan, deprivation of state awards of the Republic of Kazakhstan, on petitions for restoration of rights to awards, issuance of duplicates of state awards and documents to them;      

3) request information and documents necessary for its work from government agencies, organizations and officials.;      

4) to hear representatives of government agencies, organizations and officials on the application of the award legislation;      

5) to send recommendations to the state bodies of the Republic of Kazakhstan on the issues of awarding state awards to the most distinguished citizens;      

6) to consider complaints regarding the application of legislation on state awards;      

7) involve, if necessary, scientists, members of the public and specialists to prepare conclusions on the received submissions on awarding citizens and other award issues.      

5. Meetings of the Commission are held as necessary and are considered competent if they are attended by more than half of the total number of members of the Commission.

6. The Commission makes decisions by a majority vote of the total number of Commission members present at the meeting. The Commission's decisions can also be taken by means of a survey.      

7. Decisions and recommendations of the Commission are sent, if necessary, to the relevant state bodies and organizations and are subject to mandatory consideration within the time limit set by the Commission.      

8. The activities of the Commission are provided by the Office of the President.
