In order to monitor and evaluate the implementation of the Concept for the transition of the Republic of Kazakhstan to a "green economy", I HEREBY DECREE:
1. To form the Council for the Transition to a "green Economy" under the President of the Republic of Kazakhstan (hereinafter referred to as the Council) according to the annex to this Decree.
2. To approve the attached Regulations on the Council.
3. The Government of the Republic of Kazakhstan shall take the necessary organizational and other measures arising from this Decree.
4. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.
5. This Decree shall enter into force from the date of its signing.

Regulations on the Council for the Transition to a "Green Economy" under the President of the Republic of Kazakhstan 1. General provisions
1. The Council for the Transition to a "green Economy" under the President of the Republic of Kazakhstan (hereinafter referred to as the Council) is an advisory body formed for the purpose of monitoring and evaluating the implementation of the Concept for the Transition of the Republic of Kazakhstan to a "green economy" (hereinafter referred to as the Concept), developing appropriate recommendations based on monitoring and evaluation, defining strategies, tactics and mechanisms for the implementation of the Concept, ensuring the modernization of the economy based on the principles of "green" and sustainable development.
2. In its activities, the Council is guided by the Constitution and laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan, international treaties of the Republic of Kazakhstan and this Regulation on the Council for the Transition to a "Green Economy" under the President of the Republic of Kazakhstan (hereinafter referred to as the Regulation).
3. The Council's activities are ensured by the Council's working body.
4. The working body of the Council is the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (hereinafter referred to as the working body).

2. The main tasks and functions of the Council
5. The main objectives of the Council are:
1) preparation of proposals for the implementation of the main provisions of the Concept, definition of strategy and tactics, methods and mechanisms of its implementation;
2) monitoring the results of the most significant socio-economic measures of the Action Plan for the implementation of the Concept for the Transition of the Republic of Kazakhstan to a "green economy" for 2021-2030, identifying problems that hinder their implementation, as well as preparing proposals to ensure the full implementation of the planned transformations in the direction of greening production and environmental management;
3) preparation of proposals to improve the effectiveness of cooperation between central and local executive authorities and local governments in solving the most significant problems of the transition to a "green economy", including proposals for measures aimed at creating a favorable climate and conditions for the "green" development of the economy;
4) making proposals to improve control over bringing strategic plans of government agencies and development programs, sectoral programs in line with the priorities and principles of the Concept;
5) involvement of public organizations and mass media in discussing the directions, stages, methods and mechanisms of the Concept implementation.

6. The main functions of the Council are:
1) monitoring and evaluation of the implementation of the Concept;
2) development of relevant recommendations and proposals based on monitoring and evaluation;
3) review of the National Report on the Transition to a "green economy" every three years;
4) consideration of draft legislative and other regulatory legal acts of the Republic of Kazakhstan in accordance with the priorities and principles of the Concept for the transition to a "green economy";
5) review and evaluation of the content of strategic and program documents on the country's transition to a "green economy";
6) performing other functions in accordance with the legislation of the Republic of Kazakhstan.
3. Council rights
7. The Council has the right in accordance with the procedure established by the legislation of the Republic of Kazakhstan and within its competence:
1) to make suggestions and recommendations on issues related to the implementation of the Concept for the transition of the Republic of Kazakhstan to a "green economy";
2) to consult, request and receive information from government agencies and officials;
3) involve entrepreneurs, specialists, scientists and independent experts to participate in the discussion of problematic issues.
4. Organization of the Council's activities
8. The Chairman of the Council is the Prime Minister of the Republic of Kazakhstan.

11. The meetings of the Council are conducted by the Chairman of the Council or, on his instructions, by the Deputy Chairman of the Council.
12. Meetings of the Council are considered valid if they are attended by at least two thirds of the total number of Council members.
13. The members of the Council participate in its meetings without the right of replacement.
14. Meetings of the Council are held at least once every six months. By decision of the Chairman of the Council, if necessary, extraordinary meetings of the Council may be held.

15. Decisions of the Council are made by a simple majority of votes of the total number of Council members present at the meeting. In case of equality of votes on the issue under discussion, the chairman's vote is decisive.
16. In case of disagreement with the adopted decision, a member of the Council has the right to express his/her dissenting opinion.
17. Following the results of the meetings of the Council, decisions are made, formalized by the minutes.
18. Secretary of the Council:
1) formulates a draft agenda for Council meetings;
2) organizes the preparation of materials for the meetings of the Council, as well as draft protocol decisions.
5. The working body of the Council
19. The Council's working body:
1) collects proposals for consideration by the Council, forms proposals for consideration by the Council, submitted by government agencies and other organizations;
2) monitors the implementation of the Council's decisions;
3) requests from government agencies and other organizations the information necessary to carry out the tasks of the Council;
4) notify the members of the Council of the place, time and agenda of the Council meetings and provide them with the necessary materials in a timely manner.
6. Working groups of the Council
20. By decision of the Council, in order to implement the tasks assigned to it, working groups of the Council are created on the following issues::
1) financial and investment policy;
2) Water resources management;
3) agricultural development;
4) Energy saving and energy efficiency improvement;
5) development of the electric power industry, including renewable energy sources;
6) Waste management;
7) reducing air pollution;
8) Ecosystem management;
9) education and formation of ecological culture of the population.
21. The composition of the working groups is approved at a meeting of the Council by the Chairman of the Council.
22. The Council's working groups include representatives of Council members who are heads of government agencies, public associations of entrepreneurs and business entities.

23. The working groups develop recommendations to the Council, which are reviewed and approved by the minutes of the Council meeting.
24. Participation in the work of the Council's working groups is carried out without the right of substitution.
7. Termination of the Council's activities
25. The basis for the termination of the Council's activities is the decision of the President of the Republic of Kazakhstan.
