     To ratify the Agreement in the form of an exchange of notes on the procedure for recognizing official documents confirming residency issued by the authorized bodies of the Republic of Kazakhstan and the Russian Federation within the framework of the Convention between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Elimination of Double Taxation and the Prevention of Tax Evasion on Income and Capital, done in Astana on February 22, 2016 and in Moscow on February 15 March 2016.

     The Ministry of Foreign Affairs of the Russian Federation presents its compliments to the Ministry of Foreign Affairs of the Republic of Kazakhstan and has the honor to confirm receipt of the note of the Ministry of Foreign Affairs of the Republic of Kazakhstan dated February 22, 2016 No. 15-1/562 as follows:       "The Ministry of Foreign Affairs of the Republic of Kazakhstan presents its compliments to the Ministry of Foreign Affairs of the Russian Federation and has the honor to announce the following.       Striving to create an effective and simplified mechanism of cooperation within the framework of Under the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Elimination of Double Taxation and the Prevention of Tax Evasion on Income and Capital dated October 18, 1996 on the recognition of official documents, the Government of the Republic of Kazakhstan invites the Government of the Russian Federation (hereinafter referred to as the Parties) to determine the following.        1. Documents issued by the authorized body of the State of one Party and stamped with its stamp are accepted on the territory of the State of the other Party without any special certificate, including apostillation or consular legalization. Such documents, considered official in the territory of the State of one Party, enjoy the evidentiary value of official documents in the territory of the State of the other Party. This recognition procedure applies to official documents issued by authorized bodies of the States of the Parties since January 1, 2011.         2. Any disputes and disagreements regarding the interpretation or application of the provisions of this Agreement shall be resolved by the Parties through consultations and negotiations.        3. This Agreement is concluded for an indefinite period and remains in force until one of the Parties terminates it.       Each Party may terminate this Agreement after the end of 5 years from the date of entry into force of this Agreement by notifying in writing through diplomatic channels of its intention to terminate it at least 6 (six) months before the end of the current calendar year.       In this case, this Agreement shall terminate on January 1 of the year following the year in which such notification was received.       4. If the Government of the Russian Federation agrees with the above, the Ministry of Foreign Affairs of the Republic of Kazakhstan, on behalf of the Government of the Republic of Kazakhstan, has the honor to propose that this note and the response note of the Ministry of Foreign Affairs of the Russian Federation be considered an Agreement in the form of an exchange of notes on the procedure for recognizing official documents confirming residency, issued by the authorized bodies of the Republic of Kazakhstan and the Russian Federation within the framework of The Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Elimination of Double Taxation and the Prevention of Tax Evasion on Income and Capital, which enters into force on the date of receipt through diplomatic channels of the last written notification on the completion by the Parties of the internal procedures necessary for its entry into force.       The Ministry of Foreign Affairs of the Republic of Kazakhstan takes this opportunity to renew to the Ministry of Foreign Affairs of the Russian Federation the assurances of its high esteem."       The Ministry has the honor to inform about the agreement of the Government of the Russian Federation to consider the note of the Ministry of Foreign Affairs of the Republic of Kazakhstan dated February 22, 2016 No. 15-1/562 and this response note as an Agreement on the procedure for recognizing official documents confirming residency issued by the authorized bodies of the Russian Federation and the Republic of Kazakhstan within the framework of The Agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on the Elimination of Double Taxation and the Prevention of Tax Evasion on Income and Capital, which shall enter into force on the date of receipt through diplomatic channels of the last written notification on the completion by the Parties of the internal procedures necessary for its entry into force.       The Ministry hereby confirms that the Russian Federation has completed the internal procedures necessary for the entry into force of the Agreement on the Procedure for Recognizing Official Documents Confirming Residency issued by the authorized bodies of the Russian Federation and the Republic of Kazakhstan within the framework of The Agreement between the Government of the Russian Federation and the Government of the Republic of Kazakhstan on the Elimination of Double Taxation and the Prevention of Tax Evasion on Income and Capital. In this regard, the Ministry assumes that, in accordance with the provisions of the Agreement, it will enter into force on the date of receipt by the Russian Side of a written notification that the Kazakh Side has completed the internal procedures necessary for its entry into force.       The Ministry takes this opportunity to renew to the Ministry the assurances of its high esteem.
