On the ratification of the Agreement on the Basic Principles of Creating a system of covert control of the Forces and Means of the Collective Security System of the Collective Security Treaty Organization

     To ratify the Agreement on the Basic Principles of Creating a system of covert control of the forces and Means of the collective security system of the Collective Security Treaty Organization, signed in Moscow on June 14, 2009.

  AGREEMENT on the basic principles of creating a system of covert control of the forces and means of the collective security system Collective Security Treaty Organization

     The member States of the Collective Security Treaty Organization (hereinafter referred to as - The CSTO, the Organization), hereinafter referred to as the Parties, proceeding from the need to combine efforts to further form a collective security system, guided by the provisions of the Protocol on the Procedure for the Formation and Functioning of the Forces and Means of the Collective Security System of the States Parties to the Collective Security Treaty of May 15, 1992, signed on May 25, 2001, the Agreement on Mutual Security classified information within the framework of the Collective Security Treaty Organization dated June 18, 2004, Agreement on the Establishment of a command and control system for the Collective Security System of the Collective Security Treaty Organization dated October 6, 2007, in order to create a covert control system for the forces and means of the collective security System of the Collective Security Treaty Organization (hereinafter referred to as the covert control system),

     have agreed on the following:

  Article 1

     The parties are creating a system of covert control of the forces and means of the collective security system of the Collective Security Treaty Organization.       The covert control system is a set of functionally interconnected management bodies, information protection bodies, automation systems and other means of controlling forces and assets that form the organizational and technical basis for covert control of coalition (regional) groupings of troops (forces) operating according to their application plans.       The covert control system is an integral part of the command and control system of the Organization's collective security system and is based on elements of covert command and control systems for troops (forces) and communications facilities of the Parties in the regions (areas) of collective security.

  Article 2

     The purpose of creating a system of covert control of the CSTO forces and means is to keep secret the activities for the management of the forces and means of the Organization's collective security system in all operating conditions and the adopted management system.

  Article 3

     The basic principles of creating a hidden management system are:       formation of a system of covert control of the CSTO forces and means in the regions (areas) of collective security; compliance of the created system of covert control of the CSTO forces and means with the tasks assigned to the system of control of the forces and means of the Organization's collective security system, the created communication system with similar (compatible) means of communication;       the use of a covert control system in conjunction with other components that affect the covert management of the forces and means of the Organization's collective security system; assigning responsibilities for planning the covert management of the forces and means of the Organization's collective security system to the military command authority responsible for planning the use of a specific coalition (regional) grouping of troops (forces);       ensuring covert control of the forces and means of the CSTO collective security system in the implementation of interregional cooperation of coalition (regional) groups of troops (forces); ensuring the integrated use of information security tools and the implementation of secrecy measures; using compatible covert control tools and unified rules for their use available to the Parties;       determination of the main means of covert control and the procedure for their use, depending on the composition of coalition (regional) groups of troops (forces), the management link and the conditions affecting the fulfillment of tasks; unification of technical and hardware-software solutions being developed to ensure covert control of the forces and means of the CSTO collective security system, certification of information security tools.       The organization of covert control in coalition (regional) groupings of troops (forces) is based on a standard scheme for organizing information protection within the framework of the CSTO, approved by decisions of the Council of Defense Ministers and the Committee of Secretaries of the CSTO Security Councils.

  Article 4

     The tasks, the composition of forces and means, and the functioning of the covert control system are determined by a separate Regulation approved by decisions of the Council of Defense Ministers and the Committee of Secretaries of the CSTO Security Councils. The creation, development and improvement of the covert control system is organized and implemented by the CSTO Council of Defense Ministers. The procedure, operating conditions, composition, recruitment procedure and powers of information protection bodies of national contingents are determined on the basis of the legislation of the Parties.

  Article 5

     As part of the forces and means of the CSTO collective security system, there are systems of covert control of coalition (regional) groupings of troops (forces) in the regions of collective security:       the system of covert control of forces and assets of the group of forces of the Eastern European region of Collective security (formed within the framework of the Union State of the Republic of Belarus and the Russian Federation);       the system of covert control of forces and means of the group of forces of the Caucasian region of collective security (formed on the basis of bilateral agreements between the Republic of Armenia and the Russian Federation); the system of covert control of forces and means of the group of forces of the Central Asian region of collective security (formed on the basis of bilateral and regional agreements between the Parties).

  Article 6

       When creating and operating a covert control system, the Parties shall take all necessary measures to ensure the secrecy and security of classified information in accordance with their regulatory legal acts on the protection of classified information, the Agreement on Mutual Security of Classified Information within the Framework of the Collective Security Treaty Organization of June 18, 2004, as well as other international treaties to which they are.

  Article 7

     The Parties shall independently bear the costs incurred in the course of their implementation of this Agreement, unless a different procedure is agreed in each specific case.

  Article 8

     This Agreement may be amended by mutual agreement of the Parties, formalized in separate protocols.

  Article 9

     Disputes arising between the Parties in the application and interpretation of this Agreement are resolved through consultations and negotiations between the Parties concerned.

  Article 10

     This Agreement shall enter into force on the date of receipt by the depositary of the fourth written notification that the signatory Parties have completed the internal procedures necessary for its entry into force.       For the Parties who have completed the necessary internal procedures later, this Agreement shall enter into force on the date of delivery of the relevant written notification to the depositary.

  Article 11

     Each Party may withdraw from this Agreement by sending a written notification to the depositary no later than six months before the withdrawal date, having settled its obligations arising during the validity of this Agreement.

     Done in Moscow on June 14, 2009, in one original copy in the Russian language. The original copy of this Agreement shall be kept at the Secretariat of the Collective Security Treaty Organization, which will send a certified copy to each Signatory to this Agreement.

  SPECIAL OPINION of the Republic of Uzbekistan on the Agreement on the Basic Principles of creating a system of covert control of the forces and means of the collective security system Collective Security Treaty Organization

     For the Republic of Uzbekistan, this Agreement comes into force after Uzbekistan ratifies the Agreement on the Establishment of a system for Managing the Forces and Means of the Collective Security Treaty Organization on October 6, 2007.
