      To ratify the Second Protocol on Amendments to the Agreement on Preferential Terms for the Supply of Special Equipment and Special Equipment for Equipping Law Enforcement Agencies and Special Services of the Member States of the Collective Security Treaty Organization dated October 6, 2007, signed in Moscow on December 23, 2014.

The SECOND PROTOCOL on Amendments to the Agreement on Preferential Terms for the Supply of Special Equipment and Special Equipment for Equipping Law Enforcement Agencies and Special Services of the Member States of the Collective Security Treaty Organization dated October 6, 2007

     (Entered into force on September 27, 2016 - Bulletin of International Treaties of the Republic of Kazakhstan 2016, No. 6, art. 101)

     The member States of the Collective Security Treaty Organization, hereinafter referred to as the Parties,

     Considering the interest in creating preferential supply conditions for equipping rescue units of the Parties,

     Based on the Decision of the Collective Security Council of the Collective Security Treaty Organization "On the main directions of development of the system of collective response of the Member States of the Collective Security Treaty Organization to emergency situations" dated December 19, 2012,

      Guided by article 15 of the Agreement on Preferential Terms for the Supply of Special Equipment and Special Equipment for Equipping Law Enforcement Agencies and Special Services of the Member States of the Collective Security Treaty Organization dated October 6, 2007 (hereinafter referred to as the Agreement),

     We have agreed on the following:

Article 1

      To make the following changes to Article 1 of the Agreement:

     1) the third paragraph should be worded as follows:

     "special services are state bodies that, in accordance with the national legislation of the Parties, are designed to carry out intelligence and counterintelligence activities; perform functions to ensure the national security of the state; solve tasks related to the prevention and elimination of emergency situations;";

     2) the fourth paragraph after the words "technical means of ensuring road safety," should be supplemented with the words "means intended for emergency rescue operations,".

Article 2

      This Protocol shall enter into force in accordance with the procedure provided for in Article 14 of the Agreement.

     Done in Moscow on December 23, 2014, in one original copy in the Russian language. The original copy is kept in the Secretariat;

     The Collective Security Treaty Organization, which will send a certified copy of this Protocol to each Signatory Party.
