On the ratification of the Second Protocol on Amendments to the Collective Security Treaty of May 15, 1992

To ratify the Second Protocol on Amendments to the Collective Security Treaty of May 15, 1992, signed in Astana on November 8, 2018.

The SECOND PROTOCOL on Amendments to the Collective Security Treaty of May 15, 1992

The States Parties to the Collective Security Treaty (hereinafter referred to as the Treaty), signed in Tashkent on May 15, 1992 and entered into force on April 20, 1994, and the Protocol on the Extension of the Collective Security Treaty of May 15, 1992, signed in Moscow on April 2, 1999 and entered into force on March 22, 2000,
in accordance with article 9 of the Treaty
We have agreed on the following:
1. Make the following changes to the Agreement:
a) to formulate article 3 as follows:
"The participating States shall form a Collective Security Council (hereinafter referred to as the Council), consisting of the heads of the participating States or the heads of Government of the participating States, if, in accordance with the legislation of their State, they are authorized to make decisions on issues within the competence of the Council.";
b) the first paragraph of article 6, after the words "by the heads of the participating States", should be supplemented with the words "or by the heads of Government of the participating States, if they are endowed with appropriate powers in accordance with the legislation of their State";
c) to state the final part in the following wording:
"Done in Tashkent on May 15, 1992, in one original copy in Russian, which is kept at the Secretariat of the Collective Security Treaty Organization."
2. This Protocol shall enter into force on the date of receipt by the depositary of the last written notification that the signatory States have completed the internal procedures necessary for its entry into force.
Done in Astana on November 8, 2018, in one original copy in Russian. The original copy is kept at the Secretariat of the Collective Security Treaty Organization, which will send a certified copy to each signatory State of this Protocol.
