On the signing by the Republic of Kazakhstan of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights

Decree of the President of the Republic of Kazakhstan dated November 15, 2003 No. 1227

To be published in the republican press and in the "Collection of Acts of the President and the Government"    

     In order to strengthen the fundamental human rights and freedoms in the Republic of Kazakhstan and confirm its commitment to democratic principles, I hereby decree:

     1. To sign the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights (hereinafter referred to as the Covenants), adopted by the United Nations General Assembly on December 16, 1966 in New York City.

     2. To authorize Yerzhan Khozeevich Kazykhanov, Permanent Representative of the Republic of Kazakhstan to the United Nations, to sign the Pacts and declare possible reservations upon their ratification.

     3. The Ministry of Foreign Affairs of the Republic of Kazakhstan should issue a certificate of authority for signing the pacts to Yerzhan Khozeevich Kazykhanov.

     4. This Decree comes into force from the date of signing.
