In accordance with article 8 of the Law of the Republic of Kazakhstan dated May 30, 2005 "On International Treaties of the Republic of Kazakhstan"
I DECREE:
1. To approve the attached draft Agreement between the Republic of Kazakhstan and the Russian Federation on the procedure for the stay of citizens of the Republic of Kazakhstan on the territory of the Russian Federation and citizens of the Russian Federation on the territory of the Republic of Kazakhstan.
2. Authorize the Minister of Internal Affairs of the Republic of Kazakhstan, Kasimov Kalmukhanbet Nurmukhanbetovich, to sign on behalf of the Republic of Kazakhstan an Agreement between the Republic of Kazakhstan and the Russian Federation on the procedure for the stay of citizens of the Republic of Kazakhstan on the territory of the Russian Federation and citizens of the Russian Federation on the territory of the Republic of Kazakhstan, allowing amendments and additions that are not fundamental.
3. This Decree shall enter into force from the date of signing.

Agreement between the Republic of Kazakhstan and the Russian Federation on the Procedure for the Stay of citizens of the Republic of Kazakhstan on the Territory of the Russian Federation and citizens of the Russian Federation on the Territory of the Republic of Kazakhstan
The Republic of Kazakhstan and the Russian Federation, hereinafter referred to as the Parties, in order to further develop friendly relations between the two States and legally regulate the travel of their citizens, guided by article 13 of the Treaty of Friendship, Cooperation and Mutual Assistance between the Republic of Kazakhstan and the Russian Federation dated May 25, 1992, desiring to create favorable conditions for the stay of citizens of one State on territories of another State, have agreed on the following:
Article 1
1. Citizens of one Party temporarily staying in the territory of the other Party shall be exempt from the obligation to register (register at the place of stay) with the competent authorities of the Receiving Party within 30 days. 2. The period of temporary stay specified in paragraph 1 of this Article shall be calculated from the date of entry of a citizen of one Party into the territory of the other Party, confirmed by a migration card marked by border control authorities at the entrance to the territory of the Receiving Party. 3. If a citizen of one Party stays in the territory of the other Party for more than 30 days, the said citizen is obliged to register (register at the place of stay) with the competent authorities of the Receiving Party in accordance with its legislation.
Article 2
Citizens of one Party are obliged to comply with the legislation of the Receiving Party during their stay in the territory of the other Party.
Article 3
This Agreement may be amended by mutual agreement of the Parties.
Article 4
1. This Agreement shall apply provisionally from the date of signature and shall enter into force on the date of receipt of the last written notification through diplomatic channels that the Parties have completed the internal procedures necessary for its entry into force. 2. This Agreement is concluded for an indefinite period. Each of the Parties may terminate this Agreement by notifying the other Party in writing through diplomatic channels. In this case, this Agreement shall terminate upon the expiration of 6 months from the date of receipt of such notification. 3. Each Party may suspend the operation of this Agreement in whole or in part in order to ensure State security, public order and public health. A written notification of the decision is sent through diplomatic channels to the other Party no later than 72 hours before such suspension. 4. The Party that has decided to suspend this Agreement for the reasons specified in paragraph 3 of this Article, in the same manner, informs the other Party about the resumption of this Agreement.
Done in 20__ in two copies, each in Kazakh and Russian, both texts being equally authentic.
