      I DECREE:

     1. To approve the attached draft Statement of the Republic of Kazakhstan on the recognition of the competence of the Committee on the Elimination of Racial Discrimination provided for in article 14 of the International Convention on the Elimination of All Forms of Racial Discrimination of December 21, 1965.

     2. To the Minister of Foreign Affairs of the Republic of Kazakhstan, Marat Mukhanbetkazievich Tazhin, to sign on behalf of the Republic of Kazakhstan the Declaration of the Republic of Kazakhstan recognizing the competence of the Committee on the Elimination of Racial Discrimination provided for in article 14 of the International Convention on the Elimination of All Forms of Racial Discrimination of December 21, 1965.

     3. The Ministry of Foreign Affairs of the Republic of Kazakhstan shall ensure that the signed Application is deposited with the Secretary-General of the United Nations.

     4. This Decree shall enter into force from the date of signing.

 The declaration of the Republic of Kazakhstan on the recognition of the competence of the Committee for the Elimination of Racial Discrimination provided for in article 14 of the International Convention on the Elimination of All Forms of Racial Discrimination of December 21, 1965

     In accordance with paragraph 1 of article 14 of the International Convention on the Elimination of All Forms of Racial Discrimination, done in New York on December 21, 1965, the Republic of Kazakhstan hereby declares that it recognizes the competence of the Committee on the Elimination of Racial Discrimination within its jurisdiction to receive and consider communications from individuals or groups of individuals who claim that they are victims of a violation by the Republic of Kazakhstan of any rights set forth in this Convention.
