On the Strategic Plan for the Sustainable Development of Astana until 2030

Commentary of the Department of Socio-economic Analysis of the Presidential Administration of the Republic of Kazakhstan to the Decree of the President of the Republic of Kazakhstan dated March 17, 2006 No. 67

Signed by the President of the country on March 17, 2006  Decree "On the Strategic Plan for the Sustainable Development of Astana until 2030".      

The Strategic plan was developed in accordance with the instructions of the Head of State given at the meeting on development and development in Astana on December 21, 2004, and is based on the main development directions defined in the long-term Development Strategy of Kazakhstan until 2030 and international experience in the sustainable development of large cities.      

The plan, based on an objective analysis, taking into account the strengths and weaknesses of the city's economy, social sphere, ecology and administrative system at this stage, defines the long-term goals and objectives facing the capital. Its special feature is its focus on ensuring the sustainable development of the city, which means the continuous improvement of the quality of life of the population.      

The Strategic Plan formulates the mission of Astana - to become an exemplary capital in the Eurasian space, to serve as the basis for ensuring the sustainable development of the whole of Kazakhstan. The vision of Astana has been defined: the capital of the Republic of Kazakhstan is a city with a competitive economy, attractive to residents, citizens of the country and tourists, entrepreneurs, a city with a favorable environment.      

At the same time, the Strategic Plan defines four interrelated tasks: ensuring sustainable long-term economic development of the city; maintaining a favorable environment and a sustainably functioning infrastructure; developing the social sphere and the quality of life of the city's population; and improving the urban governance system.      

The development of a diversified economy, the introduction of information technologies, innovative developments, the provision of appropriate infrastructure, and environmental safety imply high growth rates in all sectors of the economy: industry, construction, trade, transport, and communications, which will allow Astana to become one of the thirty competitive cities in the world by 2030.      

In accordance with international experience in planning sustainable urban development, the Strategic Plan defines a number of indicators for the sustainable development of Astana until 2030 and their target values in three groups: economic, social and environmental.
