In the period from June 04 to July 09, 2019, the State Institution "Public Procurement Department of the Almaty Region" conducted a public procurement through an open tender according to announcement No. 3386266-1 "Construction and installation work on the facility "Construction of a sports and recreation complex in Balpyk bi village, Koksu district of the Almaty region" (hereinafter referred to as the competition). According to the results of public procurement, the winner of the competition was determined by JV NEFT LLP. Whereas, in reality, TOO "..........." It must be determined by the winner. During the tender process, it was established on our part that the potential supplier of JV NEFT LLP provided false information on work experience in its tender application, intentionally distorting the names of previously performed works in order to obtain a conditional discount.

In the information on qualifications for 2014, JV NEFT LLP indicated the facility: "Construction of a kindergarten for 240 places in the area of the intersection of Aynakol and Mirzoyan streets in Astana with engineering and communication networks and landscaping." The year of completion of the facility is December 2014. However, according to information from official sources, from the website of the Akimat of Nur-Sultan (http://astana.gov.kz/ru/news/news/4192 ) and from the Website Zakon.kz (https://www.zakon.kz/4768562-v-gu-upravlenija-stroitelstva-goroda.html ) this facility was put into operation by the end (December) of 2015 (materials from the official source are attached on 4 sheets). There is a possibility that JV NEFT LLP has changed the content of the certificate of acceptance of the facility for operation "Construction of a kindergarten for 240 places in the area of the intersection of Aynakol and Mirzoyan streets. Astana with engineering and communication networks and landscaping" by unlawfully changing the date from 2015 to 2014 in order to receive a conditional discount of 1%. Thus, in order to obtain reliable data on the facility: "Construction of a kindergarten for 240 children near the intersection of Aynakol and Mirzoyan streets in Astana with engineering and communication networks and landscaping", we ask you to provide a copy of the Act of the state Acceptance Commission on the acceptance of the constructed facility into operation.
In accordance with sub-paragraphs 2), 3), 6) of paragraph 3, Article 76 of the Law of the Republic of Kazakhstan "On Advocacy and legal assistance" and Article 70 of the Criminal Procedure Code of the Republic of Kazakhstan, in order to provide qualified legal assistance under a written agreement on the provision of legal assistance, as well as a power of attorney from the principal,
