Except as specifically specified in heading 48.03, these headings do not include paper, cardboard, cellulose wadding or webs of cellulose fibers that have undergone other processing.         4.- In this chapter, the term "newsprint" means uncoated paper used for printing newspapers, containing at least 65% of the total fiber mass of wood fibers obtained by mechanical or chemical-mechanical means, not glued or very poorly glued, having a surface roughness on each side, measured by the Parker Print Surf apparatus (1 MPa) exceeding 2.5 microns (microns), with a mass of 1 m2 not less than 40 g, but not more than 65 g.         5.- For the purposes of heading 48.02, the terms "paper and paperboard used for writing, printing or other graphic purposes" and "non-perforated cards and non-perforated paper strips" mean paper and paperboard made primarily of bleached pulp or mass obtained by mechanical or chemical-mechanical means and satisfying any of the following criteria: For paper or cardboard with a mass of 1 m2 not exceeding 150 g: (a) the content of fibers obtained by mechanical or chemical-mechanical method is 10% or more, and 1. the mass of 1 m2 is not more than 80 g, or 2. colored in bulk; or

(b) ash content of more than 8%, and 1. mass of 1 m2 not more than 80 g, or 2. colored in weight; or (c) ash content of more than 3% and whiteness of 60% or more; or (d) ash content of more than 3%, but not more than 8%, whiteness of less than 60% and the penetration index is less than or equal to 2.5 kPa*m2 /g; or (e) ash content is 3% or less, whiteness is 60% or more and the penetration index is less than or equal to 2.5 kPa*m2/g.         For paper or cardboard weighing 1 m2 more than 150 g: (a) colored in bulk; or (b) whiteness of 60% or more, and 1. thickness of 225 microns (microns) or less, or 2. a thickness of more than 225 microns (microns), but not more than 508 microns (microns) and an ash content of more than 3%; or (c) a whiteness of less than 60%, a thickness of 254 microns (microns) or less and an ash content of more than 8%.         Heading 48.02, however, does not include filter paper or cardboard (including paper for tea bags) or backing paper or cardboard for roofing cardboard.         6.- In this chapter, the term "kraft paper and kraft cardboard" means paper and cardboard containing at least 80% of the total fiber weight of fibers obtained by the chemical sulfate or sodium method.         7.- With the exception of cases specifically specified in headings, paper, cardboard, cellulose wadding and webs of cellulose fibers, which may be included in two or more headings from 48.01 to 48.11, are included in the heading, the last in ascending order of codes among the named headings.         8.- Headings 48.01 and 48.03 to 48.09 include only paper, cardboard, cellulose wadding and webs of cellulose fibres: (a) in strips or strips or rolls of a width exceeding 36 cm; or (b) in rectangular (including square) sheets, where one side is more than 36 cm and the other is more than 15 cm unfolded.         9.- For the purposes of heading 48.14, the term "wallpaper and similar wall coverings" means only: (a) paper in rolls of a width of not less than 45 cm and not more than 160 cm, intended for decorating walls or ceilings: (i) grainy embossed, embossed, painted, printed or with a surface decorated in another way (for example, with textile pile), whether or not covered with a transparent protective layer of plastic; (ii) with a rough surface formed by the presence of particles of wood, straw, etc.;         (iii) coated on the front side with plastic, and this layer is grainy embossed, embossed, colored, printed or otherwise decorated; or (iv) coated on the front side with a weaving material, connected or not connected in parallel strands, or woven or non-woven; (b) borders and friezes made of paper, processed by the above methods, in rolls or not in rolls, suitable for decorating walls or ceilings;         (c) wall coverings made of paper, made of several panels, in rolls or sheets, with printed images forming together a landscape, a picture or a pattern on the wall.         Articles based on paper or cardboard suitable for use as both floor coverings and wall coverings are included in heading 48.15. 10.- Heading 48.20 does not include individual sheets or cards, cut to size, printed or unprinted, embossed or non-embossed, perforated or non-perforated.         11. Heading 48.23 includes, inter alia, perforated paper or cardboard punched cards for jacquard or similar machines and paper lace.

     12.- With the exception of articles included in heading 48.14 or 48.21, paper, cardboard, cellulose wadding and articles made from them with printed patterns, drawings or images that correspond to the main purpose of the products are included in chapter 49.  

     Notes to subheadings: 1.- For the purposes of subheadings 4804.11 and 4804.19, the term "kraft liner" means paper and paperboard, finished or machine-polished, presented in rolls containing at least 80% of the total fiber weight of wood fibers obtained by the chemical sulfate or sodium method. The mass of 1 m2 of such products exceeds 115 g and the minimum pressure resistance according to Mullen corresponds to the values of the following table. For other mass values of 1 m2, the penetration resistance is determined by linear interpolation or extrapolation.

     2.- For the purposes of subheadings 4804.21 and 4804.29, the term "bagged kraft paper" means machine-finished paper presented in rolls containing at least 80% of the total fiber weight of fibers obtained by the chemical sulfate or sodium method, the mass of 1 m2 of this paper is not less than 60 g and not more than 115 g; this paper must meet one of the following conditions: (a) have a Mullen penetration index of at least 3.7 kPa * m2 /g, a tensile coefficient in the transverse direction of more than 4.5%, in the longitudinal direction of more than 2%;         (b) have a minimum tear resistance and tensile strength corresponding to the values indicated in the table below, and for other mass values of 1 m2, they are determined by linear interpolation:

     3.- For the purposes of subheading 4805.11, the term "semi-cellulose corrugated paper" means paper in rolls in which at least 65% of the total fiber weight consists of unbleached hardwood fibers obtained by a semi-chemical method, the crushing resistance of this paper, measured by the SMT 30 method (Corrupted Medium Test at 30 minutes exposure), exceeds 1.8 N*m2 /g at a relative humidity of 50% and a temperature of 23 ° C.  

     Section X Group 48 48.01/02 1    

     4.- Subheading 4805.12 includes paper in rolls made mainly of straw pulp obtained by semi-chemical method, weighing 1 m2 130 g or more, the crushing resistance of this paper, measured by the SMT 30 method (Corrupted Medium Test at 30 minutes exposure), exceeds 1.4 N* m2 /d at a relative humidity of 50% and a temperature of 23 ° C.         5.- Subheadings 4805.24 and 4805.25 include paper and paperboard obtained wholly or predominantly from a mass obtained from regenerated paper or paperboard (waste paper and waste). The test liner may also have a surface layer of colored paper or paper obtained from bleached or unbleached unregenerated pulp. Such products have a Mullen penetration index of at least 2 kPa*m2 /g.         6.- For the purposes of subheading 4805.30, the term "sulfite wrapping paper" means machine-laminated paper containing more than 40% of the total fiber weight of wood fibers obtained by the chemical sulfite method, with an ash content of not more than 8% and a Mullen penetration index of not less than 1.47 kPa*m2/g.         7.- For the purposes of subheading 4810.22, the term "coated lightweight paper" means paper coated on both sides, the total mass of 1 m2 of which does not exceed 72 g, and the mass of 1 m2 of the coating layer on each surface must not exceed 15 g, and at least 50% of the total fiber weight is wood fibers, obtained mechanically.  

4.- Subheading 4805.12 includes paper in rolls made mainly of straw pulp obtained by semi-chemical method, weighing 1 m2 130 g or more, the crushing resistance of this paper, measured by the SMT 30 method (Corrupted Medium Test at 30 minutes exposure), exceeds 1.4 N* m2 /d at a relative humidity of 50% and a temperature of 23 ° C.         5.- Subheadings 4805.24 and 4805.25 include paper and paperboard obtained wholly or predominantly from a mass obtained from regenerated paper or paperboard (waste paper and waste). The test liner may also have a surface layer of colored paper or paper obtained from bleached or unbleached unregenerated pulp. Such products have a Mullen penetration index of at least 2 kPa*m2 /g.         6.- For the purposes of subheading 4805.30, the term "sulfite wrapping paper" means machine-laminated paper containing more than 40% of the total fiber weight of wood fibers obtained by the chemical sulfite method, with an ash content of not more than 8% and a Mullen penetration index of not less than 1.47 kPa*m2/g.         7.- For the purposes of subheading 4810.22, the term "coated lightweight paper" means paper coated on both sides, the total mass of 1 m2 of which does not exceed 72 g, and the mass of 1 m2 of the coating layer on each surface must not exceed 15 g, and at least 50% of the total fiber weight is wood fibers, obtained mechanically.

Notes: 1.- This chapter does not include: (a) photographic negatives or positives on a transparent basis (Chapter 37); (b) relief geographical maps, plans or globes, whether or not printed (heading 90.23); (c) playing cards or other goods of Chapter 95; or (d) originals of engravings, prints or lithographs (heading 97.02), postage stamps or state duty stamps, postage stamps, including the first day of cancellation, postal stationery or similar items of heading 97.04, antiques over 100 years old or other articles of Chapter 97.         2.- In chapter 49, the term "printed" also applies to materials reproduced on multipliers, obtained using a computer, as well as by embossing, photographing, photocopying, thermal copying or typewriting.         3.- Newspapers, magazines and other periodicals in bindings, with the exception of paper ones, and bindings of newspapers, magazines or other periodicals with more than one copy under one cover are included in heading 49.01, regardless of the presence of advertising material in them.         4.- Heading 49.01 also includes: (a) collections of printed reproductions, for example, works of art or drawings with explanatory text, with numbered pages in a form convenient for booklets in one or more volumes;         (b) illustrated appendices accompanying and supplementing bound volumes; and (c) printed parts of books or pamphlets in the form of selected or separate sheets or signatures that make up the entire work or part of it and are intended for binding.         However, reproductions of paintings or illustrations without explanatory text in the form of signatures or separate sheets are included in heading 49.11.         5.- Subject to the provisions of note 3 to this chapter, heading 49.01 does not include publications that are essentially devoted to advertising (for example, brochures, brochures, flyers, trade catalogs, yearbooks published by trade associations, tourist brochures).
