Section XV Base metals and articles made from them
Notes: 1.- This section does not include: (a) ready-made paints, inks or other products based on metal flakes or powder (headings 32.07-32.10, 32.12, 32.13 or 32.15); (b) other ferrocerium or pyrophoric alloys (heading 36.06); (c) hats or parts thereof of heading 65.06 or 65.07; (d) umbrella frames or other articles of heading 66.03; (e) goods of Group 71 (for example, precious metal alloys, base metals clad with precious metals, jewelry); (f) articles of Section XVI (machinery, equipment, mechanical devices and electrical goods); (g) assembled links of railway or tram tracks (heading 86.08) or other articles of section XVII (vehicles, ships and boats, aircraft); (h) instruments or apparatus of section XVIII, including springs for all types of watches; (i) lead shot for ammunition (heading 93.06) or other articles of Section XIX (weapons and ammunition); (k) products of Group 94 (for example, furniture, mattress bases, lamps and lighting equipment, light signage, prefabricated building structures); (l) products of Group 95 (for example, toys, games, sports equipment); (m) hand sieves, buttons, writing pens, pencil holders, fountain pens or other articles of Chapter 96 (miscellaneous finished products); or (h) articles of Chapter 97 (for example, works of art). 2.- Throughout the Nomenclature, the term "general purpose parts" means: (a) articles of heading 73.07, 73.12, 73.15, 73.17 or 73.18 and similar articles of other base metals; (b) springs, springs and sheets for them of base metals, other than springs for watches of all kinds (heading 91.14); and (c) articles of headings 83.01, 83.02, 83.08, 83.10, as well as frames and mirrors made of base metals of heading 83.06. In Groups 73-76 and 78-82 (with the exception of heading 73.15), references to parts of goods do not include references to general-purpose parts defined above. Subject to the provisions of the preceding paragraph and note 1 to Chapter 83, articles included in Chapter 82 or 83 are excluded from Chapters 72-76 and 78-81. 3.- Throughout the Nomenclature, the term "base metals" means: ferrous metals (iron, cast iron and steel), copper, nickel, aluminum, lead, zinc, tin, tungsten, molybdenum, tantalum, magnesium, cobalt, bismuth, cadmium, titanium, zirconium, antimony, manganese, beryllium, chromium, germanium, vanadium, gallium, hafnium, indium, niobium (columbium), rhenium and thallium. 4.- Throughout the Nomenclature, the term "metal ceramics" means materials consisting of a heterogeneous mixture of microscopic metallic and ceramic components. This term also refers to sintered metal carbides (metal carbides sintered with metal). 5.- Classification of alloys (except ferroalloys and ligatures specified in groups 72 and 74): (a) an alloy of base metals is classified as an alloy of that metal, the content of which exceeds by weight the content of any other metal; (b) an alloy of base metals included in this section and elements not included in this section is classified as an alloy of base metals of this section if the mass of the corresponding metals equals or exceeds the total mass of other elements in this alloy; (c) in this section, the term "alloys" refers to sintered mixtures of metal powders., heterogeneous homogeneous mixtures obtained by fusion (except cermets), and intermetallic compounds.

6.- Unless otherwise specified in the context, any reference in the Nomenclature to a base metal includes a reference to alloys that, in accordance with the above-mentioned note 5, should be classified as alloys of that metal. 7.- Classification of composite products: products made of base metal (including those made of mixed materials considered, according to the Basic Rules of Interpretation of the Nomenclature, as products made of base metal) containing two or more metals are classified as products made of the base metal that prevails by weight, except in cases where there is a special reservation. For the purposes of this note: (a) ferrous metals of different types should be considered as one and the same metal; (b) according to note 5 to this section, the alloy is classified according to a single metal; (c) the metal ceramics included in heading 81.13 are classified as a single base metal. 8.- In this section, the following terms mean: (a) "waste and scrap" - metal waste and scrap obtained during the production or mechanical processing of metals, as well as metal products that are definitively unsuitable for use in the capacity for which they are intended, due to breakage, cuts, wear or other The reasons; (b) "powders" - products, 90 wt.% or more of which is sieved through a sieve with a mesh size of 1 mm.
Group 72 Ferrous metals

Chromium steels, however, may contain a higher percentage of carbon.; (e) "corrosion-resistant steel" is an alloy steel containing 1.2 wt.% or less carbon and 10.5 wt.% or more chromium with or without other elements; (e) "other types of alloy steels" - steels that do not fall under the definition of corrosion-resistant steel and contain one or more of the following elements in the following ratios: - aluminum 0.3 wt.% or more, - boron 0.0008 wt.% or more, - chromium 0.3 wt.% or more, - cobalt 0.3 wt.% or more, - copper 0.4 wt.% or more, - lead 0.4 wt.% or more, - manganese 1.65 wt.% or more, - molybdenum 0.08 by weight.% or more, - 0.3% nickel by weight.% or more, - niobium 0.06 by weight.% or more, - silicon 0.6 wt.% or more, - titanium 0.05 wt.% or more, - tungsten 0.3 wt.% or more, - vanadium 0.1 wt.% or more, - zirconium 0.05 wt.% or more, - other elements (except sulfur, phosphorus, carbon and nitrogen), taken separately, 0.1 wt.% or more; (g) "ferrous metal ingots for remelting (charge ingots)" - products roughly cast in the form of ingots without casting profit or gateways or in the form of ingots having obvious surface defects and differing in chemical composition from cast iron, mirror cast iron or ferroalloys; (h) "granules" - articles, less than 90% by weight.% of which is sieved through a sieve with a mesh size of 1 mm and 90 wt.% or more of which is sieved through a sieve with a mesh size of 5 mm; (i) "semi-finished products" - products of continuous cross-section obtained as a result of continuous casting, not subjected to or subjected to primary hot rolling; and other products of continuous cross-section that have not been subjected to any processing other than primary hot rolling or rough forming by forging, including blanks for corners, shaped or special profiles. These products are not supplied in rolls.;

(k) "flat rolled products" - rolled products of solid rectangular (other than square) cross-section, which do not fall under the definition of the above paragraph (s) and are produced in the following form: - rolls with sequentially wound layers, or - sheets that, with a thickness of less than 4.75 mm, have a width of at least 10 times exceeding the thickness, and with a thickness of 4.75 mm or more have a width that exceeds 150 mm and is at least two thicknesses. Flat rolled products include products with a raised surface obtained as a result of rolling (for example, having grooves, protrusions, cages, diamonds), or products perforated, corrugated or polished, provided that they have not acquired the properties of products included in other headings. Flat rolled products having a shape other than rectangular or square, of any size, are classified as products with a width of 600 mm or more, provided that they do not have the properties of products of other headings.; (l) "hot-rolled rods in free-coiled coils" - hot-rolled products in freely coiled coils having a continuous cross-section in the form of circles, circular segments, ovals, rectangles (including squares), triangles or other convex polygons (including "flattened circles" and "modified rectangles" having two opposite sides they are convex arcs, and the other two are rectilinear, equal in length and parallel). These products may have recesses, protrusions, grooves or other deformations obtained during the rolling process (reinforcing rods); (m) "other rods" - products that do not fall under any of the above definitions in paragraphs (i), (k) or (l) or under the definition of wire, having the same solid cross-section along their entire length in the form of circles, circular segments, ovals, rectangles (including squares), triangles or other convex polygons (including "flattened circles" and "modified rectangles" in which two opposite sides are convex arcs, and the other two are rectilinear, equal in length and parallel). These products may: - have recesses, protrusions, furrows or other deformations obtained during rolling (reinforcing rods); - be twisted after rolling; (h) "corners, shaped and special profiles" - products having the same continuous cross-section along the entire length, which do not fall under any of the following definitions in paragraphs (i), (k), (L) or (m) or under the definition of wire. This group does not include products of heading 73.01 or 73.02.; (o) "wire" - cold-formed products in coils having any uniform, continuous cross-section along the entire length, which do not fall under the definition of flat rolled products; (p) "hollow rods for drilling operations" - hollow rods of any cross-section suitable for drilling operations, the maximum external cross-sectional size of which is more than 15 mm, but not more than 52 mm, and the maximum internal size does not exceed 1/2 of the maximum external size. Hollow bars of ferrous metals that do not meet this definition are included in heading 73.04. 2.- Ferrous metals clad with other ferrous metals are classified as products made of the ferrous metal, the weight of which is predominant. 3.- Ferrous metal products obtained by electrolytic deposition, injection molding or sintering are classified according to their shape, composition and appearance in the headings of this group provided for similar hot-rolled products.

Notes to subheadings: 1.- For the purposes of this chapter, the following terms mean: (a) "alloyed cast iron" - cast iron containing one or more of the following elements in the following proportions: - chromium more than 0.2% by weight, - copper more than 0.3% by weight, - nickel more than 0.3% by weight, - any of the following elements exceeding 0.1% by weight: aluminum, molybdenum, titanium, tungsten, vanadium; (b) "unalloyed automatic steel" is an unalloyed steel containing one or more of the following elements in the following ratios: - sulfur 0.08 by weight.% or more, - lead 0.1 wt.% or more, - selenium more than 0.05 wt.%, - tellurium more than 0.01 wt.%, - bismuth more than 0.05 wt.%; (c) "siliceous electrical steel" - alloy steels containing at least 0.6% by weight, but not more than 6% by weight.% silicon and not more than 0.08 wt.% carbon. (b) Copper alloys - metal alloys, other than unrefined copper, in which copper is superior in weight to any other element, provided that: (i) the content by weight of at least one of the other elements exceeds the limit specified in the above table; or (ii) the total content of other elements exceeds 2.5 wt.%. (c) Ligatures are alloys containing, among other elements, more than 10% by weight.% copper, unsuitable for cold deformation and used mainly as additives in the production of other alloys or as deoxidizers, desulfurizers or for other similar purposes in the metallurgy of non-ferrous metals. However, copper phosphide (phosphorous copper) containing more than 15% by weight. % phosphorus, is included in heading 28.48. (d) Rods - rolled, pressed, stretched or forged products, not rolled into coils and having a continuous continuous cross-section along their entire length in the form of circles, ovals, rectangles (including squares), equilateral triangles or regular convex polygons (including "flattened circles" and "modified rectangles", two opposite sides which are convex arcs, and the other two are rectilinear, equal in length and parallel). Products with rectangular (including square), triangular, or polygonal cross-sections may have rounded corners along the entire length of the product. The thickness of such products having a rectangular (including "modified rectangular") cross-section exceeds 0.1 of their width. This term also refers to cast or sintered products of the same shapes and sizes that have been processed after manufacture (other than simply trimming edges or removing scale), provided that they have not acquired the distinctive features characteristic of products of other headings. Blanks for the production of wire and rolling, the ends of which are tapered or processed in some other way to facilitate their entry into the unit for further processing, for example, for wire drawing (blank for wire) or for the production of pipes, refer, however, to raw copper included in heading 74.03.

(e) Profiles are rolled, pressed, stretched, forged or molded products, rolled or not rolled into coils and having a continuous cross-section along their entire length and not conforming to the definitions of rods, wires, plates, sheets, strips or tapes, foils, pipes or tubes. This term also refers to cast or sintered products of the same shape that have been processed after manufacture (other than simply trimming edges or removing scale), provided that they have not acquired the distinctive features characteristic of products of other headings. However, for the purposes of heading 74.14, the term "wire" means only products, whether or not rolled into coils, and with any cross-sectional shape not exceeding 6 mm in size. (g) Plates, sheets, strips or tapes and foil - flat products (other than unprocessed products included in heading 74.03), rolled or not rolled up and having a solid rectangular (other than square) cross-section, with rounded or non-rounded corners (including "modified rectangles", two opposite sides of which they are convex arcs, and the other two are rectilinear, equal in length and parallel), with a constant thickness, having: - rectangular (including square) shape with a thickness not exceeding 0.1 width; - a shape other than rectangular or square, of any size, provided that they have not acquired the distinctive features characteristic of products included in other headings. Headings 74.09 and 74.10 include, inter alia, plates, sheets, strips or strips and foils having a raised surface (for example, grooves, projections, cages, diamonds), as well as articles perforated, corrugated, polished or coated, provided that they have not acquired distinctive features., typical for products of other commodity items. (h) Pipes and tubes are hollow products, rolled or not rolled into coils and having a constant cross-section with only one closed cavity along the entire length of the product in the form of circles, ovals, rectangles (including squares), equilateral triangles or regular convex polygons and having a constant wall thickness. Products with a cross-section in the form of a rectangle (including a square), an equilateral triangle or a regular convex polygon with rounded corners along their entire length should also be considered pipes and tubes, provided that their inner and outer cross-sections are concentric and have the same shape and orientation. Pipes and tubes having the above cross-sections can be polished, coated, curved, threaded, drilled, narrowed, widened, tapered, or have flanges, cuffs, or rings at the ends.
Note to subheadings: 1.- The terms used in this chapter have the following meanings: (a) Alloys based on copper and zinc (brass) - alloys of copper and zinc, whether or not containing other elements. If other elements are present, then: - zinc should exceed each of these other elements by weight; - in the presence of nickel, its content should not exceed 5% by weight (see copper-nickel-zinc alloys (nickel silver); and - in the presence of tin, its content should not exceed 3% by weight (see copper-tin alloys (bronzes). (b) Alloys based on copper and tin (bronze) - alloys of copper and tin containing or not containing other elements. In the presence of other elements, the tin content by weight exceeds the content by weight of each of these elements, except in the case when the tin content is 3 wt. The zinc content by weight may exceed the tin content by weight, but it should be less than 10% by weight.
