The city coalition begins systematic outreach work in all districts of Almaty

On February 13, 2026, the first meeting of the citywide National Coalition in support of the draft of the new Constitution was held in Almaty. This event marked an important stage of public consolidation around the upcoming constitutional reforms and demonstrated the readiness of the city’s political and civic forces to share responsibility for the country’s future.

The meeting was attended by representatives of political parties, public associations, the academic and expert community, the intelligentsia, veterans’ organizations, well-known lawyers, and youth movement activists. More than 200 participants confirmed their readiness to engage in active explanatory work and open dialogue with residents of the metropolis.

The meeting was opened by the Chairman of the Almaty City Branch of the AMANAT party, Stanislav Kankurov. In his speech, he emphasized that the decision to hold a national referendum was made by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, as part of the strategic course toward building a Just Kazakhstan.

It was noted that the draft of the new Constitution is the result of a broad nationwide dialogue and reflects the principle “Just Kazakhstan: Law and Order,” which предусматривает strengthening the rule of law, increasing the accountability of state institutions, and expanding citizens’ participation in governing the country.

On the eve of the meeting, a National Coalition “For the People’s Constitution of a Just and Progressive Kazakhstan!” was established in the capital, bringing together five leading political parties and more than 300 public organizations. Following this initiative, a city headquarters of the coalition was formed in Almaty, including representatives of a wide range of socio-political forces.

As a result of the vote, the Chairman of the Almaty City Maslikhat and member of the Commission on Constitutional Reform, Meyirzhan Otynshiyev, was unanimously elected Chairman of the city coalition.

In his speech, Meyirzhan Otynshiyev stressed that the creation of the coalition demonstrates broad public consolidation around strategic transformations.

“The new Constitution adapts the legal framework of the state to modern requirements, strengthens the responsibility of the branches of government, and reinforces institutions of trust between society and the state. Its ideological core is the principle of a Just Kazakhstan, based on the rule of law, protection of human rights, and the development of human capital,” he noted.

The Chairman of the Almaty City Branch of the People’s Party of Kazakhstan, Beibit Kusaiynov, emphasized the historical significance of the upcoming referendum and the importance of openly informing citizens.

The Chairwoman of the Almaty City Branch of the Respublica Party, Sholpan Abdrakhimova, expressed support for the process of public discussion of the draft Constitution.

The Chairman of the Almaty City Branch of the Democratic Party of Kazakhstan “Ak Zhol,” Askar Biskultanov, focused on the need to maintain a balance among the branches of government, strengthen parliamentary oversight, and expand guarantees of human rights, including in the digital sphere.

The Chairman of the Almaty City Branch of the Auyl Party, Akhmetbek Konyrbayev, confirmed his readiness to actively participate in outreach efforts.

Participants of the meeting emphasized that the referendum is the most important instrument of direct democracy and provides citizens with the opportunity to independently determine the future political and legal direction of the country’s development. The final decision on the draft of the new Constitution will be made by the people at the national referendum.

The city coalition is launching a large-scale, systematic, and open information and outreach campaign across all districts of Almaty, ensuring broad public dialogue and the involvement of residents in discussing the constitutional changes.
