     To ratify the Agreement between the Government of the Republic of Kazakhstan and the Government of the Federal Republic of Germany on further cooperation in the development of the Kazakh-German University in Almaty, signed in Astana on September 3, 2008.

  Agreement between the Government of the Republic of Kazakhstan and the Government of the Federal Republic of Germany on further development Cooperation Kazakh-German University in Almaty (Official website of the Ministry of Foreign Affairs of the Republic of Kazakhstan - Entered into force on August 20, 2010)    

     The Government of the Republic of Kazakhstan and the Government of the Federal Republic of Germany are hereinafter referred to as the Parties.       Desiring to deepen cooperation between their states in the field of education and science, assessing the results achieved in this cooperation, realizing the need for further long-term and consistent expansion of bilateral cooperation in the field of education and science between the Republic of Kazakhstan and the Federal Republic of Germany, noting the importance of attracting the widest possible range of public and private partners, universities and entrepreneurs from the Republic of Kazakhstan and the Federal Republic of Germany. The Republic of Germany,       expressing his interests in maintaining the Kazakh-German University, in providing conceptual, organizational and financial assistance, based on the agreement reached during the official visit of the President of the Republic of Kazakhstan N. Nazarbayev's visit to the Federal Republic of Germany on January 29 - February 1, 2007, guided by By the Agreement between the Government of the Republic of Kazakhstan and the Government of the Federal Republic of Germany on Cultural Cooperation dated December 16, 1994, declaring their intention to give the Kazakh-German University (hereinafter referred to as the University) an international status, they agreed as follows:

  Article 1 Introduction of new specialties

     Within the framework of this Agreement, the Parties shall cooperate on the further development and strengthening of the University in accordance with the national laws of the States of the Parties.       To this end, the University offers the following educational programs, including:

     Bachelor of Engineering Degree:       information technology/telematics; building and infrastructure engineering; energy and environmental technology.

     Bachelor of Management: in Finance with an emphasis on securities and banking; in Marketing; in Enterprise Management.

     Bachelor of Economic Engineering:       on environmental resource management and environmental technology; on transport logistics; on economic informatics.

     Bachelor of Social Sciences: in International Relations; in Political Science.

     Master's degrees:       Master of Management of International Enterprises; Master of Innovative Technologies; Master of Industrial Management/Engineering; Master of Regional Studies: Central Asia.

  Article 2 Recognition of diplomas

     The University is given the opportunity to conduct training in new specialties according to German curricula, designed taking into account the structure of Kazakhstani higher education programs.       Within the framework of the existing rules, the Parties promote the recognition of University diplomas as official diplomas of higher education both in the Republic of Kazakhstan and in the Federal Republic of Germany.

  Article 3 Accreditation of specialties

     Specialties are subject to accreditation by the relevant competent organizations of the States of the Parties. The Parties maintain the necessary procedures for this and exchange information on the procedure.

  Article 4 Status of the University

     The University has the status of an international higher education institution.

  Article 5 Customs payments and taxes

     The import of goods, with the exception of excisable goods, imported for charitable purposes through States, governments of States, international organizations, including the provision of technical assistance, as well as the import of goods carried out at the expense of grants provided by States, governments of States, international organizations purchased for the needs of the University, is exempt from customs duties and taxes. for added value.

  Article 6 Cooperation with other institutions

     The parties support the improvement of an enabling framework for the strategic and sustainable interaction of the University with Kazakh and German public and private institutions and organizations implementing projects in the field of education and innovation.

  Article 7 Support by the German Academic Exchange Service

     The German Side confirms its readiness to provide, within the available budget funds for the period from 2007 to 2010, through the German Academic Exchange Service, financing in the amount of 3.5 million euros to support and further expand the University.

  Article 8 Provision of premises, consumption costs

     The Kazakh Side provides the University with a fully equipped building located at 111/113 Pushkin St., Almaty, for free use in a form consistent with the legislation of the Republic of Kazakhstan.       The Kazakh Side does not bear the costs of utilities and the costs of their maintenance and maintenance of this building.

  Article 9 Making changes and additions

     This Agreement may be amended and supplemented in writing by mutual agreement of the Parties, which are formalized in separate protocols.

  Article 10 Validity period

     This Agreement shall enter into force on the date of receipt of the last written notification that the Parties have completed the internal procedures necessary for its entry into force. The date of receipt of the last notification is decisive. The Agreement may be terminated no earlier than 10 years after its entry into force.       This Agreement shall expire twenty-four months after one of the Parties has notified the other Party in writing of its intention to terminate the Agreement, with the date of receipt by the other Party of the notice of termination being decisive.

     Done in Astana on September 3, 2008, in two copies, each in the Kazakh, Russian and German languages, all texts being equally authentic. In case of disagreement in the interpretation of the Kazakh and German texts, the Russian text is decisive.
