1. The legislation of the Republic of Kazakhstan on subsoil and subsoil use is based on the Constitution of the Republic of Kazakhstan and consists of this Code and other regulatory legal acts of the Republic of Kazakhstan.

1-1. Amendments and (or) additions to this Code are carried out by a law that does not provide for amendments and additions to other legislative acts of the Republic of Kazakhstan, with the exception of draft laws developed in accordance with the legislative initiative of the President of the Republic of Kazakhstan.

2. If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in this Code, the rules of the international treaty shall apply.

3. In cases of conflict between this Code and other laws of the Republic of Kazakhstan containing norms regulating relations in the field of subsurface use, the provisions of this Code shall apply.

4. The civil legislation of the Republic of Kazakhstan applies to relations in the field of subsurface use in cases where they are not regulated by the norms of this Code.
