1. The Supreme Judicial Council of the Republic of Kazakhstan (hereinafter referred to as the Council) is an autonomous state institution established to ensure the constitutional powers of the President of the Republic of Kazakhstan to form courts, guarantee the independence of judges and their inviolability.

2. The legal basis of the Council's activities is the Constitution of the Republic of Kazakhstan, the Constitutional Law defining the judicial system and the status of judges of the Republic of Kazakhstan, this Law and other regulatory legal acts of the Republic of Kazakhstan.

3. The Council has a staff, which is a legal entity.

4. The expenses for the maintenance of the Council and its staff are financed from the republican budget.

5. The activities of the Council's staff are regulated by the legislation of the Republic of Kazakhstan and the regulations of the Council.

The staff of the Council's office are civil servants.

The staff limit of the Council's staff is approved by the President of the Republic of Kazakhstan.

5-1. Employees of the Council's staff are equal to the corresponding employees of the Government of the Republic of Kazakhstan in terms of their status, size and level of wages, and other conditions of material, financial, and social security.

6. The Head of the Council's Staff is appointed by the President of the Republic of Kazakhstan and is ex officio Secretary of the Council.

7. The regulations on the Council's staff are approved by the President of the Republic of Kazakhstan.

7-1. The Academy of Justice operates under the Council.

The Council is the authorized body responsible for the overall management of the Academy.

The education, status and organization of the Academy of Justice are determined by the President of the Republic of Kazakhstan.

8. Interference in the activities of the Council in the exercise of its powers is not allowed.

9. The Chairman and members of the Council have no right to interfere in the activities of courts and judges in the administration of justice.
