Article 1. The basic concepts used in this Law Chapter 1. GENERAL PROVISIONS of the Law on Education

     The following basic concepts are used in this Law:

     1) excluded by the Law of the Republic of Kazakhstan dated 13.11.2015 No. 398-V (effective ten calendar days after the date of its first official publication);  

     1-1) adjunct – a person studying at foreign military educational institutions that implement postgraduate education programs.;

     2) academy is an organization of higher and (or) postgraduate education that carries out scientific and pedagogical activities in a certain field and is a scientific and methodological center.;

     2-1) academic credit is a unified unit of measurement for the amount of scientific and (or) educational work (workload) of a student and (or) a teacher (teacher) necessary to achieve the learning outcomes of an educational program.;

     2-2) academic mobility is the transfer of students or research teachers to study or conduct research for a certain academic period (semester or academic year) in another organization of higher and (or) postgraduate education (within the country or abroad) with mandatory transfer of mastered curricula, disciplines in the form of academic credits in their organization of higher and (or) postgraduate education or to continue studies in another organization of higher and (or) postgraduate education;

     2-3) an accreditation body is a legal entity that conducts institutional and (or) specialized (programmatic) accreditation of educational organizations based on accreditation standards (regulations).;

     2-3) an accreditation body is a legal entity that conducts institutional and (or) specialized accreditation of educational organizations based on standards (regulations) developed by it;

     2-4) standards (regulations) of accreditation – documents of the accreditation body that establish the requirements for the accreditation procedure;

     3) a nominal scholarship is a scholarship established by individuals or legal entities to encourage the most capable students who successfully master relevant educational programs, engage in research, and actively participate in the social, cultural, and sports life of an educational institution.;

     3-1) methodical office is a structural unit of educational management bodies that provides organizational and methodological support, analysis and evaluation of the effectiveness of the educational process, generalization and dissemination of innovative pedagogical experience, which contributes to the creative growth of teachers and their professional self–realization;

     3-2) military, special educational institutions – educational organizations subordinate to the national security authorities of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Emergency Situations of the Republic of Kazakhstan, the Prosecutor's Office of the Republic of Kazakhstan and the Ministry of Defense of the Republic of Kazakhstan;

     4) bachelor's degree – a degree awarded to persons who have completed educational programs of higher education;

     4-1) bachelor's degree – higher education, the educational programs of which are aimed at training personnel with the award of a bachelor's degree in the relevant specialty;

     4-2) bullying of a child – systematic (two or more times) acts of a humiliating nature, harassment and (or) intimidation, including those aimed at forcing or refusing to commit any action, as well as the same actions committed publicly or using mass media and (or) telecommunication networks, and (or) online platforms (cyberbullying);

     5) pre-professional training - targeted pedagogical support for students to choose an individual educational trajectory for basic secondary education;

     5-1) specialized school – an educational institution that implements a comprehensive curriculum of general secondary education;

     6) specialized education is the process of differentiation and individualization of education, organization of the educational process taking into account the interests, inclinations and abilities of students;

     6-1) doctor in profile – a degree awarded to persons who have completed a doctoral program in the relevant field of professional activity and defended their dissertation in the Republic of Kazakhstan or abroad, recognized in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;

     7) the Bolashak International Scholarship is a scholarship established by the President of the Republic of Kazakhstan to train citizens of the Republic of Kazakhstan in leading foreign organizations of higher and (or) postgraduate education in full–time education or internships in foreign organizations by employees whose categories are determined by the Republican Commission for Personnel Training Abroad;

     7-1) voucher-modular system of advanced training is a form of advanced training that provides an educational employee with the opportunity to choose the organization, content and duration of training, funded on the basis of a per capita standard established by the state and issued in the form of a personal document (voucher) secured by a certain amount of money;

     7-2) Institute of advanced training is an educational organization that implements relevant educational programs for professional development of personnel in the system of continuing education, supporting innovative processes in education that ensure the effectiveness of methodological work.;

     7-3) qualification assignment is a procedure for confirming the totality of individual abilities, professional knowledge, skills and abilities necessary to perform work within the relevant type of professional activity.;

     7-4) special conditions for education – conditions that include educational, as well as special, individually developing and correctional-developing programs and teaching methods, technical, educational and other means, living environment, psychological and pedagogical support, medical, social and other services, without which it is impossible for individuals (children) to master educational programs with special educational needs, as well as children with disabilities;

     8) intermediate certification of students is a procedure conducted to assess the quality of students' mastery of the content of part or all of one academic subject, one academic discipline and (or) module, as well as professional modules within the same qualification after completion of their study.;

     9) final certification of students is a procedure conducted to determine the degree of their mastery of the scope of academic subjects, academic disciplines and (or) modules provided for by the state mandatory standard of the relevant level of education.;

     9-1) education is a continuous process of education and training carried out for the purposes of moral, intellectual, cultural, physical development and the formation of professional competence;

     9-2) an educational program is a single set of basic characteristics of education, including the goals, results and content of learning, the organization of the educational process, ways and methods of their implementation, criteria for evaluating learning outcomes;

     10) educational grant - a target amount of money provided to a student on the terms established by the legislation of the Republic of Kazakhstan to pay for higher or postgraduate education with a bachelor's or master's degree;

     10-2) educational loan – money provided to the borrower by financial organizations to pay for education on the terms of urgency, payment and repayment;

     10-3) methodological and scientific and methodological support of the education system and the educational process – a set of measures that includes the preparation of drafts of state mandatory education standards, standard curricula, standard curricula, educational (including experimental) programs, normative and methodological, scientific and methodological and teaching materials, their testing, implementation, monitoring as well as research in the field of education;

      11) educational activity is a process of purposeful, pedagogically based, consistent interaction of subjects of education, during which the tasks of teaching, developing and educating a personality are solved.;  

     12) educational monitoring - systematic monitoring, analysis, assessment and forecast of the state and dynamics of changes in the results and conditions of educational processes, the student body, the network, as well as rating indicators of achievements of educational organizations;

     Subparagraph 12-1) is valid until 01.01.2026 in accordance with the Law of the Republic of Kazakhstan dated 30.12.2022 No. 177-VII.  

     12-1) directorate for the implementation of the pilot national project in the field of education – a legal entity, fifty percent or more of the voting shares of which are directly or indirectly owned by the state, determined by the decision of the Government of the Republic of Kazakhstan, endowed with the functions of the customer, carrying out a range of works and services provided by the pilot national project in the field of education, approved by the Government of the Republic of Kazakhstan;

      13) authorized body in the field of education – the central executive body of the Republic of Kazakhstan, which carries out management and intersectoral coordination in the field of preschool, secondary, technical and vocational, post-secondary and additional education;  

13-1) the operator of the authorized body in the field of education – a legal entity with one hundred percent state participation in the authorized capital, determined by the authorized body in the field of education, which places a state order to provide students, undergraduates and doctoral students with places in dormitories, a state educational order for secondary education in private educational organizations, a state educational order for the training of personnel with higher and postgraduate education and the payment of state scholarships, for with the exception of state nominal scholarships, as well as coordinating the activities of participants in per capita regulatory financing within the limits provided for by the legislation of the Republic of Kazakhstan, and ensuring monitoring and control over compliance by the persons specified in paragraph 17 of Article 47 of this Law with their obligations to work out or reimburse budget expenditures in case of non-work;

     13-2) the quality of education is a comprehensive characteristic of the effectiveness of educational activities, as well as the compliance of student and pupil training with the requirements of the state mandatory standard of education, the needs of the individual, society and the state;

     14) the national education quality assessment system is a set of institutional structures, procedures, forms and ways of establishing compliance with the quality of education;

     14-1) education quality culture is a system of values and beliefs of participants in the educational process, formed through internal and external assessment procedures and supported by subjects of educational activity in educational organizations;

     15) excluded by the Law of the Republic of Kazakhstan dated 08.01.2021 No. 410-VI (effective ten calendar days after the date of its first official publication);

 16) accreditation of educational organizations is a procedure for the recognition by an accreditation body of the conformity of educational services with established standards (regulations) of accreditation in order to provide objective information about their quality and confirm the availability of effective mechanisms to improve it.;

     17) excluded by the Law of the Republic of Kazakhstan dated 08.01.2021 No. 410-VI (effective after ten calendar days after the date of its first official publication); 17-1) excluded by the Law of the Republic of Kazakhstan dated 04.07.2018 No. 171-VI (effective after ten calendar days after the date of its first official publication);  

     17-2) recognition of educational documents is the official confirmation of educational documents issued by foreign educational organizations, including their branches, as well as scientific centers and laboratories.;

     18) gymnasium – an educational institution that implements general educational programs of primary, basic secondary and general secondary education and educational programs of additional education that provide extended and in-depth education in social sciences, humanities and other areas of study in accordance with the inclinations and abilities of students;

     18-1) scientific and methodological work is a type of activity based on scientific achievements and advanced pedagogical experience and aimed at improving the functioning and development of the continuing education system.;

     18-2) Candidate of Sciences, Doctor of Sciences – academic degrees awarded based on the defense of dissertations by applicants;

     18-3) doctoral student – a person studying for a doctoral degree;

     18-4) doctoral studies – postgraduate education, the educational programs of which are aimed at training personnel for scientific, pedagogical and (or) professional activities, with the award of the degree of Doctor of Philosophy (PhD), doctor in profile;

     18-5) the authorized body in the field of science and higher education is the central executive body of the Republic of Kazakhstan, which carries out management and intersectoral coordination in the field of higher and postgraduate education;

     19) excluded by the Law of the Republic of Kazakhstan dated 24.10.2011 No. 487-IV (effective after ten calendar days after its first official publication);  

     19-1) dual training is a form of personnel training that combines training in an educational organization with mandatory periods of industrial training and professional practice at an enterprise (organization) with the provision of jobs and compensation for students with equal responsibility of the enterprise (organization), educational institution and student;

     19-2) persons (children) with special educational needs – persons (children) who have permanent or temporary needs in special conditions for obtaining an appropriate level of education and additional education;

     19-3) assessment of special educational needs – determination of necessary special conditions for education;

     19-4) special status – the status of an organization of higher and (or) postgraduate education, awarded by the President of the Republic of Kazakhstan for making an outstanding contribution to the upbringing, training and professional development of a person, ensuring a consistently high level of higher and (or) postgraduate education;

     20) excluded by the Law of the Republic of Kazakhstan dated 24.10.2011 No. 487-IV (effective after ten calendar days after its first official publication);  

     21) general education school – an educational organization that implements pre-school education and training programs, general education curricula for primary, basic secondary and general secondary education, special educational and individually developing programs, as well as educational programs for additional education of students and pupils;

     21-1) per capita standard of financing is the standard of financial support for the guaranteed state cost of education at all levels of education;

     21-2) classifier of training areas with higher and postgraduate education (hereinafter referred to as the classifier of training areas) is a document that establishes the classification and coding of training areas with higher and postgraduate education and is used to implement educational programs of higher and postgraduate education.;

     21-3) organization of higher and (or) postgraduate education – a higher educational institution that implements educational programs of higher and (or) postgraduate education and carries out research activities;

     21-4) endowment fund- a fund for the organization of higher and (or) postgraduate education – an endowment fund formed through charitable assistance, gratuitous contributions, donations, grants, contributions from the founders (participants) of educational organizations, the investment income from which is directed to finance scientific, scientific, technical, innovative and (or) educational activities; Excluded by the Law of the Republic of Kazakhstan dated June 30, 2025 No. 200-VIII SAM. 

     21-5) higher college is an educational institution that implements integrated modular educational programs for general secondary, technical and vocational, and post–secondary education;

     21-6) research university is a university that implements a five–year development program approved by the Government of the Republic of Kazakhstan and uses the results of its activities to integrate education and science, generate and transfer new knowledge and technologies.;

     21-7) inclusive education is a process that ensures equal access to education for all students, taking into account special educational needs and individual opportunities.;

     21-8) network schools are secondary education organizations that implement a single specialized general education curriculum, regardless of their location;

      22) innovation and educational consortium is a voluntary equal association based on a joint activity agreement in which organizations of higher and (or) postgraduate education, scientific organizations and other legal entities engaged in the field of production combine intellectual, financial and other resources to train highly qualified specialists based on fundamental, applied scientific research and technological Innovation;  

     23) excluded by the Law of the Republic of Kazakhstan dated 24.10.2011 No. 487-IV (effective after ten calendar days after its first official publication); 24) excluded by the Law of the Republic of Kazakhstan dated 24.10.2011 No. 487-IV (effective after ten calendar days after its first official publication);  

     25) institute is an organization of higher and (or) postgraduate education that carries out scientific and pedagogical activities, as well as training personnel for professional activities;

     26) institutional accreditation is a procedure for evaluating the effectiveness of the processes of the internal quality assurance system in an educational organization by an accreditation body in accordance with the declared status and established standards (regulations) of accreditation;

     26-1) integrated educational programs – educational programs developed on the basis of combining relevant substantive aspects of educational programs;

     27) boarding schools are educational organizations that provide state guarantees of the rights to education of certain categories of persons with the provision of a place of residence.;

     28) internship is a form of training for students in clinical specialties within the framework of basic higher medical education for admission to clinical practice;

     28-1) cadet – a person studying in a military or special educational institution in accordance with the educational programs of technical and vocational or post-secondary education;

28-2) Juvenile adaptation centers – organizations under the jurisdiction of educational authorities that provide reception and temporary detention of neglected and street children aged three to eighteen years for the establishment of parents or other legal representatives and transfer to them, children left without parental care or persons replacing them, in case of impossibility of their timely placement, children selected in case of immediate threat their life or health by the guardianship authority from their parents (one of them) or from other persons in whose care they are, children, children who are sent to special educational institutions, as well as children in need of special social services due to abuse that has led to social maladaptation and social deprivation.;

     29) professional orientation is the provision of information and consulting assistance to students in the exercise of their rights in the field of educational and professional opportunities, free and informed choice of profession and place of study in accordance with professional interests, individual abilities and psychophysiological characteristics.;

     29-1) vocational education is a type of education aimed at students acquiring knowledge, skills, and competencies that allow them to conduct professional activities in a particular field and/or perform work in a specific profession or specialty.;

     29-2) vocational training is a form of vocational training aimed at personal development in order to acquire new or modified professional skills necessary to perform a certain type of work.;

     30) excluded by the Law of the Republic of Kazakhstan dated 07/04/2018 No. 172-VI (effective ten calendar days after the date of its first official publication);  

     30-1) professional practice is a type of educational activity aimed at consolidating theoretical knowledge, skills, acquisition and development of practical skills and competencies in the process of performing certain types of work related to future professional activity.;

     31) excluded by the Law of the Republic of Kazakhstan dated 24.10.2011 No. 487-IV (effective after ten calendar days after its first official publication); 32) excluded by the Law of the Republic of Kazakhstan dated 24.10.2011 No. 487-IV (effective after ten calendar days after its first official publication);  

      33) comprehensive testing is a form of examination conducted simultaneously in several academic disciplines using information and communication technologies;  

      34) clinical base is a healthcare organization that is used by an educational organization for the training and advanced training of healthcare personnel under a joint activity agreement;  

     35) college is an educational institution that implements educational programs for general secondary, technical and vocational education;

     35-1) cooperative education is one of the forms of professional training based on the corporate responsibility of the state, employers and educational institutions.;

     36) credit technology of learning - learning based on the choice and independent planning by the student of the sequence of study of disciplines and (or) modules with the accumulation of academic credits;

     36-1) cadet – a person studying in a military or special educational institution in accordance with educational programs of higher education;

     37) admission quota – the maximum amount of the volume of a state educational order, including educational grants, allocated for admission to educational organizations implementing educational programs of technical and vocational, post-secondary and higher education;

     37-1) the educational grant of the President of the Republic of Kazakhstan "Orken" (hereinafter referred to as the "Orken" grant) is a grant established by the President of the Republic of Kazakhstan to pay for the education of gifted children in the autonomous educational organization "Nazarbayev Intellectual Schools";

    37-2) associate professor (associate professor), professor – academic titles awarded by the authorized body in the field of education;

     38) distance learning – learning carried out with the interaction of a teacher and students at a distance, including using information and communication technologies and telecommunication means.;

     38-1) applied bachelor's degree – post-secondary education, the educational programs of which are aimed at training personnel with the award of an applied bachelor's degree;

     38-2) Applied Bachelor's degree is a qualification awarded to persons who have completed post–secondary education programs.;

     38-3) extracurricular organization of additional education – an educational organization that implements educational programs for additional education of children aimed at developing children's and youth creativity, interests in sports, culture and art;

     39) additional education is a process of upbringing, education, carried out in order to meet the comprehensive needs of students, pupils and specialists;

     40) lyceum is an educational institution that implements general educational programs of basic secondary and general secondary education and educational programs of additional education, providing extended and in–depth natural mathematics education for students in accordance with their inclinations and abilities;

     41) Master's degree – a degree awarded to persons who have completed Master's degree programs;

     41-1) master's student – a person studying for a master's degree;

     41-2) master's degree – postgraduate education, the educational programs of which are aimed at training personnel with the award of a master's degree;

     41-3) specialist – the qualification assigned to persons after mastering the educational program of higher education;

     42) specialized (programmatic) accreditation is a procedure for assessing the quality of individual educational programs implemented by an educational organization;

     42-1) preschool organization – an educational organization that implements general education, special educational programs for preschool education and training, and individually developing programs;

     43) excluded by the Law of the Republic of Kazakhstan dated 24.10.2011 No. 487-IV (effective after ten calendar days after its first official publication);  

     44) state nominal scholarship is a scholarship established by the authorized body in the field of science and higher education.;

     44-1) state attestation is a procedure carried out for the purpose of monitoring the compliance of educational services provided by educational organizations with the requirements of the state mandatory standard for the appropriate level of education.;

     44-2) state educational loan – a targeted loan provided to students to pay for higher education;

     45) state educational order - a government-funded volume of services for preschool education and training, secondary education, special psychological and pedagogical support for children with disabilities, additional education for children, staff training, advanced training and retraining of qualified workers and specialists to meet the needs of the economy, the reproduction of skilled labor and the intellectual potential of society, as well as on educational and methodological support of the education system;

     45-1) rotation of the first heads of state educational organizations – official movements between the first heads of state educational organizations under the authority of local executive bodies of regions, cities of republican significance and the capital;

     45-2) the state final exam is a form of final attestation of students in secondary education organizations, which is a prerequisite for them to receive a state–issued document certifying the completion of a secondary education course.;

     45-3) special psychological and pedagogical support for children with disabilities – a set of services and activities aimed at restoring or compensating for the ability to perform a particular type of activity;

     46) curriculum – a program that defines for each academic subject, each academic discipline and (or) module the content and scope of knowledge, skills, skills and competencies to be mastered;

     47) curriculum is a document regulating the list, sequence, volume (labor intensity) of academic subjects, academic disciplines and (or) modules, professional practice, and other types of educational activities of students of the appropriate level of education and forms of control.;

     48) clinical training center - a structural unit of a medical organization of higher and (or) postgraduate education, equipped with modern equipment, phantoms and dummies and designed to master and control the practical (clinical) skills of students and (or) medical professionals;

      48-1) learning is a purposeful process of organizing the activities of students and pupils to acquire knowledge, skills, and competencies, develop abilities, gain experience in applying knowledge in everyday life, and motivate them to acquire knowledge throughout their lives.;  

     48-2) learning outcomes – the amount of knowledge, skills, acquired, demonstrated by the student during the development of the educational program, and the values and attitudes formed.;

     48-3) educational and recreational organization of education - a legal entity that performs the functions of upbringing, education, recreation, recreation of children and students;

48-4) online learning is a form of education in specific areas of personnel training, in which a student receives higher and (or) postgraduate education through information and communication technologies and the Internet for interaction between the teacher and the student, regardless of spatial and temporal distance.;

      49) secondary education is an education guaranteed by the Constitution of the Republic of Kazakhstan, received by citizens as a result of mastering general education curricula of primary, basic secondary and general secondary education in accordance with state mandatory education standards.;

     49-1) the grant "The best organization of secondary education" is money allocated annually by local executive bodies of the region, the city of republican significance and the capital to state organizations of secondary education based on the results of a competition based on rating indicators.;

     49-2) secondary education organization – an educational organization that implements general educational programs for preschool education and training, primary, basic secondary, general secondary education, specialized general education and special educational programs;

     49-3) excluded by the Law of the Republic of Kazakhstan dated 07/14/2022 No. 141-VII (effective after ten calendar days after the date of its first official publication); 49-4) excluded by the Law of the Republic of Kazakhstan dated 04/01/2019 No. 240-VI (effective after ten calendar days after the date of its first official publication);  

     49-5) support centers for children in need of special social services are organizations under the jurisdiction of educational authorities that provide special social services with permanent or temporary (day) stays, as well as by providing information, consulting, and intermediary services to legal entities whose activities are related to the implementation of measures to prevent the need for special social services. services;

     49-6) industrial training – training aimed at the acquisition of theoretical knowledge and practical skills by students, on the basis of educational organizations and (or) enterprises (organizations);

     50) excluded by the Law of the Republic of Kazakhstan dated 07/10/2012 No. 36-V (effective after ten calendar days after its first official publication);  

     50-1) teacher – a person who has pedagogical or other professional education in the relevant field and carries out the professional activity of a teacher in the education and upbringing of students and (or) pupils, methodological support or organization of educational activities;

     50-2) post–course support of a teacher's activities is a system of measures that ensures the development of a teacher's professional competence through continuous monitoring of his post-course activities and the provision of methodological and consulting assistance.;

     50-3) psychological and pedagogical support is a systemically organized activity carried out in educational organizations, during which social and psychological and pedagogical conditions are created for the successful learning and development of students, including persons (children) with special educational needs, based on an assessment of special educational needs;

     50-3) psychological and pedagogical support is a systemically organized activity carried out in educational organizations, during which socio–psychological and pedagogical conditions are created for the successful learning and development of persons (children) with special educational needs based on an assessment of special educational needs.;

     50-4) resident physician – a physician who studies as part of a residency training program and works in a medical organization under the supervision of a mentor;

     51) residency – the level of postgraduate medical education, the purpose of which is to acquire or change the professional qualifications of a doctor in the relevant specialty for admission to independent clinical practice;

     51-1) excluded by the Law of the Republic of Kazakhstan dated 07.07.2020 No. 361-VI (effective ten calendar days after the date of its first official publication);  

     52) spiritual (religious) educational organizations - educational institutions that implement educational programs for the training of clergymen;

     52-1) internal quality assurance system – a set of rules, standards (regulations), tools for ensuring the quality of the educational process and the educational environment in educational organizations;

     53) scholarship - the amount of money provided to a student to partially cover the costs of food, accommodation and the purchase of educational literature;

     53-1) scholarship programs – programs providing training in Kazakhstani institutions of higher and (or) postgraduate education for foreigners, including persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan, and funded from the state budget;

     53-2) student – a person studying in an educational organization that implements educational programs for technical and vocational, post-secondary and higher education;

     53-3) state order for providing students, undergraduates and doctoral students with places in dormitories – cash payments for services to ensure the introduction of new places in dormitories for students, undergraduates and doctoral students that are related to the state educational order;

     53-4) classroom guidance is a function assigned to the teacher to coordinate the activities of the students in the classroom as part of the educational process.;

     53-5) register of recognized accreditation bodies – a list of national and foreign accreditation bodies formed by the authorized body in the field of education, included in the registers and (or) associations of accreditation bodies of the member States of the Organization for Economic Cooperation and Development (OECD);

      53-6) mentor is a qualified employee of an enterprise (organization) who knows production technologies or services, supervises industrial training and professional practice.;  

     53-7) technical and vocational education – education aimed at training qualified workers and mid-level specialists;

     53-8) the grant "The best organization of technical and vocational, post–secondary education" is money allocated annually by local executive bodies of regions, cities of republican significance and the capital to state organizations of technical and vocational, post-secondary education based on the results of a competition based on rating indicators;

     53-9) student – a person studying in an educational organization in accordance with the educational programs of additional education and preparatory department;

     53-10) basic school (resource center) is an organization of secondary education, on the basis of which educational resources of nearby low–grade schools are consolidated for short-term session classes, intermediate and final certification of students in order to ensure access to high-quality education for students of low-grade schools.;

     54) university is an organization of higher and (or) postgraduate education that carries out scientific and pedagogical activities in various fields, personnel training, fundamental and (or) applied scientific research and is a leading scientific and methodological center.;

     55) college – an educational institution that implements educational programs of basic secondary, general secondary, technical and vocational or post-secondary education in the field of culture;

     56) unified national testing is one of the forms of qualifying exams for admission to organizations of higher and (or) postgraduate education;

     56-1) national organization of higher and (or) postgraduate education – an organization of higher and (or) postgraduate education having a special status;

     56-2) National research University is a research university with a special status;

     56-3) continuous integrated education is a form of professional training aimed at training highly qualified personnel within the framework of inter–level integrated educational programs;

     57) Doctor of Philosophy (PhD) is a degree awarded to persons who have completed a doctoral program in a scientific and pedagogical field and defended their dissertation in the Republic of Kazakhstan or abroad, recognized in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;

     57-1) international school – an educational institution that implements independently developed integrated educational programs that have been authorized by an International Baccalaureate Organization or international institutional accreditation;

     58) a small-scale school is a comprehensive school with a small contingent of students, combined class sets and with a specific form of organization of training sessions.;

     59) experimental site is an educational organization that implements educational programs in an experimental mode to test new pedagogical technologies and new educational content.;

     60) an external course is one of the forms of education in which a student independently studies the academic disciplines of the relevant educational program without regular attendance at classes.;

     61) elite education - education received according to specialized general education educational and educational programs implemented in specialized educational organizations for gifted persons.

62) endowment fund (endowment capital) – the property of the endowment fund, which is formed and (or) replenished at the expense of endowments (endowment contributions) and investment income, as well as the endowment fund's own funds and is used to finance charitable objects provided for by the endowment fund's charitable program (endowment capital).

 

The Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
